Consolidated Fees and Rates Bylaw No. 2017-01
Town of WESTLOCK
By-Law 2017-01
WHEREAS, pursuant to the Municipal Government Act; Chapter M-26, R.S.A. 2000 and
amendments thereto, the Council may pass a Bylaw for the purposes of providing goods services
by or on behalf of the municipality;
And WHEREAS, pursuant to the Municipal Government Act; Chapter M-26, R.S.A. 2000 and
amendments thereto, the Council may pass a Bylaw for establishment of fees for licenses, permits
and approvals as established by Council;
And WHEREAS, pursuant to the Freedom of Information and Protection of Privacy Act, Chapter
F-12, R.S.A. 2000 and amendments thereto, a municipality must make certain information
available to the public and may by bylaw establish for providing information;
And WHEREAS, the Town of Westlock Council deems it appropriate to establish fees and rates.
NOW THEREFORE, the Town of Westlock Council enacts as follows:
1. This Bylaw may be cited as the Fees and Rates Bylaw.
2. The fees and rates for the Town are established as shown in "Schedule A' of this Bylaw.
3. That Council may consider setting or permitting fees or rates for special circumstances,
special items, individual agreements with outside parties or for any item not established
in "Schedule A" by resolution of Council.
4. That Bylaw 2016-09, Fees and Rates is hereby repealed.
5. This Bylaw shall take full force and effect upon third and final reading.

Fees may be required for services provided to an applicant under the Access to Information
Act. (ATIA).
Fees may be assessed for:
a) The time and cost to search for, locate and retrieve a record,
b) The cost of converting a record into a redactable format,
c)
The cost of reformatting audiovisual files into a redactable format,
d) The cost to produce a copy of the record,
e) The time and cost for preparing and handling the record for disclosure,
f)
The time and cost to supervise an applicant who wishes to examine the original
record, and
g) The cost of shipping the record or copy of the record.
Processing of a request will not commence until the initial fee has been paid.
An applicant is required to pay:
a) An initial fee of $25 when a non-continuing request I is made; or
b) An initial fee of $50 when a continuing request is made.
In addition to the initial fee, fees in accordance with this Schedule may be charged if the
amount of the fees, as estimated by the public body to which the request has been made,
exceeds $150.
Where the amount estimated exceeds $150, the total amount is to be charged.
A fee may not be charged for the time spent in reviewing a record.

Fees for Personal Information
This section applies to a request for access to a record that is a record of the personal
information of the applicant.
Only fees for producing a copy of a record in accordance with items 3 to 6 below of this
Schedule may be charged if the amount of the fees as estimated by the public body to
which the request has been made exceeds $10.00.
Where the amount estimated exceeds $10.00, the total amount is to be charged.
The amount of the fees set out in this Schedule are the maximum amounts that can be
charged to applicants.
1) For searching for, locating and retrieving a record - $6.75 per ¼ hr
2) For converting or reformatting records:
a.
converting a record into a redactable format
$0.25 per page
b. reformatting audiovisual files into a redactable format $6.75 per ¼ page
3) For producing a paper copy of a record:

Remedial Work
1) This section shall apply to any Enforcement Order/Stop Order issued under Section
545, 546, 645, or work done pursuant to any section under Par 13 Division 5 of the
Municipal Government Act.
2) All costs of work provided by the Town pursuant to this section, whether provided
directly by the Town or by a Contracted Service, shall be subject to a 20%
administration fee in addition to the cost of work provided (actual costs, Taxed).

Community Services Information
Definitions:
Child: 3 - 12 years
Youth: 13 to 17 years
Adult: 18 - 59 years
Students: Students attending post secondary school will be charged the Youth/Senior
Rate. School ID required.
Seniors: Adults 60+ years
Family Membership Definition: 2 adults and all children 18 years or under, residing in the
same home. Or attending post secondary school, up to a maximum of 24 years of age.
Field House Tournament Rate: Applies only to Schools within the Town and County of
Westlock.
For Profit bookings shall be charged the non-local rate, unless otherwise noted.
Recreation Passes: includes access to the Westlock Rotary Spirit Centre's drop-in field
house times, arena public skating and shinny; and weight room; as well as Westlock
Aquatic Centre's public swims, parent/tot swims, lane swims, aquasize classes,
squash/racquetball courts and weight room.
Local Rates: Apply to users within the Town and County of Westlock and/or any group that
is organized within the Town or County or if a regional team.
Non-Local Rates: Apply to groups, individuals outside of the County and Town of Westlock.
Recreation Assistance Program: a 25% or 50% reduction in the applicable recreation fee
based on verified income scale results, administered by Westlock & District FCSS.
School Rates: Apply to Schools within the Town of Westlock and County of Westlock.

Environmental Surcharge
a) Commercial, industrial and institutional utility accounts shall be charged TWO
DOLLARS ($2.00) per utility account per month.
b) Single-family utility accounts shall be charged TWO DOLLARS ($2.00) per dwelling
unit per month.
c)
Multi-residential and mobile home park utility accounts shall be charged TWO
DOLLARS ($2.00) per dwelling unit per month.
d) The surcharge provided for in this bylaw shall be levied in accordance with terms of
the Environmental Surcharge Bylaw 2015-12.
Infrastructure Surcharge
a) Commercial, industrial and institutional utility accounts shall be charged SIX
DOLLARS ($6.00) per utility account per month.
b) Single-family utility accounts shall be charged SIX DOLLARS ($6.00) per dwelling unit
per month.
c)
Multi-residential and mobile home park utility accounts shall be charged SIX
DOLLARS ($6.00) per dwelling unit per month.
d) The surcharge provided for in this bylaw shall be levied in accordance with terms of
the Infrastructure Replacement Surcharge Bylaw 06-94 and amended Infrastructure
Surcharge Bylaw 2000-02.
Westlock Regional Waste Management Commission
Reserve Fund Charge
a) Commercial, industrial and institutional utility accounts shall be charged SIX
DOLLARS AND SIXTY-SIX CENTS ($6.66) per utility account per month.
b) Single-family utility accounts shall be charged SIX DOLLARS AND SIXTY-SIX CENTS
($6.66) per dwelling unit per month.
c)
Multi-residential and mobile home park utility accounts shall be SIX DOLLARS AND
SIXTY-SIX CENTS ($6.66) per dwelling unit per month.
d) The surcharge provided for in this bylaw shall be levied in accordance with terms of
the Westlock Regional Waste Management Commission Fees Bylaw 01-18.
