HIGHWAY AND TRAFFIC BYLAW NO. 2605, 2025
WHEREAS, pursuant to the Motor Vehicle Act and the Community Charter, the Council of the City of Fort St.
John is authorized to regulate Traffic and the use of Highways;
NOW THEREFORE, the Council of the City of Fort St. John, in open meeting assembled, enacts as follows:
TITLE
This bylaw may be cited as "Highway and Traffic Bylaw No. 2605, 2025".
REPEAL
That City of Fort St. John Traffic By-Law No. 720, 1979, and all bylaws, amendments thereto, be
hereby repealed.

DEFINITIONS & INTERPRETATION
DEFINITIONS
1)
In this Bylaw, unless the context otherwise requires:
a)
"ACCESSIBLE PARKING PERMIT" means a parking permit issued to a Person with disabilities
under the Motor Vehicle Act.
b)
"ACCESSIBLE PARKING SPACE" means a parking space that is designated by a Traffic Control
Device as an Accessible Parking Space and may only be used by people with a valid Accessible
Parking Permit.
c)
"BOULEVARD" means that portion of a Highway between the curb or edge of a Sidewalk or
trail and the adjacent property boundary.
d)
"BYLAW OFFICER" means a Person or Persons employed from time to time by the City to
enforce the bylaws of the City and includes designated Bylaw Officers as set out in Schedule
"D" to this bylaw.
e)
"CHALKING" is a process where a Bylaw Officer marks the tire of a parked vehicle with a
chalk line, either manually or digitally, to track how long it has been parked in a particular
spot.
f)
"CHATTEL" means a moveable item of personal property other than a vehicle.
g)
"CITY" means the City of Fort St. John, or the lands lying within the corporate boundaries of
the City of Fort St. John, as the context may require.
h)
"COUNCIL" means the municipal Council of the of the City.
i)
"CROSSWALK" means any portion of the Highway at an Intersection or elsewhere distinctly
indicated for Pedestrian crossing by signs or by lines or other markings on the surface.
j)
"CYCLE" means a device having any number of wheels that is propelled by human power and
on which a Person may ride and includes a motor assisted Cycle (e-bike).
k)
"DRIVEWAY" means any portion of a Highway, Boulevard and parcel of land which is
improved for the purpose of providing vehicular access to an improved parcel of land.
l)
"HEAVY TRUCK" means a commercial vehicle that has a licensed gross vehicle weight of
more than 11,000 kilograms or comprises a tractor towing a trailer or semi-trailer.
m)
"HIGHWAY" has the meaning prescribed in the Transportation Act.

n)
"IMPOUND" means to seize a vehicle or Chattel and move it to storage or store it in place.
o)
"INTERSECTION" means the area created by the extension of the lateral lines of roadways
which join one another, whether such roadways at the junction cross each other or meet at
an angle without crossing each other.
p)
"LOADING ZONE" means the area or space on a roadway designated under this Bylaw for the
use of vehicles in the loading and unloading of materials or passengers.
q)
"OFF-ROAD VEHICLE" has the same meaning as in the Off-Road Vehicle Act.
r)
"OWNER" has the same meaning as in
1. the Community Charter in respect of real property, and
2. the Motor Vehicle Act in respect of a vehicle.
s)
"PARADE" or "PROCESSION" means:
1. a group of ten (10) or more Pedestrians standing, marching or walking upon any
Highway; or
2. a group of ten (10) or more vehicles, except a funeral Procession, standing or moving on
a Highway; and
3. excludes members or vehicles of His Majesty's Armed Forces.
t)
"PARK" has the meaning prescribed in the Motor Vehicle Act.
u)
"PEDESTRIAN" has the same meaning as in the Motor Vehicle Act.
v)
"PERSON" includes an individual Owner, occupier, corporation and the heirs, executors,
administrators or other legal representatives of a parcel.
w)
"PUBLIC PARK" means any Public Park, which is lawfully designated as or operated as such,
and any other area, which is under the custody, care and management of the City.
x)
"RECREATIONAL VEHICLE" or "RV" means a vehicle designed for carrying Persons or
property intended for recreation or temporary accommodation or both, and includes travel
trailers, tent trailers, motorhomes, campers, campervans, and Trailers carrying recreational
items such as boats, snowmobiles, and all-terrain vehicles, but does not include Cycles.
y)
"ROAD USE PERMIT" means a permit issued by the City under section 36.
z)
"SIDEWALK" means the area between the curb lines or lateral lines of a Highway and the
adjacent property lines that is improved for the use of Pedestrians.

aa)
"SPECIAL EVENT PERMIT" means a permit issued by the City under section 32.
bb)
"TRACK" means to allow, cause or permit any substance or material of any nature or kind
whatsoever, to become loose, detached, blow, drop, spill, or fall from any vehicle or tires
onto any Highway.
cc)
"TRAFFIC" means Pedestrians, ridden or herded animals, vehicles, and other conveyances,
either singly or together, while using a Highway for the purpose of travel.
dd)
"TRAFFIC CONTROL DEVICE" means a sign, signal, line, meter, marking, space, barrier or
device placed that regulates, guides or warns Traffic on a Highway.
ee)
"TRAFFIC CONTROL PERSON" means any Person who is a member of a class of Persons
designated or assigned, in accordance with the regulations or a bylaw or resolution of the
council of a municipality, to direct Traffic.
ff)
"TRAFFIC CONTROL SIGNAL" means any device, manually, electrically or mechanically
operated for the regulation of Traffic, and which successively temporarily prohibits and
permits Traffic movement by displaying different signal indications.
gg)
"TRAILER" has the same meaning as in the Motor Vehicle Act.
hh)
"TRUCK ROUTE" means that Highway, portion of a Highway, or series of connected
Highways, designated for the use of Heavy Trucks as shown on Schedule "C" attached to this
Bylaw.

INTERPRETATION
2)
All other words, terms and expressions in this bylaw shall be interpreted in accordance with their
definitions in the Motor Vehicle Act, the Transportation Act, the Commercial Transport Act, the
Community Charter, the Local Government Act, the Interpretation Act, the Off-Road Motor Vehicle
Act and any relevant City bylaws, unless the context otherwise requires.
REFERENCE
3)
A reference in this bylaw to any other enactment, including a bylaw of the City, is a reference to
that enactment as amended from time to time and any future enactment relating to the same
subject matter.
UNITS
4)
Metric units are used for all measurements in this bylaw.
HEADINGS
5)
Headings for each section of this bylaw are intended to organize the content and are to be used for
reference purposes only.
APPLICATION AND ADMINISTRATION
PURPOSE
6)
A bylaw for regulating and controlling the use of Highways within the limits of the City of Fort St.
John.
APPLICATION
7)
Except as otherwise provided, this bylaw applies to the entire area within the City's boundaries;
8)
The provisions of this bylaw prohibiting stopping or parking do not apply to:
a)
a vehicle owned, leased or used under contract by the Government of Canada, the
Province of British Columbia, or a public utility corporation while the vehicle is in use for
official purposes;
b)
the driver of an emergency vehicle while responding to an emergency call and sounding
an audible signal and showing a flashing red light, or at the scene of an emergency
showing a flashing red light;
c)
vehicles or other equipment owned or operated by the City and employees or Persons
employed by the City while lawfully engaged in Highway or public utility construction,
maintenance or repair work on a Highway;

d)
a tow vehicle while it is being used for the purpose of towing vehicles; or
e)
a police officer or a Bylaw Officer engaged in the performance of their duties;
9)
This bylaw does not apply to an arterial Highway as defined in the Transportation Act.
ADMINISTRATION
10)
The Director of Public Works and Utilities is responsible for administering this bylaw.
SEVERABILITY
11)
If any part, section, subsection, paragraph or clause of this bylaw is held to be invalid by a court
of competent jurisdiction, then that invalid portion shall be severed, and the remainder of this
bylaw shall be deemed to continue as valid and enforceable.
GENERAL HIGHWAY AND TRAFFIC REGULATIONS
EMERGENCY CONTROL
12)
At the site of an accident, an emergency or other police or fire service response, a police officer,
Bylaw Officer, the Fire Chief or a Traffic Control Person may do any or all of the following, as
considered necessary for public safety, effective response and the orderly management of
Traffic:
a)
direct and regulate Traffic, which may include the override of any Traffic Control Device;
b)
place any temporary Traffic Control Device on or near the Highway;
c)
remove and relocate or Impound any vehicle, Chattel or obstruction that interferes with
incident response; and
d)
designate a line or lines around the location of the incident that does not allow the public
to pass.
IMPOUNDMENT
13)
A Bylaw Officer, the Director of Public Safety, a police officer, the Fire Chief or emergency
medical services, may cause a vehicle or other Chattel, located on the Highway, City right-of-
way, City-owned parking lot, or other property owned by the City, to be removed and taken to a
suitable place and detained or stored, if the vehicle or Chattel is:
a)
parked in contravention of a Traffic Control Signal, Traffic Control Device, permit, order of
the Director of Public Safety, police officer, fire chief or emergency medical services or any
provision under this bylaw;

b)
parked in a position that interferes with or impedes the use of a Sidewalk or trail by
Pedestrians, or another part of the Highway by vehicles;
c)
interfering with any emergency response;
d)
interfering with snow removal or street sweeping operations carried out by or on behalf
of the City;
e)
presenting a hazard to public safety or preventing the normal flow of Traffic;
f)
appearing to be abandoned; or
g)
without valid insurance.
14)
The Owner of a vehicle or Chattel that is impounded may contact the City to confirm where the
vehicle or Chattel may be recovered.
15)
Written notice will be delivered to the Owner at the address showing on the records of the
Registrar of Motor Vehicles, advising of the location of its detention or impoundment, and
where applicable fees and charges may be paid.
16)
The Owner of a vehicle that has been impounded shall be liable to pay for any and all costs and
charges, as per Schedule "A" of this bylaw, for its removal, care and storage, which shall be the
actual cost incurred by the City for the vehicle's removal, care and storage, plus a 15%
administration fee, and shall pay such costs at the time the vehicle is claimed. If such costs
remain unpaid and the vehicle remains unclaimed after 30 days, the City may collect the amount
as a debt through the sale of the vehicle by auction, a collection agency or court proceeding. If a
surplus remains following the sale of the vehicle and the payment of amounts owing to the City,
then the City will hold the funds until claimed, and subject to the Unclaimed Property Act.
17)
A vehicle or Chattel, that, under this bylaw is impounded pursuant to this bylaw may be
disposed of at any time if:
a)
the Owner has not been identified after reasonable effort;
b)
the item is perishable;
c)
it has no apparent market value; or
d)
the custody of the Chattel involves unreasonable expense or inconvenience to the City.
18)
The vehicle or Chattel may be dealt with in accordance with procedures established in the
Warehouse Lien Act, the Unclaimed Property Act, under the Community Charter or under laws
governing private towing and warehousing service operators, as applicable.

TRAFFIC CONTROL DEVICES
19)
The Director of Public Works and Utilities is hereby authorized to order the placing and
installation of applicable Traffic Control Devices at such places designated to give effect to the
provisions of this bylaw and the Motor Vehicle Act.
20)
Such Traffic Control Devices shall include all signs contained in Motor Vehicle Act Regulations,
BC Reg 26/58.
21)
The Director of Public Works and Utilities may rescind, revoke, amend or vary any order made
provided such order does not require the doing of any act contrary or inconsistent with this
bylaw or Motor Vehicle Act.
22)
A Person must not obliterate, deface, damage, move, obstruct or otherwise interfere with any
Traffic Control Device placed or maintained within the City pursuant to this bylaw.
PARKING AND STOPPING REGULATIONS
GENERAL
23)
Except when necessary to avoid conflict with Traffic, or to comply with the directions of a police
officer or Traffic Control Device, or as specifically authorized by a permit issued by the City, a
Person must not stop or Park a vehicle as follows:
a)
in contravention of a Traffic Control Device that gives notice that stopping at the location
is prohibited or restricted;
b)
on or within 6 m of any Crosswalk;
c)
in front of a compliant public or private Driveway;
d)
within any Intersection;
e)
upon any Highway for the purpose of:
i. displaying any vehicle for sale;
ii. displaying any signs; or
iii. selling flowers, fruit, vegetables, seafood or another commodity;
f)
in such a manner as to obstruct the visibility of a Traffic Control Device;
g)
on a Sidewalk or trail;
h)
on a Boulevard;

i)
for longer than the time period specified on a Traffic Control Device;
j)
for longer than 24 hours, unless parking for a longer period is expressly permitted by a
Traffic Control Device;
k)
within 5 m of a fire hydrant measured from a point in the curb or edge of the Highway
that is closest to the fire hydrant;
l)
within 6 m on the approach to a flashing beacon, stop sign or Traffic Control Signal located
at the side of a Highway;
m)
on any road, except for 100th Avenue and 100th Street, on which snow has been deposited
along the centre line by the City's snow clearing operations so as to block Traffic or
impede Traffic;
n)
on any road for which snow clearing has been scheduled for that day pursuant to section
30 of this bylaw;
o)
on category 1 roads, except for 100th Street and 100th Avenue, pursuant to section 31 of
this bylaw;
p)
on 100th Street and 100th Avenue from 11 PM to 7 AM during snow removal operations;
q)
parked facing the wrong direction; or
r)
within 15 m of a railroad crossing.
TEMPORARY NO PARKING
24)
The Director of Public Works and Utilities, Fire Chief or Bylaw Officers may place or cause to be
placed temporary "no parking" signs or other applicable Traffic Control Devices on a Highway in
the following situations:
a)
along the route of any Parade;
b)
in the vicinity of a large gathering or during a special circumstance;
c)
to facilitate the fighting of fires;
d)
to facilitate the clearing of snow, cleaning, repairing, excavating, decorating or other work
upon a Highway being carried out by the City or any other utility; and
e)
in the interest of public safety.

LOADING ZONES
25)
A Person must not Park in a Loading Zone, unless the Person parks for the purpose of loading or
unloading passengers or materials as follows:
a)
for no more than 3 minutes to load or unload passengers; or
b)
for no more than 30 minutes to load or unload materials.
BUS STOP
26)
A Person must not stop or Park a vehicle in a bus stop.
ACCESSIBLE PARKING
27)
A Person must not stop or Park a vehicle in an Accessible Parking Space without displaying on
the vehicle a valid Accessible Parking Permit issued temporarily by the City or permanently by
the Social Planning and Research Council of B.C., pursuant to Division 38 of the Motor Vehicle
Act Regulations, B.C 26/58.
CONSTRUCTION EQUIPMENT
28)
A Person shall not Park, or allow to be parked, any construction equipment on City Highways
except equipment used for works authorized by the City or a Road Use Permit.
HEAVY TRUCKS
29)
A Heavy Truck may not Park on any Highway located within a zone under the City's Zoning Bylaw
No. 2470, 2019 in which exclusively residential uses are permitted.
WINTER PARKING AND TEMPORARY SNOW ROUTES
30)
From October 1 to April 30, parking on a road is prohibited under section 23(n) of this bylaw on
days that snow clearing has been scheduled, as established in the Snow and Ice Control
Administrative Procedure.
31)
From October 1 to April 30, parking is prohibited under section 23(o) of this bylaw, on category
1 roads, except for 100th Street and 100th Avenue, as per the categories established in the Snow
and Ice Control Administrative Procedure.

HIGHWAY USE REGULATIONS AND PERMITS
SPECIAL EVENT PERMIT
32)
Except as specifically authorized by a Special Event Permit or as specifically authorized by
Council, a Person must not advertise, operate or participate in a Parade, Procession, gathering
or special event that involves the use of, or has an impact on public property, facilities, Public
Parks, Sidewalks, streets, parking lots owned or controlled by the City.
33)
Without limiting the authority of Council to authorize an event on a Highway or in a public place,
the City may issue a Special Event Permit and may impose terms and conditions in relation to
that Special Event Permit, including the provision of security, in accordance with the applicable
City policy or policies issued by Council.
34)
A Person may apply to the City for a Special Event Permit and by paying any fee imposed by
bylaw of the City in relation to the application for or issue of the Special Event Permit.
35)
A recipient of a Special Event Permit must comply with the terms and conditions applicable to
the Special Event Permit.
ROAD USE PERMIT
36)
Except as specifically authorized by a Road Use Permit or as necessary to construct works
authorized by the City, a Person must not:
a)
excavate in or under a Highway, or break up, cause damage to, or remove any part of a
Highway;
b)
cause damage to, remove or plant trees or vegetation on a Highway;
c)
cause damage to, alter or remove any fence, Traffic Control Device, or other structure
placed on a Highway by the City;
d)
change the level of a Highway in any manner, or stop the flow of water through any drain,
sewer or culvert on or through a Highway;
e)
construct or maintain a ditch, sewer, drain or other utility on any portion of the Highway;
f)
obstruct or interfere with the flow of Traffic or Pedestrians, through the use of Persons,
signs, barricades or other obstruction, unless the Person is authorized to do so in an
emergency;
37)
Without limiting Council's authority, the Director of Development Services may issue a Road Use
Permit to allow for construction work within a Highway, and may add terms and conditions to
the Road Use Permit, including the provision of security, that the Director of Development
Services considers appropriate for minimizing the impact on Traffic, for minimizing the risk of
damage to City or private property or as the Director of Development Services otherwise deems
necessary to further the purposes of this bylaw.

38)
A Person may apply to the City for a Road Use Permit.
39)
A recipient of a Road Use Permit must comply with the terms and conditions applicable to the
Road Use Permit.
TRUCK ROUTES
40)
A Person must not operate a Heavy Truck on any Highway in the City other than on a Truck
Route as shown on Schedule "C" of this bylaw, unless the Heavy Truck is:
a)
an emergency vehicle;
b)
a bus;
c)
a vehicle owned or operated on behalf of a public utility company;
d)
travelling in accordance with a permit issued by the City;
e)
being used for the purpose of conducting driver training;
f)
proceeding to or from a location within the City that is:
i. a construction site;
ii. a collection or delivery point for goods or materials;
iii. the business premises of the Heavy Truck Owner or operator;
iv. a service station for fuelling, servicing or repairs; and
in any of these circumstances, by using the most direct route from the point of collection
or delivery, to or from the nearest Truck Route.
41)
If a Person driving a Heavy Truck has a subsequent delivery or service call to make in the same
area, the driver may proceed to their next destination, along Highways other than a Truck Route
and then, when finished, proceed by the most direct accessible route to the nearest Truck
Route.
42)
The use of a Truck Route may be further restricted on a temporary basis by written order of the
Director of Development Services if, in their opinion, it is necessary for safe passage or for the
protection of that road, or other roads or property, having regard to conditions such as road
capacity, visibility, damage, maintenance, repair or construction, obstructions, flooding, snow,
ice, or other compromised Traffic or safety conditions, in relation to the following:
a)
the gross weight of any vehicle or load;

b)
the weight on an axle, tire or wheel or the number of axles or wheels;
c)
the wheel base, width, length and height of vehicles;
d)
the width, length, height and distribution of loads;
e)
the speed at which vehicles may travel;
f)
the hours when vehicles may use a Truck Route; and
g)
an order or orders under this section will be effective when the Director of Development
Services has signed and dated the order or caused a notice or sign to be placed of a type
and at locations that the Director of Development Services considers relevant to Persons
subject to the restrictions.
43)
No Person shall operate a Heavy Truck in contravention of a restriction imposed under section
42 of this bylaw.
44)
The provisions of sections 40 - 43 of this bylaw will not relieve a Person in charge or control of a
Heavy Truck from compliance with other parking and Traffic regulations.
PROHIBITIONS
PROCESSIONS AND PARADES
45)
A Person must not march, drive or take part in a Procession or Parade in such a manner as to
interfere with Traffic, unless the Person obtains the appropriate Special Event Permit.
46)
A Person must not operate a vehicle between the Persons or vehicles comprising a funeral
Procession or a Parade, unless the vehicle is part of the funeral Procession or Parade.
ANIMALS
47)
Unless otherwise permitted by an applicable Traffic Control Device or permit, a Person must not
ride or herd any animals along any Sidewalks.
RECREATIONAL VEHICLE REGULATIONS
48)
A Person must not occupy any Recreational Vehicle, at any time, while it is parked on a Highway.
TRAILER REGULATIONS
49)
A Person must not Park, or permit to be parked, a Trailer on any Highway located within the City
unless the Trailer is connected to a towing vehicle. Both the towing vehicle and the Trailer must
have current insurance coverage and valid registration and be displaying current license plates.

OPERATION
50)
A Person must not operate a vehicle with wheels or tracks constructed with projecting spikes,
cleats, ribs, clamps, flanges, lugs or other attachments or projections that extend beyond the
tread or traction surface of the wheel, tread or track, unless the Person operates the vehicle
between October 1 and April 30 with:
a) tire chains of reasonable proportions for safety purposes; or
b) winter studded tires.
OBSTRUCTIONS
51)
A Person must not obstruct, cause a nuisance on, foul or damage any Highway, and without
limiting the generality of that prohibition, must not:
a)
cause, permit or allow an unauthorized obstruction on any part of a Highway;
b)
throw, or cause or allow to fall, place or deposit on a Sidewalk, Boulevard, or other part of
a Highway:
i.
garbage, rubbish, food peelings, gum, animal droppings or carcasses, or other
discarded or waste materials;
ii.
earth, rocks, gravel, cement, clay, dust or similar material; except between January 1
and May 31 for the purposes of removing gravel and sand that was deposited by the
City;
iii.
trees, branches, stumps, logs, leaves, lawn or garden clippings, agricultural waste or
other discarded vegetable matter; or
iv.
discarded or abandoned paper, plastic, glass, electronics, appliances or furniture,
except as authorized in writing by the Director of Public Works and Utilities.
c)
cause, permit, suffer or allow substances such as wastewater, fuels, oils, gas, or noxious
liquids, solids or effluvia to escape onto a Highway or into a gutter, ditch, or storm system
within, affixed or adjacent to or near any part of a Highway;
d)
leave a Cycle or scooter on a Highway or public place in a position obstructing the free
movement of Pedestrian or vehicle Traffic; or
e)
place or cause to be placed, any garbage or recycling container to interfere with the
ordinary passage of vehicles and Pedestrians.

INTERFERENCE
52)
A Person must not remove a notice or ticket affixed or placed on a vehicle by a Bylaw Officer,
unless the Person is the Owner or driver of the vehicle.
53)
A Person must not remove, or otherwise tamper with, a tire marking placed by a Bylaw Officer.
NON-INSURED VEHICLES AND TRAILERS
54)
A Person must not Park a motor vehicle or Trailer on a Highway without valid licensing and
insurance.
OFF-ROAD VEHICLES
55)
A Person must not operate a snowmobile, all-terrain vehicle or unlicensed motorcycle on any
Public Park, playground, Highway or other public property within the boundaries of the City.
TRACKING
56)
A Person must not drive or operate any vehicle of in such a manner as to Track upon a Highway.
57)
An Owner or occupier of a property must not allow a vehicle to enter the Highway from that
property, if the vehicle is likely to Track material from the property upon a Highway.
58)
Any Person who Tracks upon a Highway shall, in addition to the penalty, be liable to clean up or
remove the substance or material tracked upon the Highway, in default of which the City may
clean up or remove such substance or material at the expense of the Person tracking.
WASHING OR REPAIRS ON VEHICLES
59)
A Person must not:
a)
Park any vehicle on a Highway for the purpose of washing, cleaning or repairing, except
when repairs are necessitated by an emergency; or
b)
wash a vehicle so near a Highway as to result in depositing mud or creating slush or ice
upon a Sidewalk or Highway.
CHALKING
60)
A Bylaw Officer may use Chalking to determine whether a vehicle is parked in contravention of
this bylaw.

OFFENCES AND PENALTIES
61)
Any Person who contravenes, violates, or fails to comply with any provision of this bylaw, or
who suffers or permits any act or thing to be done in contravention or violation of this bylaw,
commits an offence and shall be liable, upon summary conviction, to the penalties imposed and
any other penalty or order imposed pursuant to the Community Charter.
62)
A Person found to have violated or to have failed to comply with a provision of this bylaw under
the Offence Act shall be liable to pay a fine to a maximum of $50,000.00.
63)
Any Person designated as a Bylaw Officer pursuant to the City of Fort St. John Bylaw Notice
Enforcement Bylaw No. 2428, 2018 or listed on Schedule "D" of this bylaw, is hereby authorized
and empowered to enforce the provisions of this bylaw by the provisions of the Bylaw Notice
Enforcement Bylaw No. 2428, 2018.
64)
The penalty for a contravention dealt with in accordance with the Bylaw Notice Enforcement
Bylaw No. 2428, 2018 shall be as follows:
a)
The penalty amount set out in column B3 in Schedule "B" is payable for the corresponding
contravention except when subsection b) or c), below, apply;
b)
The early payment penalty set out in column B4 in Schedule "B" is payable if payment is
received by the City within 14 days of the Person receiving or being presumed to have
received the bylaw notice;
c)
The late payment penalty set out in column B5 in Schedule "B" is payable if payment is
received more than 31 days after the Person received or is presumed to have received the
Bylaw notice.
d)
The penalty and corresponding contravention may be available for a Compliance
Agreement and 50 % penalty reduction with the City as set out in column B6 in Schedule
"B".
65)
Where an offence of this bylaw is a continuing offence, each day that the offence is continued
shall constitute a separate offence.
66)
Any penalty imposed pursuant to this bylaw shall be in addition to, and not a substitute for, any
other penalty or remedy imposed pursuant to any other applicable statute, law or legislation.

IMPOUNDMENT FEES AND CHARGES
The following fees, costs and expenses shall be paid by the owner of the obstruction or vehicle removed,
detained or impounded:
Removal of any vehicle up to and including 10,900 kg trucks to storage
$15.00
Removal of any vehicle larger than 10,900 kg including semi-trailer units
$25.00
Storage of any vehicle up to 10,900 kg truck size in contractor's compound per
calendar day, or any part thereof
$5.00
Removal of any abandoned or unlicensed vehicle or trailer up to 8 m in length to the
City vehicle pound or contractor's compound
$15.00
Extra Cost of dolly tow for any vehicle in items (i) or (v) above
$10.00
For any obstruction, the total cost of removal of the obstruction plus the cost of
disposing of the obstruction, plus a fee of
$5.00
Or such other fees as may be charged by a contractor of the City engaged
by the City to tow or store a vehicle.
