A Bylaw to establish a Shared Reserve Fund for Bluewater Park, Bowen Bay
and King Edward Bay Local Area Services
WHEREAS Section 188(1) of the Community Charter permits a Council to establish a Reserve fund;
AND WHEREAS the Council of Bowen Island Municipality deems it expedient to provide for infrastructure renewal
and replacement and future improvements to the Bluewater Park, Bowen Bay and King Edward Bay Water
Systems;
NOW THEREFORE the Council of Bowen Island Municipality, in open meeting assembled, enacts as follows:
1. Citation
1.1
This bylaw may be cited for all purposes as "Bowen Island Municipality Shared Westside Water
System Reserve Fund Establishment Bylaw No.719, 2026".
2. Purpose
2.1
Monies in this reserve may be used solely for the maintenance, replacement, or acquisition of
infrastructure and equipment related to the treatment, storage, and conveyance of water within
the Bluewater Park, Bowen Bay, and King Edward Bay Local Service Areas; Expenditures in respect
of routine lifecycle maintenance and replacement of watermains and fire hydrants are ineligible,
and shall be funded directly by property owners within the applicable Local Service Area.
2.2
Contributions to this reserve shall be set out in the Municipality's annual financial plan Bylaw.
2.3
Amounts in this reserve shall be invested in accordance with the Municipality's Investment Policy,
and any income earned on investments shall be credited to the Reserve.
