The Summer Village of Bonnyville Beach participates in an Intermunicipal Subdivision and Development Appeal Board (ISDAB), which hears appeals related to subdivision and development decisions across multiple municipalities.
This amendment updates how board members are appointed and ensures the ISDAB continues to operate in compliance with Alberta's Municipal Government Act (MGA).
## Purpose:
This bylaw:
* Establishes the Intermunicipal Subdivision and Development Appeal Board (ISDAB)

* Aligns the Summer Village with other participating municipalities through a shared intermunicipal agreement
The 2025 amendment updates the section on member appointments, delegating this responsibility to the Municipal District of Bonnyville No. 87.

## Intermunicipal Board Established
The ISDAB is jointly created by:
* Municipal District of Bonnyville No. 87
* Town of Bonnyville
* Village of Glendon
* Summer Village of Pelican Narrows
* Summer Village of Bonnyville Beach

## Board Composition
* Minimum five members drawn from all participating municipalities
* Only one councillor per municipality may sit on a hearing panel
* Quorum is three members
* Members must not participate if they have a conflict of interest
## Updated Appointment Process (Amended Section 5.1)
New Section 5.1:
Appointment of ISDAB members is delegated to the Municipal District of Bonnyville No. 87.
Members may be reappointed, and appointments may be revoked for cause.
## Board Authority
The ISDAB hears appeals related to:
* Subdivision decisions
* Development permit decisions
* Intermunicipal planning matters
* Any appeal powers granted under the MGA
The Board may confirm, vary, or overturn an appealed decision.
## Clerk of the Board
A Clerk is appointed by the administering municipality to:
* Receive and process appeals
* Schedule and coordinate hearings
* Notify affected property owners
* Maintain records and decisions
* Ensure compliance with timelines
## How Hearings Are Conducted
* Hearings follow the Municipal Government Act and applicable regulations
* Conducted using principles of fairness and natural justice
* Written decisions must be issued within 15 days of the hearing
