Bylaw 1025/2025 Fees and Charges Amendment DEV6n \v Resolutions 21912025 Effective Date Related Bylaws Fees & Charges Eylaw 7OO7l2O24 Amendment Bylaw 7072/2024 Amendme o22/2O2s Lead Role Legislative & Protective Services A BYLAW OF THE TOWN OF DEVON IN THE PROVINCE OF ALBERTA TO AMEND ESTABLISHED FEES RATES AND CHARGES FOR SERVICES PROVIDED BY THE TOWN OF DEVON, WHEREAS pursuant to the provisions of the Municipol Government Act, S.A. 2000 Chopter M-26 as may be amended, Council has the authority to establish and/or consolidate fees and charges. This Bylaw may be cited as th e Town of Devon "Fees and Charges Amendment Bylaw". NOW, THEREFORE, THE COUNCIL OF THE TOWN OF DEVON, DULY ASSEMBLED, HEREBY ENACTS AS FOLLOWS: 1. The fees, rates and charges contained in the attached Schedules " A" to "K" inclusive are hereby established and are subject to the applicable taxes where appropriate. 2. Where this bylaw amends established fees that exists in the Fees and Charges bylaw alongwithanotherbylaworpolicythatpredatestheeffectivedateofthlsbgaw,ile. fee in this amending bylaw shall be the applicable fee and the other bylaw or policy . is hereby effectively amended. 3. The Chief Administrative Officer or their designate is authorized to ccnsolidate the following bylaws and policies and any amendments thereto to reflect tbe fues. fates -. and charges established and amended by this bylaw: a. Water Conservation Bylaw LOO2/2O24 4' lf any clause in this bylaw, including any part of any schedule, is found to be invatid, it shall be severed from the remainder of the bylaw and shall not invalidate the whole bylaw 5. The rates, fees and charges set out in Schedule "B", which is attached to and forms a part of this Bylaw, are established for, and in connection with, naturalgas services provided by the Town of Devon pursuant to the Utility Bylaw 836/2010, as amended. B. This rate come into force on January 1,2026 I The charges for naturalgas shall be computed and rendered monthly as follows: 1.1 Basic Monthly Charge a) A basic monthly charge of 539.50 for customers using less than 8,000 Gigajoules (GJ) per year. b) A basic monthly charge of $307.50 for customers using 8,000 GJ or more per year L.2 Dlstribution Charge a) A distribution charge of $2.09 per GJ in addition to the basic monthly charge for customers using less than 8,000 GJ per year. b) A distribution charge of S1.5 per GJ in addition to the basic monthly charge for customers using 8,000 GJ or more per year. 1.3 Energy Charge ln addition to the basic monthly charge and the distribution charge, an energy charge equal to the price the Town of Devon pays for the natural gas it purchases under its current Gas Supply Agreement calculated in S (dollars) per GJ. ln any month, an interim natural gas price may be invoiced and the price adjusted to the actual price for that month on a later month's billing. 2 Where imperial unit gas Meters are installed, the Meter reading per 1000 (one thousand) cubic feet shall be multiplied by an appropriate factor and the energy content of the natural gas expressed in megajoules per cubic meter to determine the GJ consumed. 3 Reconnection Fee When any service has been disconnected or discontinued by reason of non-compliance with the Utility Bylaw 836/2010, as amended, including, without restriction, failure to pay a utility account when due, a reconnection charge of 5120.00 shall be paid to the Town before service is reconnected or restored. Bylaw LO25|2O25 eose 5 of 22 Fees and Charges SCHEDULE "C" Solid Waste Rates, Fees And Charges A. The rates, fees and charges set out in Schedule ,,C,,, which is attached to and forms a part of this Bylaw, are established for, and in connection with, solid waste services provided by the Town of Devon pursuant to the Solid Waste Bylaw g11/200g, as amended. B. This rate come into force on January 1, 2026. 4 The charges for the collection, removal, and disposal of refuse shall be computed and rendered monthly as follows: t.4 Basic Monthly Charge A basic service charge of 532.00 per month, or portion thereof, for solid waste collection (waste cart), recyclable material(blue bag) and yard waste (brown bag) collection for occupied premises. For premises having more than one waste cart, an additional basic service charge shall apply to each waste cart, up to the limit on number of waste carts defined in the Solid waste Bylaw 811/2008, as amended. Bylaw 702512025 eoqe 6 qf 22 Fees and Charges SCHEDULE "D" Sanitary Sewer And Storm Water Rates, Fees And Charges A. The rates, fees and charges set out in Schedule "D", which is attached to and forms a part of this Bylaw, are established for, and in connection with, sewage and storm water services provided by the Town of Devon pursuant to the Utility Bylaw 836/2010, as amended. B. This rate comes into force on January 1,2026. 5 Sanitary Sewer Rates The sanitary sewer charge for all properties connected to the Town's sanitary sewer system shall be computed and rendered monthly as follows: 1.1 Basic Monthly Charge A basic monthly charge, for all sizes of sanitary sewer pipe, of 545.40 per month 1.2 Sewer Commodity Charge A commodity charge of $3.06 per cubic meter of water consumption r3corded at the same service location, in addition to the basic monthly charge 6 Storm Water Draina8e Rates A storm water drainage rate of $12.00 per month shall be added to the monthly utility bill of all utility customers. 7 Reconnection Fee When any service has been disconnected or discontinued by reason of non-compliance with the Utility Bylaw 835/2010, as amended, including, without restriction, failure to pay a utility account when due, a reconnection charge of 5120.00 shall be paid to the Town before service is reconnected or restored. The rates, fees and charges set out in Schedule ,,E,,, which is attached to and forms a part of this Bylaw, are established for, and in connection with, water services provided by the Town of Devon pursuant to the Utility Bylaw 83G/2010, as amended. B. This Rates comes into force on January 1,2026 1 Retail Water Service A retail water service is defined as a service supplied to a customer's premises for use on those premises, and expressly excludes a wholesale water service or a private bulk water service. The following rates apply to all retail water service customers: (a) Fixed Monthly Service Charge ln accordance with the "Fixed Monthly Service Charges,, portion of this Schedule. (b) Commodity Charge $2.10 per cubic meter of water consumed 2 Wholesale Water Service A wholesale water service is defined as the supply of water to a non-competing water utility for distribution by that non-competing water utility to its end-user customers located outside the Town of Devon and expressly excludes a retail water service or a private bulk water service. The following rates apply to all wholesale water customers (a) Commodity Charge 52.72 per cubic meter of water supplied 3 Private Bulk Water Service A private bulk water service is defined as the supply of water to a customer engaged in the commercial resale of bulk water from the customer's premises for transportation and delivery to end-users located outside the Town of Devon, and expressly excludes a retail water service or wholesale water service.
