BYLAW # 395
VILLAGE OF COWLEY
A BYLAW FOR THE PURPOSE OF REGULATING THE COLLECTION AND DISPOSAL
OF HOUSEHOLD GARBAGE AND REFUSE WITHIN THE VILLAGE OF COWLEY
WHEREAS, the Municipal Government Act, being Chapter M-26, RSA 2000, and amendments thereto, permits the
municipality to revise and pass Bylaws regarding public utilities.
WHEREAS, the Council of the Village of Cowley wishes to establish regulations for the collection and disposal of
household garbage.
NOW THEREFORE, the Municipal Council of the Village of Cowley, in the Province of Alberta, duly assembled hereby
enacts:
TITLE
This bylaw shall be cited as the "Garbage Bylaw".
1. The Village of Cowley will provide and maintain a system for the collection and disposal of household
garbage and refuse which will be operated by the Village of Cowley, financed partly by the Village and partly
by a disposal fee chargeable against each residence or business premises, as the case may be, within the
Village as determined by the Council from time to time.
2. The Village of Cowley shall cause waste to be collected once per week for residential and commercial
dwellings.
3. When a waste pick-up day falls on a holiday, the pick-up will be done on the next working day.
4. All household garbage and refuse shall be contained in plastic garbage bags (tied) or tied securely in boxes
before the Village will remove same from the owners or occupants premises. The Village Council further
provides that all residences and businesses shall be compelled to provide receptacles for garbage which
shall be in the form of a wooden box with hinged and hooked lid, or a reasonable metal container with a lid.
These receptacles must be of such a nature as to minimize access to or interference with the garbage by
animals, wind or predators.
5. Receptacles must be maintained by owner or occupant and be kept clean and free of loose garbage.
6. A limit of three (3) bags of garbage per household per week during regular garbage pick-up. Items other
than regular household garbage will be picked up during Spring clean-up only.
7. Cardboard and construction materials shall not be considered as garbage or refuse and it shall be the
responsibility of the occupant of the premises to arrange for the disposal or recycling of these materials.
8. Toxic materials (paint and household products), cardboard or electronic items will not be picked up. It is the
responsibility of the occupant to take these items to the Village recycling depot.
9. It shall be unlawful for any person to dump garbage or any other waste material anywhere within the limits
of the Village of Cowley.
10. The Burn Pile at the west end of the Village is for the disposal of wood, wood by-products, tree branches,
leaves only. It shall be unlawful for any person to dump household garbage, animal carcasses, metal,
concrete, or any other waste material that does not consist of wood on or anywhere near the burn pile.
11. Persons who do not comply with the terms of this Bylaw shall be charged an additional fee of five (5) dollars
per month over and above the collection and disposal fee in effect at the time of the non compliance until
the situation has been corrected. The Village further maintains the right to refuse to collect any garbage not
properly contained as specified above.
12. Bylaw #239 is hereby repealed upon this Bylaw coming into effect.
13. This bylaw shall come into force and effect on the date of its final passing.
