C5. QUALITY MANAGEMENT PLAN (QMP)
NOTES:
If development is commenced prior to the issuance of a valid development permit, then all pertinent fees shall be
doubled, and will not preclude the possible issuance of a stop order in conjunction with the TownЍs Land Use Bylaw.
This includes any Building and Trade Permit Fees.
The Agency will assess and collect fees for the Permits it issues and fees for other Services in accordance with the
Fees listed under this Schedule C. In addition, the Agency will assess and collect the Safety Codes Council levy
applicable to the fees listed herein.
The Agency will remit the fees and Safety Codes Council levy to the Safety Codes Council.

E4. ROCKY MOUNTAIN HOUSE ECO CENTRE
USERS OF THE ROCKY MOUNTAIN HOUSE ECO CENTRE WILL BE REQUIRED TO SIGN UP FOR THE ЌROCKY
PASS WITH ECO CENTRE ACCESSЍ
Town residents and businesses will be issued a Rocky Pass with Eco Centre access when they visit the Eco
Centre for the rst time, with proof of Town address, such as: Utility invoice with street address; rent receipt
with street address; or DriverЍs licence showing street address.
As of April 1, 2021, all users must show their Rocky Pass for Eco Centre access.
Any loads that are larger than a half ton box sized load must go to the Regional Landll for disposal.
Recycling / Chemicals / Paints / Oils / Yard Waste / Grass Clippings / Metal / Batteries, etc. will all remain
free.

The fee structure allows us to implement booking and maintenance procedures for the Tennis & Pickleball Courts.
If a group/league is looking for guaranteed use of courts at a particular day/time, members will be required to have
a season membership or pay the 2-hour rate to make a reservation.
Payments and reservations can be made at Guest Services at the Rocky Regional Recreation Centre. No groups or
leagues may reserve the courts without paying.
It is highly encouraged that all users guarantee available court time by making a reservation, but drop-in play is still
available at no cost.
The Tennis & Pickleball Court reservation schedule will be posted on a weekly basis. Any time not reserved will be
open for drop-in play. Reservations will take precedence over drop-in play.

G6. PROGRAM CANCELLATIONS AND REFUNDS
Program Registration Policy: Registrations for all programs are accepted on a rst-come-rst-serve basis. All
registration fees must be paid at the time of registration. Payment conrms registration. Pre-registration is required
for all classes (except drop-in programs). Classes without su icient registration will be canceled.
Program Cancellation by the Recreation Department: In the case of a program being canceled by the Recreation
and Community Services Department, the participant shall be refunded the full amount of the program cost.
Program Cancellation Policy: If the participant cannot attend a program that has been paid for and the
cancellation occurs a minimum of seven calendar days before the start of the program, the cost of the program will
be refunded less a $10 administration fee. A transfer into the next session can occur (only one transfer per individual
transaction). If the cancellation occurs less than 7 calendar days prior to the start of the class or program NO refund
or transfer will be issued unless a doctorЍs note is received by the Pool or Recreation and Community Services
Department. If cancellation occurs due to illness (supported by a doctor's note) a pro-rated refund will be provided.
G7. MEMBERSHIP CANCELLATIONS AND REFUNDS
Annual Monthly Payment membership fees can be paid by making automatic monthly payments by credit card. The
payments are calculated by dividing the cost of the annual membership by twelve. The rst and last monthЍs
payment must be paid at the time of purchase and the monthly payment is then due each month for the duration of
the Annual membership, until all membership fees are paid in full. If monthly payment fees are not paid, no access
will be granted to the facilities until unpaid fees are paid in full. Members with unpaid fees will not be eligible for
future Annual Monthly Payment memberships.
Memberships Refunds: Daily Drop-in Admissions, 10-time Drop-in Admissions, and Monthly Memberships do not
qualify for a refund. Membership can be frozen with a doctorЍs note. Annual Memberships qualify for a refund if the
following conditions apply:
Re-location ϳ should the membership holder move 100km or more from the centre a prorated refund is
given when proof of new address is submitted. A $10 administration fee is deducted from the return.
Medical ϳ should the membership holder not be able to use the membership for medical reasons a prorated
refund is given when a doctorЍs note is submitted. A $10 administration fee is deducted from the return.
If an annual monthly payment membership is canceled for reasons other than medical or re-location the member
will not receive their last monthЍs payment refunded.
Extensions
Monthly and Annual Memberships are granted an extension should the Aquatic Centre or Recreation
Centre be closed due to constructions or repairs. Additional day/week/months will be added to the
membership for the day/week/months not available due to construction.
