203808v1 CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW Bylaw No. 3039, 2026 and amendments thereto CONSOLIDATED VERSION FOR CONVENIENCE ONLY This is a consolidation of the bylaws listed below. The amending bylaws have been consolidated with the original bylaws for convenience only. Certified copies of the original bylaws should be consulted for all interpretations and applications of the bylaws on this subject. BYLAW NO. ADOPTED AMENDED SECTION(S) 3039, 2026 March 31, 2026 Original (including Schedule A from Bylaw No. 2643, 2014) Pursuant to Section 6.1.2 of this bylaw (Business Licensing and Regulation Bylaw No. 3039, 2026, adopted on March 31, 2026), the licence fees previously established by Schedule "A" of Bylaw No. 2643, 2014 are hereby continued and deemed to be fees established under this bylaw until December 31, 2026. Effective January 1, 2027, the licence fees set out in Schedule "A" of this bylaw apply. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 2 | Page DM 203808v1 A Bylaw respecting the granting of licenses and regulating of businesses within the City of Pitt Meadows. WHEREAS Council may, pursuant to the provisions contained in the Community Charter, regulate in relation to business; AND WHEREAS Council may, in regulating under the Community Charter, provide for a system of licences, permits or approvals; AND WHEREAS Council may, pursuant to the Community Charter, delegate its powers, duties and functions to an officer or employee of the City, which may include the authority to suspend a business licence; AND WHEREAS Council considers it in the public interest to regulate and licence businesses within the City; AND WHEREAS Council has given notice of its intention to adopt this bylaw by placing advertisements in the local newspaper, and has provided an opportunity for persons who consider they are affected to make representations to Council; NOW THEREFORE, the Council of the City of Pitt Meadows enacts as follows: PART 1 - CITATION 1.1 This Bylaw may be cited as the "Business Licensing and Regulation Bylaw No. 3039, 2026". PART 2 - INTERPRETATION & REFERENCES 2.1 In this bylaw the following words, terms, and phrases, wherever they occur in this bylaw, have the following meanings assigned to them: ALR means Agricultural Land Reserve. Amusement Arcade means the use of a building or portion of a building for the operation of amusement machines, for which a coin or token must be inserted, or an entry fee or membership fee is charged. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 3 | Page DM 203808v1 Assisted Living Residence means an assisted living residence as defined in the Community Care and Assisted Living Act. Bed and Breakfast means a bed and breakfast as defined in the Zoning Bylaw. Business means the carrying on of a commercial or industrial undertaking of any kind or nature or the providing of professional, personal, or other services. Buy includes purchase, barter, deal in, take in exchange, take in part payment, or receive on consignment. Carnival means an itinerant exhibition, show or production temporarily located in the City, which offers to the public amusement rides, circus performances, games of skill or chance, or other similar entertainment. Cannabis means cannabis as defined in the Cannabis Act (Canada). Cannabis Retail means a retail business licensed under the Cannabis Control and Licensing Act, selling cannabis or cannabis accessories for offsite consumption. City means the lands within the municipal boundaries of the City of Pitt Meadows, or the Corporation of the City of Pitt Meadows, as the context requires. Community Care Facility means a community care facility as defined in the Community Care and Assisted Living Act. Contractor means any person who, for a fee, undertakes construction or building work, but does not include a land developer or a person licensed under another category of this bylaw. Council means the municipal council of the City. Child Care means the provision of care programs of children licenced for this use in accordance with the Community Care and Assisted Living Act, and includes group child care, preschool, family child care, occasional child care, in-home multi-age child care, multi-age child care, school age care and recreational care as defined under the Child Care Licensing Regulation. Dog means any dog of the canine species. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 4 | Page DM 203808v1 Dog Daycare means premises for the provision of services to dogs such as canine daycare for all or part of a day, obedience classes, training, grooming, and behaviour counselling, but not overnight boarding of dogs. Drug Paraphernalia means any product, equipment, thing or material of any kind used or designed to be used to produce, process, package, repackage, store, contain, smoke, inhale, inject, ingest or otherwise introduce into the human body cannabis or a controlled substance as defined in Schedules I, II, and III of the Controlled Drugs and Substances Act, other than a controlled substance permitted under that Act. Farmers Market means the carrying on of a business that organizes a group of vendors to gather in a temporary, open-air market located outdoors for the purpose of selling to the public. Food Primary Licence means a liquor licence for restaurants, bistros, cafes and other establishments where the primary focus is the service of food. Home-Based Business means a home-based business as defined in the Zoning Bylaw. Hosting for an Event in the ALR means a gathering of people on a farm for the purpose of attending: (a) a wedding, unless (c) applies, (b) a music festival, or (c) an event, other than (i) an event held for the purpose of agri-tourism, or (ii) a celebration, by residents of the farm and those persons whom they invite, of a family event for which no fee or other charge is payable in connection with the event by invitees. Licence means a business licence required and issued pursuant to this bylaw. Licensee means a person to whom a current licence has been issued under this bylaw. Licence Inspector means a person appointed from time to time by the City as a Licence Inspector for the City, or their designate. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 5 | Page DM 203808v1 Licensed Establishments means any establishment licensed under the provisions of the Liquor Control and Licensing Act. Liquor Primary Licence means a liquor licence for establishments offering liquor as their primary focus. Manufacturing means carrying on the business of assembling, fabricating, processing, altering or finishing any goods. Medical Health Officer means a medical health officer designated under of the Public Health Act. Minor means a person who is under 19 years of age. Mobile Food Truck means a self-contained vehicle used to prepare and sell food to the public. Mobile Ice Cream Vendor means a person who sells or offers to sell frozen novelty products such as ice cream bars, popsicles, or yogurt bars from a cart or vehicle located on a public highway. Nightlife Venue means a venue licensed under the provisions of the Liquor Control and Licensing Act such as a nightclub, bar or pub which provides entertainment and dancing. Non-Profit Society means a registered charitable society that is: (a) incorporated and in good standing under the Societies Act; and (b) registered as such under the Income Tax Act (Canada) and qualified to issue tax receipts to its donors. Personal Services means a business that is associated with the grooming or health of persons, or the maintenance or repair of personal wardrobe articles and accessories. Personal Grooming Services means provision of personal care to a person including but not limited to cosmetic or aesthetic services such as hair cutting and styling, tanning, skin treatments, nail services, body painting, esthetics, eyebrow and eyelash services, manicures and pedicures. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 6 | Page DM 203808v1 Premises includes but is not limited to stores, offices, warehouses, factory buildings, houses, enclosures and yards. Professional includes persons engaged in the professional business of offering any of the following services in accordance with a federal or provincial licence or standard including but not limited to: accountant, agrologist, architect, chiropractor, dentist, ecologist, engineer, financial consultant, forester, land surveyor, lawyer, naturopathic physician, notary public, optometrist, orthodontist, osteopath, pharmacist, physician, physiotherapist, podiatrist, psychiatrist, psychologist, radiologist, registered psychiatric nurse, surgeon and undertaker. Property Manager means a person or a business that rents or leases or offers for rent or lease a dwelling unit or dwelling units to other persons or businesses. Restaurant means an establishment where food and beverages are sold to the public and where provision is made for consumption on or off the premises. Retail Business means a business selling goods to an end user, in contrast to a sale for further sale or processing, and includes accessory manufacturing or assembly of the goods for sale. Second Hand Articles means any used goods offered for sale including but not limited to the following: (a) used clothing, furniture, costume, jewellery, footwear, and house ware items such as dishes, pots, pans, cooking utensils and cutlery; and (b) used books, paper, magazines, vinyl records and long play records. Second Hand Dealer means a person carrying on the business of buying, selling, procuring or offering for sale second hand articles and includes the following person, stores, or transaction: (a) a person who is licenced by the Province of British Columbia to deal in used motor vehicles; (b) a person who deals only in antiques; (c) a person who only purchases, sells or collects recyclable materials for the sole purpose of recycling. Recyclable materials include bottles, cans, plastics, glass, cardboard, paper or other recyclable CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 7 | Page DM 203808v1 materials but does not include scrap metal that is not part of a can or food container; (d) a thrift store or charity store which receives second hand articles by donation; (e) transactions involving second hand articles purchased at a consignment store where the seller's name and address is recorded in the records of the consignment store; and (f) transactions involving an exchange or trade of second hand articles for another second hand article where no money is given by the dealer to the person from whom the second hand article was received. Temporary Vendor means thirty (30) consecutive days in a twelve (12) month period. Tobacco means tobacco as defined as in the Tobacco and Vapour Products Control Act. Unit means any structure or building that is zoned and/or used for residential, industrial or commercial purposes. Vapour Product means vapour product as defined in the Tobacco and Vapour Products Control Act. Warehousing means premises used for keeping or storing goods, to which the general public does not have access, and which may include facilities for distribution of commercial or industrial goods. Zoning Bylaw means the City of Pitt Meadows Zoning Bylaw No. 2505, 2011. 2.2 A reference to any statute, regulation, bylaw or other enactment refers to that enactment as it may be amended or replaced from time to time. PART 3 - GENERAL LICENCE REQUIREMENTS 3.1 Licence Requirements 3.1.1 Except as otherwise provided in this bylaw: CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 8 | Page DM 203808v1 (a) a person must not carry on, maintain, own or operate a business in the City without a valid licence; and (b) a person must not allow anyone else to carry on, maintain, own or operate a business in the City without a valid licence. 3.1.2 A residential property manager that rents or leases or offers to rent or lease not more than one unit in the City is not required to obtain a business licence. 3.1.3 Every person who operates a business from more than one premise in the City must apply for and maintain a separate licence in the respect of each premise. 3.1.4 Every person who operates more than one business at one premise must apply for and maintain a separate licence in respect of each business. 3.1.5 Any person operating or carrying on a business that is regulated, controlled, permitted, or licensed by any other bylaw or provincial or federal enactment must obtain the necessary approvals from the appropriate authority prior to applying for a licence. 3.1.6 A licence is not to be deemed to be a representation by the City to the Licensee that the business or proposed business complies with any or all applicable bylaws or other enactments. 3.2 New Licence Application 3.2.1 An applicant must submit all applications for a new licence pursuant to this bylaw, and the application must: (a) be made in the form provided by the Licence Inspector for that purpose; (b) be signed by the owner or operator of the business or an agent authorized in writing by the owner or operator; and (c) contain a true and accurate description of the following: (i) the nature of the business; (ii) the premises, including the civic address, from which the business is to be conducted; and CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 9 | Page DM 203808v1 (iii) any other information the Licence Inspector may require with respect to the operation of the business and its location. 3.2.2 The Licence Inspector may review the application to verify compliance with this bylaw and other applicable bylaws, covenants, enactments, agreements or regulations. 3.2.3 The Licence Inspector may refuse an application that does not comply with this bylaw or other applicable bylaws, covenants, enactments, agreements or regulations. 3.2.4 The Licence Inspector may inspect any premises on or in which the applicant proposes to carry on business, and any vehicles used in connection with the business, before granting a licence for those premises or vehicles. 3.3 Licence Fees 3.3.1 Except where the initial fee in Schedule "A" is $50.00 or less, every applicant must, at the time of making the application, pay to the City an administrative fee of $50.00. When the application is approved, this fee will become part of the licence fee set out for this business in Schedule "A". 3.3.2 The City will not issue a licence until the full payment of the fee in Schedule "A" is made. 3.3.3 The City will not reduce or refund an annual licence fee paid pursuant to this bylaw due to any Licensee ceasing to own or operate the business for which the licence was issued. 3.4 Variable Licence Fees 3.4.1 Where the licence fee for a business is based on the floor area, equipment, rental units, or other relevant criteria, an applicant who changes the factors upon which the licence fee is based must immediately notify the Licence Inspector in writing, and pay any additional fee which may be payable under Schedule "A" as a result of the change. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 10 | Page DM 203808v1 3.5 Licence Period 3.5.1 The City will issue licences for a period no greater than one calendar year which commence on the 1st day of January and expire on the 31st day of December of each year, unless otherwise indicated on the licence. 3.6 Licence Renewal 3.6.1 Every Licensee must renew their licence prior to the beginning of each licensing period as long as the business for which the licence was issued is operating or being carried on within the City, and must pay the renewal fee set out for the business in Schedule "A" to this bylaw. 3.6.2 The City will apply a late payment in the amount of 25% of the applicable licence fees to a maximum of $50.00 for the renewal of all business licenses paid on or after March 1st of the year. 3.7 Licence Changes 3.7.1 A Licensee must notify the Licence Inspector in writing within forty-eight (48) hours of the termination of operation of the business. 3.7.2 A Licensee must not make a change to a business, including but not limited to a change: (a) in location of the business premises; (b) in the business name; (c) to any term or condition on which the licence was issued; or (d) that would increase the licence fee prescribed for the business in Schedule "A", without first applying to the Licence Inspector to have the licence changed. 3.7.3 The Licence Inspector must apply the powers, conditions, requirements and procedures relating to the granting or refusal of a licence to all applications for a licence change or renewal. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 11 | Page DM 203808v1 3.7.4 A person applying for a licence change must, at the time of making the application, pay to the City the amount by which the new licence fee under Schedule "A" will increase, if applicable. 3.7.5 A person applying for a name change for a licence issued to a corporation must, at the time of application, supply a true copy of the name change certificate issued by the Corporate Registry (Victoria). 3.8 Licence Posting 3.8.1 Every Licensee must post the licence in a conspicuous place on the premises or on the thing or article in respect of which the licence is issued and, in the case where the licence holder has no business premises in the City, such licence must be carried upon the person at all times when engaged in the business for which the licence was issued. 3.9 Licence Inspector's Powers and Duties 3.9.1 On receipt of an application and before issuing any licence or authorizing a change with respect to an existing licence, a Licence Inspector may: (a) at a reasonable time and in a reasonable manner, inspect the premises for which the licence or the change to an existing licence is sought; and (b) require the applicant to provide proof of any certification, approval, or qualification which may be required by a federal, provincial or municipal authority with respect to the business. 3.10 Refusal of Licence 3.10.1 The Licence Inspector may refuse an application in any specific case, provided that: (a) the application will not be unreasonably refused; and (b) the Licence Inspector will give written reasons for the refusal. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 12 | Page DM 203808v1 3.10.2 If the Licence Inspector refuses to grant a licence, the applicant who is subject to the decision is entitled to have Council reconsider the matter, in accordance with sections 3.12.3 and 3.12.4 of this bylaw. 3.11 Terms and Conditions of a Licence 3.11.1 Council or the Licence Inspector may impose terms and conditions with respect to a licence granted under this bylaw, including that the Licensee: (a) comply with a particular provision of a municipal bylaw or any other provincial or federal enactment within a specified period of time; and (b) provide to the Licence Inspector within a specified period of time evidence satisfactory to the Licence Inspector of compliance with a particular provision of a municipal bylaw or other provincial or federal enactment with respect to the business. 3.12 Suspension and Cancellation of a Licence 3.12.1 A licence may be suspended or cancelled by the Licence Inspector for reasonable cause. 3.12.2 Without limiting what constitutes reasonable cause, any one or more of the following circumstances may constitute reasonable cause: (a) the Licensee fails to comply with this bylaw or a term or condition of the licence; (b) the Licensee is convicted of an indictable offence in Canada which, in the opinion of Council or the Licence Inspector, directly relates to the business; (c) the Licensee is convicted of an offence under any municipal bylaw or provincial or federal enactment in respect of the business for which the Licensee is licensed or with respect to the premises for which the licence was issued; (d) the Licensee has ceased to meet the lawful requirements to carry on the business for which the Licensee is licensed or with respect to the premises for which the licence was issued. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 13 | Page DM 203808v1 3.12.3 An applicant or licence holder who wishes Council to reconsider a Licence Inspector's decision to refuse, suspend or cancel a licence must, within ten (10) days of the date of the refusal, suspension or cancellation, deliver to the Licence Inspector a written request stating the grounds upon which the request is based. 3.12.4 The Licence Inspector must refer to Council a request made under Section 3.12.3 and notify the applicant or licence holder of the time and place at which Council will reconsider the Licence Inspector's decision. PART 4 - SPECIFIC REGULATIONS 4.1 Amusement Arcade and Billiard Halls 4.1.1 An owner or operator of an amusement arcade and billiard hall must: (a) not permit any patron to be at the premises between the hours of 12:00am and 7:00am; (b) not cover any window in a manner that would prevent a clear view of the interior of the premises from the exterior of the premises; and (c) ensure that the owner or at least one employee of the business is present at the premises at all times that the premises are open to the public. 4.2 Bed and Breakfast 4.2.1 Every owner or operator of a bed and breakfast must: (a) supply the Licence Inspector with the number of bedrooms intended for the operation and the daily rate of charge; (b) keep the records of all patrons, including dates of arrival and departure; and (c) post the daily rate of charge at an easily visible location in the premises. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 14 | Page DM 203808v1 4.3 Dog Daycare 4.3.1 The owner or operator of a dog daycare facility: (a) must not care for more than twenty (20) dogs at any time; (b) may only operate between the hours of 7:00am and 7:00pm; and (c) must not discharge or emit odorous, noxious or toxic matter or vapours, heat, glare, noise or radiation, or recurrently generated ground vibrations. 4.4 Farmers Market 4.4.1 Every Farmers Market licence applicant must: (a) provide evidence of permission by the owner to use the land for the purpose of a farmers market if the operation is on land other than land owned by the applicant; (b) permit only the display and sale of any of the following: (i) fruit, vegetables, nuts honey, syrups, dairy products, eggs, poultry, meat, flowers, herbs, and any products derived there from, that are produced in the Province of British Columbia and prepared for market in accordance with applicable laws; (ii) artwork or handcrafted items that are designed, created, produced and assembled in the Province of British Columbia; (iii) baked or hand made foods produced in British Columbia; and (iv) packaged liquor as authorized by the Liquor and Cannabis Regulation Branch (LCRB); (c) provide evidence that all vendors intending to sell food products have been granted Fraser Health Authority Approval for that purpose before allowing the sale of any goods mentioned in paragraph (b); and (d) satisfy the Licence Inspector that the farmers market will not create a traffic hazard or result in obstruction or other nuisance on municipal streets, sidewalks, or access routes. 4.4.2 Despite 3.1.1 of this bylaw, a vendor who is permitted by a person holding a current and valid licence for a farmers market to display or sell CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 15 | Page DM 203808v1 goods at that farmers market is not required to obtain a separate licence for that purpose. 4.4.3 A person holding a licence for a farmers market must: (a) ensure that public health permits are displayed at any space where food products are sold; (b) comply, and ensure compliance among vendors with any conditions, restrictions or requirements of the Medical Health Officer or, the Fire Chief; and (c) ensure that the market area is operated and maintained in a safe, orderly, clean and sanitary condition, and that the area is left in such condition after the market closes. 4.5 Insurance 4.5.1 The City will not issue a licence for the operation of a spectator or sports function, or any public entertainment, including without limitation any exhibition, circus, carnival, automobile or motorcycle races, car rallies, public animal rides, or other similar function or the operation of a Ferris wheel, merry-go-round or other similar device until: (a) the applicant has deposited proof in a form and amount satisfactory to the City that the applicant has comprehensive general liability insurance, which includes a cross-liability clause and specifies the City as an additional insured; and (b) the applicant has supplied to the City a copy of the current certification from Technical Safety BC showing all rides have been inspected and are approved for use. 4.6 Licensed Establishments 4.6.1 A person operating a business licenced under the Liquor Control and Licensing Act of British Columbia is required to: (a) regulate patron behaviour both inside and outside a licensed establishment, including with respect to: (i) orderly entrance and disbursal; (ii) noise; (iii) vandalism; CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 16 | Page DM 203808v1 (iv) unlawful activities; and (v) nuisance behaviour; (b) maintain the condition of the licensed establishment and nearby surrounding area, including but not limited to: (i) exterior condition and appearance; and (ii) inspection and clean up of litter; (c) display educational information regarding the responsible consumption of liquor; (d) not sell or serve liquor between the hours of 2:00am and 9:00am on any Tuesday, Wednesday, Thursday, Friday, Saturday, or Sunday; and (e) not sell or serve liquor between the hours of 1:00am and 9:00am on any Monday, except on New Years Day, when they must not sell or serve liquor between the hours of 2:00am and 9:00am. 4.6.2 The operator of a nightlife venue must comply with the following regulations: (a) the seating capacity of the establishment must not exceed 350 seats; (b) the dance floor comprising at least 20 percent of the gross floor area of the nightlife premises, must be provided for patrons of the business; (c) live or recorded musical entertainment must be provided at all times that the nightlife premises are open for business; (d) no entertainment facilities other than a dance floor and live or recorded music, pool tables, shuffleboard tables and dartboards will be provided in the establishment, and no other entertainment activities will be permitted by the operator; (e) not sell or serve liquor between the hours of 2:00am and 9:00am on any Tuesday, Wednesday, Thursday, Friday, Saturday, and Sunday; and (f) not sell or serve liquor between the hours of 1:00am and 9:00am on any Monday, except on New Years Day, when they must not sell or serve liquor between the hours of 2:00am and 9:00am. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 17 | Page DM 203808v1 4.7 Mobile Ice Cream Vendor 4.7.1 A mobile ice cream vendor must not carry on business in contravention of the Motor Vehicle Act or of any other municipal bylaw or provincial enactment with respect to traffic and the use of highways in the City. 4.7.2 Every mobile ice cream vendor must: (a) have a valid and subsisting Fraser Health Authority Approval; (b) provide a garbage container immediately next to the vehicle and pickup all garbage and debris which results from the mobile ice cream vendor's business; (c) not operate before 8:00am or after 9:00pm; (d) not sell from a fixed location in excess of twenty (20) minutes; (e) not return to the same location or hundred block within one (1) hour; and (f) not operate on park land unless written approval from the City has been obtained. 4.7.3 The mobile ice cream vendor must ensure that amplified sound from the vehicle: (a) is not played at a higher level than sixty (60) dBA measured at a distance of 15 metres from the vehicle; and (b) is shut off when the vehicle is not in motion. 4.7.4 A mobile ice cream vendor must only stop its vehicle in the course of business while actively engaged in making a sale and must move to another location after all customers have been served. 4.7.5 A mobile ice cream vendor must not allow a member of the general public inside their mobile ice cream vehicle. 4.8 Non-Profit Agencies/Organizations 4.8.1 There is no licence fee for a non-profit society licence. CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 18 | Page DM 203808v1 4.9 Tobacco, Vapour Products and Drug Paraphernalia 4.9.1 A business owner or operator must not advertise or promote the sale of tobacco, vapour products or drug paraphernalia in any manner which is visible or audible to a person outside of the business premises. 4.9.2 The owner or operator of a business in which minors are permitted access must not display or cause to be displayed any drug paraphernalia that: (a) may reasonably be seen inside the business premises; or (b) is visible to a person outside the business premises. 4.9.3 The owner or operator of a business in which minors are permitted access may only advertise a description of drug paraphernalia for sale within the premises by means of a maximum of one sign at each point- of-sale system that advertises only: (a) a description of the types of drug paraphernalia for sale; and (b) the prices of, or a price range for, those types of drug paraphernalia. 4.10 Shark Fin Products 4.10.1 A person or business entity must not possess, trade, sell or distribute by any means, shark fins or their derivative products with the exception of possession for bona fide research purposes. 4.11 Cannabis Production 4.11.1 Every person who applies for a licence under this bylaw to operate a business involving the production, testing, processing, packaging, distribution, or storage of cannabis must hold a valid license issued by the Government of Canada under applicable legislation. 4.11.2 A business operator must ensure that any building or structure used for cannabis production, or any area used for processing, drying, storing or packing of cannabis, is operated with a negative pressure differential between the inside and outside of the building. The operator must also ensure that exhaust is collected and treated through a biofilter that is CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 19 | Page DM 203808v1 designed by a professional engineer, licensed in the Province of British Columbia. 4.11.3 The operator of a cannabis production facility operation must: (a) provide, prior to obtaining a business licence or business licence renewal under this bylaw, a detailed maintenance and air quality monitoring program by a Professional Engineer, licensed in the Province of British Columbia; and (b) not cause, permit or allow the outdoor storage of any cannabis byproducts or cannabis waste on their premises. 4.12 Hosting for an event in the ALR 4.12.1 A person with a licence for hosting for an event in the ALR is only permitted to host such an event if all of the following conditions are met: (a) the farm must be located on land classified as a farm under the Assessment Act; (b) permanent facilities must not be constructed or erected in connection with the event; (c) parking for those attending the event must be available on the farm, but must not be permanent nor interfere with the farm's agricultural productivity; (d) no more than 150 people, excluding residents and employees of the farm, may be gathered on the farm at one time for the purpose of attending the event; (e) the event must be of no more than 24 hours duration; (f) no more than 10 gatherings for an event of any type may occur on the farm within a single calendar year; (g) noise levels must be minimized after 10:00pm Sunday to Thursday and 11:00pm on Friday and Saturday or any day before a statutory holiday, with amplified music or other disruptive sounds not permitted after these times; and (h) temporary structures associated with the event must be dismantled and removed within 48 hours of the conclusion of the final approved CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 20 | Page DM 203808v1 event. These structures are not permitted to remain on site beyond this timeframe. 4.12.2 Despite section 3.6.1, a licensee may not renew a licence for hosting for an event in the ALR. A new licence and application for hosting for an event in the ALR is required for each calendar year. 4.13 Mobile Food Truck 4.13.1 Upon securing the appropriate licence, an owner or operator of a Mobile Food Truck is permitted to operate the Food Truck: (a) in designated spots at Harris Road Park, Pitt Meadows Athletic Park, and šxʷhék̓ ʷnәs (Spirit Square), subject to the approval of the City; (b) at City sanctioned events and private events held on City owned lands with a rental agreement in place; (c) on private property for a private event with prior written consent of the property owner, provided it does not contravene any City bylaw; or (d) on commercial property with written approval from the property owner subject to conformance with the Zoning Bylaw. 4.13.2 The owner or operator of a Mobile Food Truck must comply with the following requirements, rules, restrictions and regulations governing the operation of the Food Truck: (a) provide the following documentation when applying for a licence: (i) Fire Department Inspection (GVFCA) decal for current year; (ii) Fraser Health Authority Approval; (iii) Liability Insurance; and (iv) Record of Installation Permit decal issued by Technical Safety BC if the food truck utilizes gas appliances; (b) be solely responsible for the cleanup and removal of all garbage/waste produced from the business and such garbage/waste must not be left on City property; (c) only operate between the hours of 8:00am and 10:00pm; CITY OF PITT MEADOWS BUSINESS LICENSING AND REGULATION BYLAW NO. 3039, 2026 21 | Page DM 203808v1 (d) supply its own power to the Mobile Food Truck, provided that any noise from the operation of the Mobile Food Truck does not exceed the level specified in the Noise Control Bylaw; (e) one sandwich board sign is permitted to be placed adjacent to the Mobile Food Truck during operating hours provided that the sandwich board sign meets the requirements for special events signs in the Sign Bylaw; and (f) only sell food items, excluding liquor and cannabis. PART 5 - OFFENCES AND PENALTIES 5.1 Offences 5.1.1 Every person who violates any of the provisions of this bylaw or who suffers or permits any act or thing to be done in contravention of any of such provisions or who neglects to do or refrains from doing anything required to be done by any of the provisions of this bylaw will be deemed to be guilty of an offence against this bylaw and is liable to a fine not exceeding $10,000.00. 5.1.2 Each day that a violation of this bylaw continues is deemed to be a new and separate offence. PART 6 - OTHER PROVISIONS 6.1 Repeal and Transition 6.1.1 The City of Pitt Meadows "Business Licensing and Regulation Bylaw No. 2643, 2014" and its amendments are hereby repealed. 6.1.2 Despite section 6.1.1, the licence fees previously established by Schedule "A" of Bylaw No. 2643, 2014 are hereby continued and deemed to be fees established under this bylaw until December 31, 2026. 6.1.3 Effective January 1, 2027, the licence fees set out in Schedule "A" of this bylaw apply.
