VULCAN COUNTY
Vulcan - Alberta
BYLAW 2026-002
Being a Bylaw of Vulcan County in the Province of
Alberta to establish fees for services and
information in the possession of Vulcan County.
WHEREAS pursuant to section 7(f) of the Municipal Government Act, being
Chapter M-26 of the Revised Statutes of Alberta, 2000, and amendments
thereto, whereby a municipality may pass bylaws for municipal purposes
respecting services provided by or on behalf of the municipality;
AND WHEREAS pursuant to section 8(c) of the Municipal Government Act,
being Chapter M-26 of the Revised Statutes of Alberta, 2000, and
amendments thereto, whereby a municipality may by bylaw provide for a
system of licenses, permits and approvals by establishing fees;
AND WHEREAS pursuant to section 630.1 of the Municipal Government
Act, being Chapter M-26 of the Revised Statutes of Alberta, 2000, and
amendments thereto, whereby a council may establish and charge fees for
matters of planning;
AND WHEREAS the Council of Vulcan County deems it appropriate to
establish a schedule of fees for services and information;
NOW THEREFORE the Council of Vulcan County, in the Province of Alberta,
duly assembled enacts as follows:
Part 1 Fees for Administrative and General Purposes
a) THAT fees shall be charged for the provision of services and
information in the possession of Vulcan County as set out in Part 1
of Schedule "A", attached to and forming a part of this bylaw
Part 2 Planning and Development Fee Schedule
a) THAT fees shall be charged for the provision of services for matters
dealing with planning, subdivision and rezoning as set out in Part 2
of Schedule "A", attached to and forming a part of this bylaw.

Part 3 Public Works Fee Schedule
a) THAT fees shall be charged for the provision of services for matters
dealing with public works as set out in Part 3 of Schedule "A",
attached to and forming part of this bylaw.
Part 4 Agricultural Services Fees and Charges
a) THAT fees shall be charged for the provision of services and
equipment for matters dealing with agricultural services as set out
in Part 4 of Schedule "A", attached to and forming part of this bylaw.
Part 5 Protective Services Fees and Charges
a) THAT fees shall be charged for the provision of services and
equipment for matters dealing with protective services as set out in
Part 5 of Schedule "A", attached to and forming part of this bylaw.
Part 6 Public Utilities
a) THAT fees shall be charged for the provision of services and
equipment for matters dealing with public utilities as set out in Part
6 of Schedule "A", attached to and forming part of this bylaw.
Part 7 Definitions
a) "Ratepayer" shall mean a registered property owner within the
Vulcan County, and be limited to one person per property, regardless
of the number of properties.
Part 8 Transition
a) If a portion of this bylaw is found to be invalid, the invalid portion will be
voided and the rest of the bylaw remains valid and effective.
b) This bylaw comes into effect on January 1, 2026.
c) Bylaw 2025-002, 2025-012, and 2025-025 are hereby rescinded.

All of the daily rates, as stated above, can have a ½ day rate (50% of the "Per Day" Rate)
applied, if the equipment is picked up and returned by 2:30pm MST on the same day. This
excludes any rentals that are delivered by the County.
An additional charge of up to $500.00 may be applied (at the discretion of the agricultural
service board staff) if any agricultural services rental equipment is not properly cleaned or
damaged when returned.

This fee structure is also a guideline to facilitate fees and charges for our Mutual Aid
Partners and recognition under our Mutual Aid Agreements. Bylaw 2017-003 states in
Section 16.2 "The fees and costs to be charged by the County for fire protection and
emergency response services rendered are contained in the Fees and Services Bylaw."
Billing time for emergency services will commence with the initial call for a response and
cease when the unit(s) that attended are put back into service.
The Chief Administrative Officer retains the right to review all emergency events and where
extraordinary circumstances exist may adjust invoicing procedures other than the dollar
amount listed herein.

Part 7: All fees within Schedule "A" and other general accounts receivables with a
balance of one hundred ($100.00) dollars or more are subject to a monthly 1.5%
penalty on overdue accounts (over 30-days from original date of the invoice) unless
otherwise stated in the Schedule and that this penalty may be waived at the
discretion of the Chief Administrative Officer.
