BYLAW NO. 1515
Consolidated for convenience only to include Bylaw No. 1515.1, 1515.2, 1515.3, 1515.5,
1515.6 and 1515.7.
A BYLAW TO ESTABLISH VARIOUS FEES AND CHARGES FOR THE
CITY OF PARKSVILLE
WHEREAS it is deemed necessary to establish fees and charges to defray the costs of providing various
City services and information;
NOW THEREFORE the Council of the City of Parksville in open meeting assembled enacts as follows:
1.
Fees and charges for the provision of information and services shall be as set out in Schedules
"A" through "I" inclusive attached to and forming part of this bylaw.
2.
All fees and charges are subject to applicable taxes.
3.
This bylaw may be cited for all purposes as "Fees and Charges Bylaw, 2015, No. 1515"
4.
"City of Parksville Fees and Charges Bylaw, 2007, No. 1421" and all amendments thereto are
hereby repealed.
CONSEQUENTIAL AMENDMENTS
1.
Section 3 of "City of Parksville Fire and Security Alarm Systems Regulation bylaw, 1993,
No. 1165" is amended as follows:

User fees for every occurrence of an excessive false alarm to which the fire department
or police respond are set out in Schedule "F" of "Fees and Charges Bylaw 2015, No. 1515"
and all amendments thereto.
Section 6 of "City of Parksville Fire and Security Alarm Systems Regulation Bylaw 1993, No. 1165"
is hereby repealed.
2.
Section 3.10 of "City of Parksville Freedom of Information Bylaw, 1994, No. 1205" is amended
as follows:
3.10 The power to require an applicant making a request to pay to the City the fees set out
in Schedule "A" of "Fees and Charges Bylaw 2015, No. 1515".
Section 4 of "City of Parksville Freedom of Information Bylaw, 1994 No. 1205" is amended as
follows:

The categories of records that are in the custody or under the control of the public body
and that are available to the public, on demand, without a request for access under the
Act are set out in Schedule "A" of this bylaw.

Sections 8, 15 and 16 of "City of Parksville Dog Licence and Pound Bylaw, 1997, No. 1284" is
hereby repealed.
"City of Parksville Dog Licence and Pound Amendment Bylaw, 2008, No. 1284.1" is hereby
repealed.
"City of Parksville Dog Licence and Pound Amendment Bylaw, 2011, No. 1284.3" is hereby
repealed.
4.
Schedule "A" PERMIT FEES AND INSPECTION CHARGES as set out in "Building Bylaw, 2003,
No. 1387" is hereby repealed.
Schedules "B" through E as set out in "Building Bylaw, 2003, No. 1387" are hereby renamed
sequentially as Schedules "A" through "D".

Section 5 "FEES" of "Development Application Procedures and Fees Bylaw, 2007, No. 1422" is
hereby repealed.
Schedule "A" APPLICATION FEES of "Development Application Procedures and Fees Bylaw, 2007,
No. 1422" is hereby repealed.
Schedule "B" DEVELOPMENT NOTICE SIGN REQUIREMENTS of "Development Application
Procedures and Fees Bylaw, 2007, No. 1422" is hereby renamed as: Schedule "A" DEVELOPMENT
NOTICE SIGN REQUIREMENTS.

"Development Application Procedures and Fees Amendment Bylaw, 2007, No. 1422.1" is hereby
repealed.
7.
Section 4 (2) FIREWORKS EVENTS PERMITS of "Fireworks Regulation Bylaw, 2007, No. 1427" is
hereby amended as follows:

Every application for a fireworks event permit must be accompanied by the permit
application fee established in Schedule "F" of "Fees and Charges Bylaw 2015, No. 1515"
Schedule "G" - FEE SCHEDULE of "Fireworks Regulation Bylaw, 2007, No. 1427" is hereby
repealed.

Section 4(3)(a) of "Tree Management Bylaw, 2012, No. 1484" is hereby repealed and
replaced as follows:

Sections 13.1 and 13.3 (subsequently renumbered) of "Traffic Bylaw, 2009, No. 1436" were
amended to read as follows:

13.1
The Director may issue a permit to do those things otherwise prohibited by Section 10, of this
bylaw, subject to payment of an application fee as set out in "Fees and Charges Bylaw, 2015,
No. 1515" or its successor bylaw and subject to such other conditions contained in this section
as are applicable.
13.3
Where a deposit has been made in accordance with this bylaw, upon satisfactory compliance
with the permit within the time specified, the deposit will be refunded to the applicant, less,
where applicable, an inspection fee as set out in "Fees and Charges Bylaw, 2015, No. 1515" or
its successor bylaw, or the actual cost of administration and inspection, whichever is the
greater.
EFFECTIVE DATE
This bylaw shall take effect upon its adoption.
SEVERABILITY
If a portion of this bylaw is found invalid by a court of law it shall be severed and the remainder of the
bylaw will remain in effect.

4d) and 4e) to "dangerous or aggressive dog"; as well as changed the bylaw referenced at end of
Schedule "C" from "Dog Licence and Pound Bylaw, 1997, No. 1284" to the current "Animal Control
Bylaw, 2016, No. 1524".
Bylaw 1515.6 adopted July 21, 2025 added the bylaw heading "Traffic Bylaw, 2009, No 1436" and

apply for, take out and hold an annual licence but are exempt from the licence fee.
