BYLAW #2022-06
CIVIC ADDRESS AND STREET NAMING BYLAW
A BYLAW OF THE VILLAGE OF ALLIANCE, IN THE PROVINCE OF ALBERTA, FOR THE PURPOSE OF
ESTABLISHING A CIVIC ADDRESSING SYSTEM AND TO REGULATE THE DISPLAY OF CIVIC ADDRESSES.
WHEREAS, the Municipal Government Act, R.S.A 2000, Chapter M-26.1, as amended grants a
municipality the authority to assign a means of identification to buildings or parcels of land and to
require an owner or occupant of a building or parcel of land to display the identification in a certain
manner.
AND, in accordance with the Act, Council desires to maintain a civic address system to identify
properties and to assist emergency response vehicles in locating the appropriate address.
THEREFORE, the Council of the Village of Alliance in the province of Alberta duly assembled hereby
enacts as follows:
1. Citation
1. This bylaw may be cited as "Civic Addressing Bylaw".
2. Definitions:
a. Address Number means the numeric portion of a Civic Address, which may include a number or
letter as a prefix or suffix;
b. Civic Address means an address assigned by the City consisting of an Address Number and the
name of the Road by which Primary Access to the Property is gained;
c. Owner means the person or legal entity registered under the Land Titles Act as owner of the
Property;
d. Primary Access Road means the main driveway or road which gives access to a property.
e. Property means a parcel of land in the City;
f. Street Name means the name assigned to a Road by the City;
g. Structure means any building or structure intended for business use or occupancy by one or
more persons;
h. Road means any thoroughfare, street or highway, whether privately or publicly owned, that the
public is ordinarily permitted to use for the passage or parking of vehicles;
i.
Unit means a portion or sub-unit of a building which is designed for or which forms a separate
occupancy, including suites, bays, condominium units, or apartments.
3. Addressing Authority
3.1 The Village Administrator has the authority to administer the civic addressing system for
the City and may, subject to the provisions of this bylaw:
3.2 Assign a name to all new streets and development areas;
3.3 establish a system of address numbering for Properties;
3.4 assign a Civic Address to every Property;
3.5 change an Address Number or Street Name, in accordance with the provisions hereto.
4. The Village Administrator may change an Address Number if in his or her opinion such change is
required:
4.1 to allow the safe and reliable delivery of services to the Property;
4.2 to minimize confusion; or
4.3 to accommodate an adopted statutory plan for the area in which the Property is
located.
4.4 Notwithstanding the foregoing, once The Village Administrator has assigned a Street
Name, that name may not subsequently be changed except by resolution of Council.
5. Delegation
5.1 The Village Administrator may delegate authority under this Bylaw as he or she sees fit.
6. Street Name Selection

6.1 In selecting names for streets, The Village Administrator shall give priority to Street
Names which have historic significance, including the names of noteworthy persons and
historic events that are significant to the Village.
7. Display of Address Number
7.1 The Address Number assigned to a Property on which a Structure has been erected shall
be affixed to the Structure in a position which is plainly visible from the Road to which
the Property is addressed.
7.2 Where the Address Number is not visible from the Road if mounted on the Structure,
the owner shall display the Address Number on a sign erected in a location that is plainly
visible from the Road.
7.3 When construction is taking place on a Property the Owner shall ensure that the
Address Number is displayed in a manner in which it is plainly visible from the Road
from which the Property is accessed.
7.4 Where there is more than one Unit within a Structure, the Address Number assigned to
each Unit must be displayed on or beside the front door to the Unit.
7.5 No person shall display or permit the display of an Address Number on a Property other
than an Address Number which has been assigned pursuant to this Bylaw.
8. Unobstructed Visibility
8.1 The Owner shall maintain the Address Number or Rural Address Sign in good condition
and shall not cause or allow the visibility of the Address Number or Rural Address sign to
be obscured from the Road.
9. Authority of Council to Change Street Name
9.1 Nothing in this Bylaw precludes Council in its discretion from changing the Street Name
or Civic Address of a Property, or both. In such cases the City shall not be liable to the
Owner for damages or loss resulting from the change.
10. Naming of Development Areas, Roads, Parks or Public Facilities
10.1
To proceed in the naming of development areas, roads, parks or public facilities,
complete the Naming Application Form #AF2022-06_Naming Application Form.
10.2
For a commemorative naming, applications require consent from the
individual/family to be considered for placement on the Commemorative Names
Registry and that the information provided is accurate. (Please note that consent is not
required where the individual named for consideration has been deceased for 5 years or
more).
10.3
Completed form to be submitted to the Village of Alliance Office with all
required documentation. Information provided will be used during the review of the
naming application. Application will be retained in accordance with the Village
documents retention policy.
