Bylaw No. 716, 2026
A Bylaw to establish water rates for Westside Water Systems
WHEREAS, the Bowen Island Municipality deems it necessary to establish annual water user rates for the Westside
Water Systems,
NOW THEREFORE, the Council of Bowen Island Municipality, in open meeting, enacts as follows:
1 Citation
1.1
This bylaw may be cited for all purposes as "Bowen Island Municipality Westside Water Systems
User Rates Bylaw No. 716, 2026".
2 Definitions
"Bowen Bay Water System" shall mean any infrastructure for the collection, transmission, treatment, storage,
and distribution of water to and within the Bowen Bay Water Local Service Area.
"Bluewater Park Water System" shall mean any infrastructure for the collection, transmission, treatment,
storage and distribution of water to and within the Bluewater Park Local Service Area.
"King Edward Bay Water System" shall mean any infrastructure for the collection, transmission, treatment,
storage and distribution of water to and within the King Edward Bay Water Local Service Area.
"Tunstall Bay Water System" shall mean any infrastructure for the collection, transmission, treatment, storage
and distribution of water to and within the Tunstall Bay Water Local Service Area.
"Connected Property" shall mean any property within a defined Local Service Area that is connected to the Water
System.
"Unconnected Property" shall mean any property within a defined Local Service Area where no connection to
the Water System exists.
"Base Rates" Mean a minimum flat fee charged each billing period
"Metered Rates" Mean the fees charged for use of an Imperial Gallon of water.

3 Applicability
3.1
This bylaw applies to all properties situated within the boundaries of the following Local Service
Areas:
i.
Bowen Bay Water System
ii.
Bluewater Park Water System
iii.
King Edward Bay Water System
iv.
Tunstall Bay Water System
4 Rates
4.1
i) Base Rates - The following base rate charges are hereby levied on all properties effective
July 1, 2026:

4.2
Charges levied under this Bylaw shall be due and payable 30 days after the invoice date.
4.3
A $50.00 fee will be charged for each request made by the property owner or owner's agent to turn off
the water to the property, and
4.4
A $50.00 fee will be charged for each request made by the property owner or owner's agent to turn on
the water to the property, and

A $50 fee will be charged for each request made by the property owner or owner's agent to conduct an
interim meter reading for the purposes of apportioning utility charges upon the transfer of a property.
5 Previous Bylaw Repeal
5.1
Bowen Island Municipality Westside Water Rates Bylaw No. 682, 2025 and all its amendments are
hereby repealed.
READ A FIRST TIME this 13th day of April, 2026;
READ A SECOND TIME this 13th day of April, 2026;
READ A THIRD TIME this 13th day of April, 2026; and,
FINALLY ADOPTED this 27th day of April, 2026.
