B y l a w # 5 2 5 - 2 6 P a g e 1 | 4 VILLAGE OF ROSEMARY In the Province of Alberta Bylaw No. 525-26 Fees & Charges Bylaw A Bylaw of the Village of Rosemary, in the Province of Alberta, to establish and maintain fees and charges for services rendered in and for the Village of Rosemary. WHEREAS under the authority of 191 of the Municipal Government Act, RSA 2000, Chapter M-26, with all amendments thereto, provides that a Council may pass by-laws for the purpose of establishing rates for the provision of goods and services; WHEREAS under the provisions of the Freedom of Information and Privacy Protection Act, RSA 2000, Chapter F-25, with all amendments thereto, the Village of Rosemary must make certain information available to the public and may pass a bylaw establishing fees for providing such information; WHEREAS under the authority of 191 of the Municipal Government Act, RSA 2000, Chapter M-26, with all amendments thereto, a Council may repeal or amend any bylaw; NOW THEREFORE, by virtue of the power conferred upon it by the Municipal Government Act, RSA 2000, Chapter M-26, with all amendments thereto, the Council of the Village of Rosemary, in the Province of Alberta, duly assembled, enacts as follows: 1. This Bylaw may be cited and shall be known as the "Fees and Charges Bylaw" of the Village of Rosemary. 2. The fees and charges shall be in accordance with Schedule "A" of this Bylaw. 3. Should any provision of this Bylaw be found invalid, the invalid provision shall be severed and the remaining Bylaw shall be maintained. 4. Bylaw # 515-24 and all amendments thereto are hereby repealed. 5. Bylaw # 525-26 shall come into effect upon third and final reading thereof. READ a first time this 27th day of January 2026. READ for the third time and passed by unanimous consent this 27th day of January 2026. ____________________________ _____________________________ CoriAnn Nielson, Mayor Sharon Zacharias, CAO B y l a w # 5 2 5 - 2 6 P a g e 2 | 4 SCHEDULE "A" Fees and Charges Bylaw #525-26 January 1, 2026 GENERAL OFFICE a) NSF Cheque Charge $50.00 b) Municipal Souvenirs Cost + 30% DEVELOPMENT & PLANNING SERVICES a) Subdivision and Development Appeals $350.00 - The appeal must be presented in writing. - A decision in favor of the complainant will result in the fees paid being refunded to the complainant. b) Development Permits - Permitted Uses $125.00 (Residential) $200.00 (Non-residential) c) Development Permits - Discretionary Uses $200.00 (Residential) $300.00 (Non-residential) d) Development Permits - Accessory Buildings, Decks, Etc. $60.00 e) Development Permit Extension requests - Each letter of request $75.00 f) Damage Deposit for all new construction $500.00 - Residential & Non-residential - For sidewalks, curbs, curb-stops, etc. - Payable with Development Permit application - Refundable when building permit is complete & compliant g) Home Occupation Development Permit (3Yrs) $50.00 - This is a one-time fee required only if clients come to the home during set hours. - Home occupations operating without a permit shall be subject to the penalty provisions outlined in the Land Use Bylaw of the Village. h) Land Use Bylaw amendment application $250.00 i) Land Use Bylaw variance $100.00 j) Subdivision Applications $600.00 + $325.00/lot - Endorsement Fees, per lot $200.00 - Amendment to initial application $300.00 k) Letter of Compliance $100.00 (Residential) $150.00 (Non-residential) B y l a w # 5 2 5 - 2 6 P a g e 3 | 4 l) Unauthorized Development When an application is made after development has commenced or occurred, the above fees shall be doubled. UTILITY HOOK-UP FEES (Water & Sewer) a) Residential construction $ 500 (Includes Village owned meter) b) Residential in Cottonwood Cres & Iris Street Promo $ 850 (Includes Village owned meter) c) Non-residential construction (Res/Shouse) $1,000 plus cost of Village owned meter d) Roseglen Rural Estates $ 500 (Includes Village owned meter) e) New/replacement Meter, all sizes Cost of Meter plus 20% - Replacement charged only if damage due to negligence f) Service an un-serviced lot - Residential: $ 850 plus cost of Village contractor to install service lines and mains if required. - Non-residential (Including Residential on Pheasant Rd lots): $1,000 plus cost of meter and Village contractor to install service lines and mains if required. FIRE DEPARTMENT FEES a) All Units, per Hour each, includes manpower AB Trans. Published Rates CAMPGROUND RATES a) Water/Power Sites: Daily $30, Weekly $180, Monthly $600 b) Water/Sewer/Power Sites: Daily $40, Weekly $240, Monthly $720 c) Tenting Sites: Daily $20 (no monthly/weekly rates) ASSESSMENT AND TAXATION a) Tax Certificates $45.00 b) Assessment information $45.00 c) Assessment Review Board appeal $75.00 - The appeal must be presented in writing. - A decision in favor of the complainant will result in the fees refunded to the complainant. MAINTENANCE FEES Maintenance equipment and operator, minimum of one hour charge unless specified: i) Toolcat w/operator & attachments $150.00/hr Includes snow removal & general/contract jobs ii) Lawn mower or whipper w/operator $75.00/hr iii) Truck w/operator $150.00/hr iv) Power drain cleaner w/operator $150.00 minimum first 2 Hrs. $60.00/hr after first 2 hours B y l a w # 5 2 5 - 2 6 P a g e 4 | 4 FOIP REQUESTS The Village shall charge the following fees: a) A minimum of $75.00 for each formal request received pursuant to the Access to Information Bylaw. The cost includes a maximum of two (2) hours of employee labor and $10.00 for materials. Any costs in excess of these stipulated, will be calculated and charged prior to the release of the information at a rate of $55.00/hr for labor and as listed for materials. b) $50.00 for an appeal filed pursuant to the Access to Information Bylaw of the Village.
