VULCAN COUNTY
BYLAW 2022-033
Being a bylaw of Vulcan County in the Province
of Alberta for the purpose of regulating and
controlling the speed of motor vehicles within
Vulcan County.
WHEREAS Section 106(b) of the Traffic Safety Act, R.S.A. 2000, c. T-6
(the "Act") provides that the maximum speed limit for a highway that is
subject to the direction, control and management of a municipal district
council shall be 80 kilometers per hour, unless another higher or lower
speed limit is prescribed by the road authority pursuant to section
108(1)(b) of the Act;
WHEREAS the Municipal Government Act, R.S.A. 2000, c. M-26, and
the Traffic Safety Act, R.S.A. 2000, c.T-6 and regulations made
thereunder, provide that a municipality may enact bylaws for the
provision of speed limits on highways and roads under their direction
and control.
NOW THEREFORE the Council of Vulcan County, in the Province of
Alberta, duly assembled, enacts as follows:
1. This bylaw may be called the "Speed Limits Bylaw".
2. Definitions
a) "CAO" means the individual appointed as Vulcan County's Chief
Administrative Officer in accordance with the Municipal Government
Act.
b) "County" means Vulcan County.
c) "Highway" has the same meaning as defined in the Act;
d) "Traffic Control Device" means any sign, signal, marking or device
placed, marked or erected under the authority of the Act for the
purpose of regulating, warning or guiding traffic.

3. Speed Limits
a) Except as provided in Section 3(c) or "Schedule A" of this Bylaw, the
maximum rate of speed for a motor vehicle on a highway under the
control of the County shall be:
i.
80 kilometers per hour on a highway
ii.
30 kilometers per hour on any portion of a highway identified as
a school zone between the hours of 8:00 a.m. and 5:00 p.m. on
any day on which school is held
b) Applicable Travel Control Devices shall be posted at appropriate
locations at the discretion of the CAO.
c) The CAO may direct the placement of temporary Traffic Control
Devices along a portion of Highway for the purpose of setting
temporary speed restrictions due to construction, emergency
conditions or situations, maintenance, or a state of repair.
d) Any request for a change to the designated rate of speed as outlined
in Section 3(a) and "Schedule A" of this Bylaw shall be submitted in
writing to Vulcan County Council for consideration.
4. Repeal
The following bylaws are hereby repealed: Bylaw 2012-027, Bylaw
2005-003, Bylaw 2006-002, Bylaw 2016-015, Bylaw 2016-016, Bylaw
2017-029, Bylaw 2017-033, Bylaw 2018-021, Bylaw 2018-022, Bylaw
2020-017, Bylaw 2020-023, Bylaw 2021-031.
5. Effective Date
This bylaw shall come into force on the date of final passing thereof.

READ a third time and passed on this 2nd day of November, 2022.

Anderson Subdivision
(Mossleigh)
A maximum speed limit of 30 km/hr to
be established for Township Road 204A
to the northeast side of the Anderson
Subdivision.
Lake McGregor
Landing - Kingfisher
Avenue
A maximum speed limit of 30 km/hr be
established for a portion of Range Road
214 south of Township Road 170 and
all of Kingfisher Avenue at Lake
McGregor Landing.
Armada
A maximum speed limit of 50 km/hr be
established for Range Road 210,
between Township Roads 171 and 172,
in the Hamlet of Armada.
Sunset Marks
A maximum speed limit of 50 km/hr be
established for a portion of Range Road
214 from NW 33-17-21 W4 to NW 21-
17-21 W4.
