Town of Drumheller Revised Bylaw #41 .25 Page 1 of 4 TOWN OF DRUMHELLER REVlSED BYLAW NUMBER 41.25 DEPARTMENT: CORPORATE SERVICES REVISED 2026 UTILITY RATE BYLAW A BYLAW OF THE TOWN OF DRUMHELLER, IN THE PROVINCE OF ALBERTA, TO PROVIDE FOR THE LEVYING AND COLLECTING OF CHARGES AND RATES FOR WATER SERVICE, SEWER SERVICE, RECYCLING SERVICE AND SOLID WASTE SERVICE. WHEREAS pursuant to the Municipal Government Act, R. S.A. 2000, c. M-26 (hereinafter referred to as "the Act") and amendments thereto a municipality has the authority to establish fees and charges for the provision of goods and services; AND WHEREAS the Town of Drumheller deems it necessary to establish regulations, rates and penalties for municipal utilities, including water, wastewater, recycling and solid waste disposal; NOW, THEREFORE the Council of the Town of Drumheller in the Province of Alberta, enacts as follows: 1. CITATION 1.1 This Bylaw shall be cited as the Town of Drumheller "Revised 2026 Utility Rate Bylaw." 2. DEFINITIONS 2.1 For the purposes of this Bylaw, the following definitions shall apply: a) "Bulk Water" means water that is purchased from a bulk water fill station owned and operated by the Town of Drumheller; b) "Commercial Premises" or "Industrial Premises" for the purpose of this bylaw shall mean one or more spaces useable for business purposes and having its own sanitary facilities connected to a single meter; c) "Dwelling Unit'' shall mean a complete building or self-contained portion of a building containing a room or suite of rooms operated as a single housekeeping unit, intended to be used as a permanent or semi-permanent domicile by one or more persons and usually containing cooking, eating, living, sleeping, and sanitary facilities, and including serviced lots in a manufactured home park, and not necessarily connected to an individual meter, excluding institutional premises; d) "Group 1" means connections with meters 1 inch and under; e) "Group 2" means connections with meters from 1 ¼ inches to 2 inches; f) "Group 3" includes connections with meters 3 inches and more; g) "Institutional Premises" shall mean a complete building that operates as a school, hospital, nursing home, or seniors lodge; Town of Drumheller Revised Bylaw #41.25 Page 2 of 4 h) "Manufactured Home ParK' means a parcel of land under one title which has been planned, divided into manufactured home lots and improved for placementof manufactured homes for permanent residential use and may include convenience stores, parking facilities, home occupations and other accessory uses; and f) "Unit'' shall mean a Dwelling Unit, Commercial Premises, Industrial Premises, or Institutional Premises. 3. CHARGES AND FEES 3.1 The fees, rates, and charges contained in the attached Schedule 'A' are hereby established and are subject to the applicable taxes, where appropriate. 4. WATER RA TE 4.1 Units with municipal water connections shall be charged a monthly rate based on the size of their water meter, as outlined in Schedule 'A' of this Bylaw, regardless of the rate of water consumption. 5. WASTEWATER RATE 5.1 Wastewater volume shall be calculated as eighty percent (80%) of the user's water consumption, which is intended to account for water usage that does not enter the sanitary sewer system. 5.2 Notwithstanding section 4.1, units without a water connection will be charged a monthly rate of $60.60. 5.3 Wastewater disposal at the Wastewater Treatment Plant will be charged at $10.74 per tonne. 6. STATEMENT FEE 6.1 Users who receive paper-based monthly billing will be charged $2.50 per utility statement. 7. PENALITES 7.1 All accounts are subject to a penalty of 2.50% per month, compounded monthly (effective rate of 34.49% per annum) if unpaid after the due date listed on the utility bill. 8. RECONNECTION 8.1 If the water supply has been disconnected for non-payment of accounts, all outstanding fees must be fully paid prior to reconnection. 9. SCHEDULES 9.1 Schedule 'A' is attached to and forms part of this Bylaw. Town of Drumheller Revised Bylaw #41.25 Page 3 of4 10. SEVERABILITY 10.1 If any portion of this Bylaw is found to be invalid, that portion shall be severed from the remainder of the Bylaw and shall not invalidate the whole· Bylaw. 11. TRANSITIONAL 11.1 This Bylaw comes into full force and effect on January 1, 2026. 11.2 Upon third reading of this Bylaw, Bylaw #35.24 and all amendments thereto are hereby repealed.
