<!-- image --> ## THE CORPORATION OF THE CITY OF GREENWOOD DEVELOPMENT PERMIT AREA BEAUTIFICATION GRANT BYLAW NO. 1044, 2026 A BYLAW TO ESTABLISH A BEAUTIFICATION GRANT PROGRAM FOR THE CITY OF GREENWOOD DEVELOPMENT PERMIT AREA. WHEREAS Section 8(1) and 8(2) of the Community Charter authorize the City of Greenwood to regulate, prohibit, and impose requirements in relation to municipal services and the well-being of the community; AND WHEREAS Council has adopted the City of Greenwood Tourism Strategy - May 2026 Edition, which identifies beautification of the Development Permit Area as a priority action supporting tourism development, economic vitality, and community enhancement; AND WHEREAS Council wishes to establish a Beautification Grant Program to encourage private-sector investment in exterior improvements that enhance Greenwood's heritage character, improve the visitor experience, and support long-term revitalization of the Development Permit Area; NOW THEREFORE the Council of the City of Greenwood, in open meeting assembled, enacts as follows: ## 1. Title This Bylaw may be cited as the "Development Permit Area Beautification Grant Bylaw No. 1044, 2026." ## 2. Definitions In this Bylaw: - "Applicant" means a property owner, business tenant with written owner authorization, or non-profit organization located within the Development Permit Area. - "Beautification Grant" means financial assistance provided by the City under this Bylaw for eligible exterior improvements. - "Development Permit Area (DPA)" means the area designated in the City of Greenwood Official Community Plan for form, character, and revitalization purposes. - "Eligible Improvements" means exterior works that enhance building appearance, heritage character, accessibility, or the public realm, as defined in the associated Beautification Grant Policy. ## 3. Establishment of the Beautification Grant Program - 3.1 A Development Permit Area Beautification Grant Program is hereby established. - 3.2 The purpose of the Program is to: - a) encourage private-sector investment in the DPA; - b) enhance Greenwood's heritage character and visual appeal; - improve the visitor and resident experience; - d) support implementation of the Tourism Strategy Phase 2; - e) complement City-led beautification initiatives. - 3.3 The Program shall be administered in accordance with the Development Permit Area Beautification Grant Policy, as amended from time to time. ## 4. Annual Funding Allocation - 4.1 Council hereby authorizes an annual allocation of $10,000.00 for the Beautification Grant Program for a term of three (3) years, beginning in 2026. - 4.3 Unused funds may be carried forward or reallocated at Council's discretion. - 4.2 Funding is subject to annual approval through the City's Five-Year Financial Plan. ## 5. Grant Eligibility and Conditions - 5.1 To qualify for a Beautification Grant, an Applicant must: - a) be located within the Development Permit Area; - b) submit a complete application in the form prescribed by the City; - c) be in good standing with the City; - d) obtain all required permits prior to commencing work; - e) not begin the project prior to grant approval. - 5.2 Eligible improvements include, but are not limited to: - façade restoration or enhancement - heritage-style windows, doors, trim, or architectural features - signage and lighting upgrades - landscaping, planters, and public-realm enhancements - murals or public art - accessibility improvements - façade cleaning, brickwork repair, or graffiti removal - 5.3 Ineligible improvements include interior renovations, routine maintenance, roof replacement, new construction, temporary features, or any work required solely due to bylaw enforcement. - 5.4 Grants shall reimburse up to 50% of eligible project costs, to a maximum of $2,000.00 per property per year. - 5.5 Grants are issued after project completion, upon submission of paid invoices and a satisfactory inspection by City staff. ## 6. Administration - 6.1 City staff are authorized to: - a) receive and review applications; - b) determine eligibility; - C) issue grant agreements; - d) inspect completed works; - e) administer payments; - f) maintain program records; - g) report annually to Council on program outcomes. - 6.2 Council retains final authority to approve or deny grant applications. ## 7. Compliance - 7.1 All improvements funded under this Bylaw must comply with: - the City of Greenwood Official Community Plan; - Development Permit Area guidelines; - the BC Building Code; - all applicable bylaws and regulations. - 7.2 The City may withhold or recover grant funds if: - a) the project deviates from the approved plan; - b) the Applicant fails to complete the project; - c) false or misleading information was provided. ## 8. Severability If any section of this Bylaw is held invalid by a court of competent jurisdiction, the remainder shall remain in full force and effect. ## 9. Effective Date This Bylaw comes into force upon adoption.
