BYLAW NO. 44-14
A BYLAW TO AUTHORIZE THE CHARGING OF FEES FOR
VARIOUS MUNICIPAL SERVICES
The Municipal Council of the City of Kamloops, in open meeting assembled, enacts as
follows:
1.
This Bylaw may be cited as "Fees and Charges Bylaw No. 44-14, 2025".
2.
Any enactment referred to herein is a reference to a provincial or federal enactment,
as the case may be, as amended, revised, consolidated, or replaced from time to
time, and any bylaw referred to herein (as may be cited by short title or otherwise) is
a reference to a City of Kamloops bylaw as amended, revised, consolidated, or
replaced from time to time.
3.
Severability
If a portion of this Bylaw is held to be invalid by a Court of competent jurisdiction, the
invalid portion must be severed, and the remainder of this Bylaw is deemed to have
been adopted without the severed section, subsection, paragraph, subparagraph,
clause or phrase.

4.
Fees
(a)
A person who makes a request in relation to a matter set out in Schedule "A"
Administrative Fees, or in relation to which a matter in Schedule "A" applies,
must pay to the City the corresponding administrative fees set out in
Schedule "A" for that matter.
(b)
A person who makes a request in relation to a matter set out in Schedule "M"
RCMP Municipal Services Fees, or in relation to which a matter in Schedule
"M" applies, must pay to the City the corresponding RCMP municipal services
fees set out in Schedule "M" for that matter.

Building Regulation Fees
Every person making the following applications shall be subject to the fees set out in
Schedule "C": Building Permit, Building Move Permit, Demolition Permit, Fire Alarm Permit,
Temporary Building Permit, Plumbing Permit, Fire Suppression Permit, Crane Permit, Retaining
Wall Permit, Pool Permit, Fire Alarm Permit, Storage Racking Permit, Solid fuel Burning
Appliance Permit, and Solar Hot Water and Photovoltaic Solar Panel Permit.

In the event that a building is to be moved to a location within the boundaries of the City, the
fees payable shall be the fee required for the moving permit plus the fee for a Building Permit
based on the value of construction required to rehabilitate the said building in its new location,
as determined by the building inspector.
5.
Special Inspection
a)
For a special inspection, during normal working
hours, to establish the condition of a building with
an accepted permit application or issued Building
Permit, or where the original permit has expired
and to determine whether it complies with the
provisions of the original permit(s)

b)
For a required permit inspection, for Building
Regulation Bylaw No. 11-84 compliance, which
cannot be carried out during normal working hours
and where there is a request to carry out such
inspection outside of the hours during which the
offices of the City are normally open, the fee shall
be based on the time spent in conducting the
inspection, including travelling time in addition to
the required fees

not reached final completion within the time limit set out in
Building Regulation Bylaw No. 11-84 the fee for such

12.
Re-inspection Fee
Where any re-inspection carried out pursuant to Building
Regulation Bylaw No. 11-84 discloses faulty work and a
subsequent inspection is thereby made necessary:

13.
Double Permit Fee
Where work for which a permit is required Building
Regulation Bylaw No. 11-84, as been commenced prior to
issuance of a building permit:

14.
Permit Fee Refund
a)
No fee or part of a fee paid to the City may be refunded if construction of the
building has started
b)
Where no construction has commenced within six (6) months of Building
Permit issuance, should the permit holder apply in writing to cancel the permit
and present the original receipt, the building inspector may refund the permit
fee less the greater of $500.00 or 50% of such fee paid in respect to the
Building Permit
c)
A Building Permit or other permit fee is not refundable after the permit has
been extended under the provisions of Building Regulation Bylaw No. 11-84.
15.
Fee Reduction for Professional Supervision
Where a professional engineer or architect is retained by the Owner and an
undertaking is provided to coordinate the design and field reviews of the project, the
Building Permit fee will be reduced by 5% to a maximum reduction of $500.00 for any
one property to reflect the cost of the work that would otherwise be carried out by City
of Kamloops building inspection staff
16.
Fee Reduction for Permit application Reviews
If confirmation of review notice is not provided within the timeframes outlined in
Building Regulation Bylaw No. 11-84, the building permit fee will be reduced by 5% to
a maximum reduction of $500.00 for any one property

17.
Application and Permit Fee Exemption
All City projects shall be exempt from the applicable permit application fee, permit fees
and any other fees set out in this Schedule.
18.
Partial Occupancy Fee
Where an Owner / Agent, contractor, professional engineer, or architect requests a
partial occupancy inspection or where a partial occupancy may be granted by the
building official, a fee of $500.00 shall be paid prior to the partial occupancy being
granted. In addition to the prescribed fee within this Schedule, security as prescribed
below shall also be provided.
19.
Security in the form of cash or an irrevocable letter of
credit must be provided for:

Secondary Business Licence Fee may be payable by a
business licence holder, in addition to a Primary
Business Licence Fee, if more than one business
licence is necessary in respect of more than one
category of business that is operated by the same
owner at the same civic address.
(b)
If a Secondary Business Licence Fee is determined by
the Business Licence Inspector to be payable by a
business licence holder, the Secondary Business
Licence Fee shall be calculated as follows:

Sanitary Sewer Fees
Commercial Wastewater Metered Rates
The commercial wastewater metered rate consists of two components: the commercial fixed
charge and the commercial variable consumption charge. The commercial fixed charge covers
the cost of the infrastructure to provide wastewater collection and treatment and is determined
based on the size of the water service to a property. The commercial variable consumption
charge covers the cost of wastewater collection and treatment and is determined as a
percentage of the water consumed at a property. These charges are outlined in Tables 1 and 2
below.

Commercial Liquid Waste Disposal and Wastewater Disposal Rates

For liquid waste disposal at the Mission Flats liquid waste disposal site (310 Mission
Flats Road), a tipping fee of $58.00 per cubic metre will apply.

For liquid waste disposal at the Kamloops Sewage Treatment Centre disposal site, a
tipping fee of $60.00 per cubic metre to be billed based on the full capacity of the vehicle
hauling the wastewater will apply.
-
For access to the Kamloops Sewage Treatment Centre for disposal of commercial liquid
waste outside of normal operating hours (as determined by the City of Kamloops from
time to time), a fee of $231.80 per load in addition to the regular (per cubic metre) tipping
fee will apply.

Waterworks Fees
Residential Metered Water Rate
The residential metered water rate consists of three components: the fixed capital charge, the
fixed consumption charge and the variable consumption charge. The fixed capital charge covers
the cost of the infrastructure to provide water and is determined based on the size of the service
to a property. The fixed consumption charge provides an allotment of water at a fixed price. The
amount of water allotted is doubled in the quarter from April 1 to June 30 and the quarter from
July 1 to September 30. The variable consumption charge covers the cost of any water used in
excess of the allotment of water provided by the base consumption charge. These charges are
outlined in Tables 1, 2, and 3 below.

Should quarterly meter readings not be able to be collected on the first day of the quarter
through no fault of the owner of a property, the allotment of water included in the fixed
consumption charge will be increased for that period. The increase in the water allotment for
that quarter will not impact the water allotment for any subsequent quarter. The daily allotment
for each quarter will be determined by dividing the allotment for each quarter by the number of
days in the quarter.

Residential Flat-Water Rate
The residential flat-water rate will only be valid for customers until the Utility and Environmental
Services Manager has deemed that installations of water meters have proceeded to the point
that the neighbourhood where the property is situated should be changed over to the metered
rate. The residential flat-water rate consists of three components: the fixed capital charge, the
user charge and the irrigation charge. The fixed capital charge covers the cost of the
infrastructure to provide water and is determined based on the size of the service to a property.
The user charge provides an allotment of water at a fixed price based on the use of the
property. The irrigation charge covers the cost of the water used in irrigation. These charges are
outlined in Tables 4, 5, and 6 below.
