<!-- image --> ## BYLAW NO. 477 ## BEING A BYLAW OF THE VILLAGE OF NAMPA IN THE PROVINCE OF ALBERTA FOR THE ESTABLISHMENT OF A BEAUTIFICATION COMMITTEE WHEREAS pursuant to section 145 of the Municipal Government Act, R.S.A. 2000, Council may pass Bylaws in relation to the establishment, functions, procedure and conduct of council committees; WHEREAS pursuant to section 203 of the municipal Government Act, R.S.A. 2000, Council may by bylaw delegate any of its own powers, duties or functions under this or any other enactment or a bylaw to a council committee, unless this or any other enactment or bylaw provided otherwise; NOW THEREFORE the Council of the Village of Nampa, in the Province of Alberta duly assembled hereby enacts as follows: ## TITLE 1. This bylaw maybe cited as "Beautification Committee Bylaw" ## DEFINITIONS 2. In this Bylaw the following definitions shall apply: - a) Agenda: Order of business, program of a meeting; - b) CAO: Chief Administrative Officer of the Village of Nampa - c) Committee: a committee of council; in this case the Beautification Committee - d) Committee Members: shall mean a duly appointed public member of the Beautification Committee of the Village of Nampa - e) Council: means Village of Nampa Council ## MANDATE 3. To provide the Village of Nampa with beautification and branding through which the committee will plan, develop, direct, and encourage beautification and associated branding to help ensure short- and long-term attention to visual character and cohesive personality going forward. ## MEMBERSHIP 4. One (1) Village of Nampa Councillor - a) Five (5) members at large which includes: - 1) One Student Representative from the Nampa Public School - 2) Resource to Committee; Public Works or designate - b) The term of membership shall be for one year. Committee members will be appointed annually be Council at their annual organizational meeting. Committee members must re-apply each year and are eligible to be re-appointed at Council's discretion. - c) To ensure diversity, the maximum term for each committee member, excluding Council is three (3) years, unless otherwise directed by Council. - d) A chairperson shall be appointed from the membership of the committee at the first meeting after the annual Organizational Council Meeting. Appointment shall be a majority vote amongst the members. - e) Any Board member may resign from the Board at any time if the resignation is sent in writing to the Committee Chairperson with a copy provided to the CAO - f) If a vacancy occurs before Council's annual organizational meeting, Council may appoint a replacement for the remainder of the term. - g) Members are Volunteers and will adhere to the terms of Council ## MEETING ARRANGEMENT AND FREQUENCY 5. The Committee shall meet three (3) times a year, or at the discretion of the Committee ## MEETING AGENDA AND MINUTES 6. A member appointed by the Beautification Committee shall prepare the agenda for each and Committee meeting and circulate copies of the agenda, including draft minutes from the previous meeting to each member as well as the CAO prior to each meeting. - a) The minutes of the Beautification Committee shall be accepted by Council as a report in the regular meeting of Council, or a special meeting of Council. ## LIMITATIONS AND POWER 7. The committee shall not pledge credit of the Village of Nampa in connection with any matters whatsoever, nor shall the Committee have any power to authorize any expenditures to be charged against the Village of Nampa. ## SEVERABILITY 8. Should any provisions of this bylaw be invalid, then such invalid provisions shall be Severed and the remaining bylaw be maintained. ## EFFECTIVE DATE This Bylaw shall come into force and effect when it receives third reading and is duly signed.
