Village of Delia - Province of Alberta Bylaw # 668-2025 Municipal Utility Service Fees and Rates Schedule 'B' referenced in Bylaw #661-2022 Utility Service Bylaw Being a Bylaw of the Village of Delia, Alberta to establish rates for the Municipal Water and Sewerage, referred to as Schedule 'B' referenced in By-Law #661-2022, Utility Service Bylaw. WHEREAS: the Municipal Government Act, Chapter M-26, Revised Statutes of Alberta, 2000 as amended, is the authority for Council to pass bylaws for the control and management of Municipal Utility Services; NOW THEREFORE: the Council of the Village of Delia, duly assembled, enacts as follows: 1.0 Short Title The short title of this Bylaw shall be the 'Schedule 'B' referenced in Bylaw #661-2022, Utility Service Bylaw. 2.0 Charges and Fees All properties with service connections are subject to the following: 2.1 Penalties and Fines A four (4.0%) penalty per month will be assessed on all arrears unpaid at the time of the next billing. 2.2 Deposits Each new account will require a deposit of $200.00. After 1 year of the account being paid in full on time, the deposit will be returned. This will only apply to owners of the property. Tenants will receive their deposit back once the account is closed. 2.3 Connection and Disconnection Fees If at any time the Municipal Utility Service is connected or disconnected at the curb stop, there shall be a fee of $50.00. This can only be done upon request of the owner or contractor to perform maintenance. This includes meter, meter reader or water lines. Except in an emergency, the owner or contractor shall make the request two working days prior to disconnection. Water service will be disconnected if the account remains unpaid for a period of two months. Due to the lack of payment of the utility account, the connection fee must be paid in addition to the arrears owing for the service to be reconnected. 2.4 Water Rates - Fixed Operating Charge: $27.85 per month - School and Highland Dell Manor Fixed Operating Charge: $167.20 per month· - Usage Rate up to 20 Cubic Meters per month: $4.00 per Cubic Meter - Usage Rate over 20 Cubic Meters per month: $ 4.50 per Cubic Meter - Bulk Water or 'Truck Fill' Rates: $4.00 per Cubic Meter 2.5 Sewerage Rates - Residential, Commercial (except below), Churches, Arena, and Curling Rink: $19.80 per month - Hotels: $37.95 per month - Schools: $114.75 per month - Highland Dell Manor: $114.75 per month 3.0 Repeal Bylaw 664-2024 is hereby repealed. 4.0 In Force This bylaw shall come into full force and effect on the first day of the month following that it is finally passed by Council by giving it third and final reading and it is signed in accordance with the MGA. Read a first time this day of 14th day of January, 2025. Read a second time this day of 14th day of January, 2025. Motion to allow for third and final reading passed unanimously by Council this 14th day of January, 2025.
