BYLAWBylaw Number: 954-26Bylaw Name: Municipal Fees, Rates and Charges Bylaw A bylaw of the TOWN OF BASSANO in the provinCe of alberta, to establish the position of MUNICIPAL fEES, rates AND CHARGES. WHEREAS the Council of the Town of Bassano in the Province of Alberta has the authority pursuant to the Municipal Government Act, R.S.A. 2000, Chapter M-26, and amendments, to pass bylaws for municipal purposes respecting public utilities; AND WHEREAS, Section 344, 345, and 346 of the Municipal Government Act, being Chapter M-26, 2000 and amendments thereto, authorize a Council to impose penalties for late payment taxes; AND WHEREAS the Council of the Town of Bassano wishes to establish fees, rates and charges for the municipal services provided by the Town; AND WHEREAS pursuant to the Section 191 of the Municipal Government Act, a council is authorized to amend a bylaw; NOW THEREFORE BE IT RESOLVED under the authority and subject to the provision of the Municipal Government Act, the Council of the Town of Bassano duly assembled, enacts and adopts as follows the Municipal Fees, Rates, and Charges, attached to and forming Schedules of this Bylaw: Short Title This Bylaw may be referred to as the "Municipal Fees, Rates and Charges Bylaw" General Provisions The fees, rates and charges contained in the attached Schedules are hereby established. Where this Bylaw establishes a fee that also exists in another Bylaw and Policy that predates the effective date of this Bylaw, the fee in this Bylaw shall be the applicable fee and the other Bylaw is hereby effectively amended. Where the required fee is not specified in a Schedule, such fees shall be determined by Council in a manner consistent with those fees listed in the applicable Schedule. All fees, rates and charges contained include a Goods and Service Tax. Schedules Schedule A Business License forms part of this Bylaw. Schedule B Planning and Development forms part of this Bylaw. Schedule C Pool forms part of this Bylaw. Schedule D Cemetery forms part of this Bylaw. Schedule E Town Operated Facilities forms part of this Bylaw. Schedule F Tax and Utility Penalties forms part of this Bylaw. Schedule G Animals forms part of this Bylaw. Schedule H Community Standards Specified Penalties forms part of this Bylaw. Schedule I Public Works and Administration forms part of this Bylaw. Severability Should any provision of this Bylaw be found invalid, the invalid provision shall be severed, and the remaining Bylaw shall be maintained. Repeal Penalty on Late Payment of Taxes Bylaw 918/21 is hereby repealed. Enactment This Bylaw shall come into full force and effect upon third and final reading. Rentals can only be scheduled between 8:00 a.m. and 8:00 p.m. as this is the regular hours for the facility, weather, and staff capacity permitting. Contract rates may be available for facility-specific programming. Free Swim Friday Sponsorship 2026 2 hours (flat-rate) $350.00 Dates/times will be selected based on facility availability during July and August. Patrons attending a Free Swim Friday will be asked to exit the pool once the free swim is over. Patrons can pay the regular admission fee to return to the pool. If July 31 falls onto a weekend, payments on current taxes shall be accepted until the end of the next business day. There shall be levied upon all tax arrears, a penalty of 12% which will be added to and form part of the unpaid taxes on the first business day after January 1st of the next succeeding year. A fee of $25.00 shall be charged for tax certificates. Property owners shall be issued tax certificates free of charge. Utilities There shall be levied upon all current utilities remaining unpaid after the end of each month, a 4.0% penalty which shall be added to and form part of the unpaid utilities. All outstanding utility balances after six (6) months will be transferred to the tax roll of the property and form part of the unpaid taxes. These may be collected in the same manner as taxes SCHEDULE GAnimals Offenses and penalties shall be issued per calendar year of January 1 to December 31 annually in accordance with the rates defined within. A violation tag or violation ticket, be it a warning or penalty shall be issued with every enforcement action taken by a Dog Control Officer. A violation tag or violation ticket, be it a warning or penalty shall be issued with every enforcement action taken by an Enforcement Officer. Offense Section Penalty Permit a nuisance on private property or permit unsightly property 3.3 1st Offense - $500 2nd Offense - $1,000 3rd Offense - $1,500 Subsequent offences shall double to a maximum of $5,000. Cause or permit noise 4.3 1st Offense - $250 2nd Offense - $350 3rd Offense - $500 Subsequent offences shall double to a maximum of $2,500. Motor vehicle repair in contravention of bylaw 5.1 1st Offense - $250 2nd Offense - $350 3rd Offense - $500 Subsequent offences shall double to a maximum of $2,500. Failure to remove graffiti from property 6.1 1st Offense - $250 2nd Offense - $350 3rd Offense - $500 Subsequent offences shall double to a maximum of $2,500. SCHEDULE IPublic Works and Administration Public Works charges for activities: Snow clearing for delinquent sidewalks - $50/hour Water meter maintenance and installation - $100/hour After hours surcharge (from 5pm to 7am) of an additional 20% on all services Administration charge of 10% Administration charges for activities: Accounts Receivable 4% penalty will be applied per month to all accounts receivable that are outstanding past 60 days. NSF Charges A $30.00 NSF charge will be applied to all returned cheques that are marked "unpaid" or "insufficient funds". Stale Dated Charges A $30.00 fee will be charged and deducted from any cheques issued by the Town to a person or vendor where the cheque is deemed stale dated or when a person or vendor requests that the cheque is cancelled. Incoming Wire Transfer A $30.00 fee will be charged against all incoming wire transfers received by the Town. The fee shall either be deducted from the payment or applied as a charge to the account. 3rd Party Accounting Where the Town assists with 3rd party matters related to the acquisition of services, purchase or supply of goods for a person or business, a 10% administrative fee shall be applied to the account. The administrative fee shall not be applied to volunteer boards operating at any municipal facility. Photocopy/Print/Fax Photocopy/print fees is $1.50/side per copy (black and white) and $2.50/side per copy (colour) (includes GST). Fax fee is $2.00/side (includes GST). Commissioner of Oaths Administration rate will be $100/hour for employees designated and acting as a Commissioner of Oaths. They shall only use these powers for the execution for local business.
