2026 UTILITY FEES AND CHARGES
Bylaw No. 23-25
Leduc County
A BYLAW ESTABLISHING 2026 FEES AND CHARGES FOR UTILITY SERVICES PROVIDED BY LEDUC COUNTY
WHEREAS
Leduc County provides wastewater services pursuant to the Wastewater Services Bylaw No. 35--18, which
bylaw contempiates the imposition of rates, fees and charges set out in a fees and charges bylaw;

which
bylaw
contemplates the imposition of rates, fees and charges set out in schedule of fees and charges adopted by
council from time to time;
Leduc County provides
soiid waste
services
pursuant to the
Solid Waste
Bylaw
No.
06-21, which
bylaw
contemplates the imposition of rates, fees and charges set out in a fees and charges bylaw; and
The Councii of Leduc County wishes to estabiish rates, fees and charges for utility services provided by Leduc
County pursuant to the above referenced bylaws as amended or repiaced from time to time, which rates, fees
and charges are to take effect on the 1" day of January, 2026;
NOW THEREFORE
be
it resolved that the Council of Leduc County, duly assembled, enacts as follows:
1.
This bylaw may be cited as the "2026
Utilities Fees and Charges Bylaw".
2.
The fees and charges payable for water, wastewater and solid waste services shali be as detaiied in
Schedule "A", which is attached to and forms part of this bylaw.
3.
Bylaw N0. 21-24 is repealed upon this bylaw coming into force.
4.
This byiaw shall take effect on the 1" day ofJanuary, 2026.

Read a third time with the unanimous consent of the Councii Members present and finally passed this 25th
day of November, 2025.

Note 1:
- Service and distribution - Set by Leduc County at $1.11 per cubic meter
o Water purchases and transmission - Set by the Capital Region Southwest Water Services Commission at $1.74 per cubic
meter
o Where water services to a user have been shut--off, disconnected or discontinued, the user shall continue, for the
duration of the shut--off, disconnection or discontinuance of service, to be obligated to pay all applicable non--consumption
related rates, fees and charges set out in this Bylaw, or the Water Services Bylaw, including, without restriction, all
applicable fixed charges for water services.
Notes:
1 Fee charged for any subsequent visits to the same address to complete the installation of the same water meter will be
charged the installation fee plus 2.5% service fee.
2 "Private
fire hydrant visual inspection" means a mandatory visual inspection conducted by the County on a fire hydrant
on private property within the service area
in the spring and fall of each year; service includes a hydrant pump out in the
fall, but excludes hydrant operation.

ll Service request" means a request by a user for an optional service that provides a direct benefit to the user exclusively.
4 "Special read" means a meter read that is outside the regularly scheduled billing cycle, including a requested re-read, final
read, or smart meter data download.

In this section,
- Service request means a request by a user for an optional service that provides a direct benefit to the User exclusively.
- Axle means the drive axle of a truck that hauls wastewater.
A maximum of two axles will be charged per truck load.
Over strength surcharge and additional over strength surcharge

In this Section,

"Additional over strength surcharge" has the same meaning as in the Wastewater Services Bylaw.

"Additional over strength concentration limit" means the concentration limit, in mg/L, of a
substance set out in column B of schedule "C" of the Wastewater Services Bylaw.

"Additional over strength surcharge mass" means the mass, in kg, of a substance, to which the
additional over
strength surcharge specified in this section is applied, which mass is determined by applying the following formula.
Additional over strength surcharge mass = {measured substance concentration -- additional over strength concentration
lLimit) x water volume) x 1,000,000 (to convert mg to kg).

"Substance" means a substance identified in Schedule "C" of the Wastewater Services Bylaw.

ll Over strength concentration limit" means the concentration limit, in mg/L, of a substance set out
in column A of schedule "C" of the Wastewater Services Bylaw.

"Over strength surcharge" has the same meaning as in the Wastewater Services Bylaw.

"Over strength surcharge mass" means the mass, in kg, of a substance, to which the over strength surcharge specified
in this section is applied, which mass is determined by applying the following formula.
Over strength surcharge mass = ((Measured substance concentration -- Over strength concentration limit) x water
volume) X 1,000,000 (to convert mg to kg).

"Measured substance concentration" means the concentration, in mg/L, of a substance found in Wastewater
discharged, by the user, into the Wastewater System.

"Water volume" means the volume oftreated water delivered to, or consumed by, the user, during the preceding
year, determined in accordance with the Wastewater Services Bylaw.
