## BYLAW NO. 534-25 VILLAGE OF HUGHENDEN PROVINCE OF ALBERTA A BYLAW OF THE VILLAGE OF HUGHENDEN IN THE PROVINCE OF ALBERTA BY THE AUTHORITY OF THE MUNICIPAL GOVERNMENT ACT - PART 2 DIVISION 1, SECTION 7 -(f) AND (g) TO ESTABLISH WATER, SEWER AND GARBAGE RATES IN THE VILLAGE OF HUGHENDEN, Province of Alberta. WHEREAS: The Council of the Village of Hughenden, duly assembled, has deemed it expedient to establish water, sewer, garbage and landfill rates in the Village of Hughenden relative to current costs of operations. THEREFORE: The Council of the Village of Hughenden, duly assembled, does enact as follows; ## 1. INVOICING SCHEDULE Utility invoices shall be mailed or emailed to the client within the first five business days of the beginning of each quarter and must reflect the costs to be incurred during each month. Each monthly cost will be due for payment by the 20th day of that month. All utility accounts MUST be in the name of the homeowner. If a renter is in place, the Village of Hughenden will issue a duplicate invoice to the renter if requested by the homeowner. ## 2. ARREARS Utilities will be deemed to be in arrears as at the due date as stated on the invoice. A penalty fee of 2.5% per month will be levied on the full balance each month until the invoice is paid in full. ## 3. COLLECTION OF OVERDUE ACCOUNTS Homeowners with outstanding utility invoices over 90 days will be served a disconnection notice, during the months of April - October. No reconnection service will be provided unless paid in full. November to the end of December, if greater than $400.00 at the due date of December of each year will receive a notification that the outstanding invoice will be added to the homeowner tax roll on January 1, of the following year. ## 4. CURB STOP VALVES Due to the age of the curb valves and at the discretion of the Public Works Foreman, curb stop valves will not be turned ON or OFF during the winter months where the temperature is below freezing, unless it is deemed an emergency. - SEASONAL WATER DISCONNECT: To have a residence water shut off for a min. of 4 months, (November, December, January, February) a letter (or email) of request must be submitted to the Village Office, 30 days in advance of vacancy. The CAO will provide approval and notify the PW foreman. Water turn-on must be when someone is in the residence or an email be provided to the CAO absolving the Village of any risk. The cost for C/C valve shut off and turn on (minimum of 4 months) is set at $75.00 to shut off and $75.00 to turn on. While Seasonal Water Disconnect service is applied there will be no invoicing to the resident for water, sewer, garbage, etc. for the duration. ## UTILITY RATES Council does hereby establish and authorize the following rates for: ## WATER: - (a) Residential / Commercial / Registered Charities and Non-Profit Organizations: Domestic water use at a flat rate of $80.00 per calendar month. - (b) Hughenden Public School: Domestic water use at a flat rate of $486.00 per calendar month for all the water used in the school and its outbuildings. - (c) Wash-wand Bay: Domestic water use at a flat fee of $5.00 for 5 minutes of service at the bulk water station. - (d) Bulk Water Station: Domestic water at retail rate of $10.00 per metric cube. Domestic water at a wholesale rate of $8.00 per metric cube ## (ii) SEWER/LAGOON: - (a) Residential / Commercial / Registered Charities and Non-Profit Organizations: Services will be charged a flat fee of $26.00 per calendar month - (b) Hughenden Public School: Services will be charged at $286.00 per calendar month. ## (iii) GARBAGE/LANDFILL: - (a) Residential Services shall be charged at $21.00 per calendar month, with out the option of opting out of garbage pickup. - (b) Commercial / Registered Charities and Non-Profit Organizations: May opt out of garbage pick up services with proof of external contract, otherwise will be charged a rate of $21.00 per calendar month. - (c) Garbage bins Garbage bin placement will be in the alley behind each residence year-round except for those residences that don't have a back alley or have one that is inaccessible - Map attached: Selkirk Ave. even # residences 2 to 36 Rydberg St. odd # residences 3 to 15 Coutts St. Even residence # 2, and odd # residences 1 to 21 Simpson Ave. odd # residences 1 to 13 Campbell St. even # residences 2 to 6 Lawley Ave. even # residences 2 to 8 For those addresses noted above: - -Bins are to be placed on the street at the curb for garbage pick up between Tuesday at 4 p.m. and Wednesday at 4 p.m. only. - -Other than the dates and times above, the bin is to be placed on the lot property. For all bins regardless of placement - all garbage must be bagged and fit in the bin with a closed lid. ## 6. CAPITAL FEES - (i) Water Capital Fee: rate of $1.50 per calendar month. - (ii) Sewer/Lagoon Capital Fee: rate of $1.50 per calendar month. 7. THAT this bylaw shall take effect on the 1st day of the following month of the third and final reading thereof. 8. THIS Bylaw rescinds any previous bylaws regarding Utility Rates (528-24).
