CITY OF REVELSTOKE
BYLAW NO. 2303
Being a Bylaw to Amend the Fees and Charges Bylaw No. 2256
WHEREAS the Council of the City of Revelstoke has adopted Fees and Charges Bylaw
No. 2256;
AND WHEREAS Council has deemed it desirable to amend fees and charges in respect
to the annual review.
NOW THEREFORE the Council of the City of Revelstoke, Province of British
Columbia, in open meeting assembled ENACTS AS FOLLOWS:
1.
THAT this Bylaw may be cited for all purposes as the "Fees and Charges
Amendment Bylaw No. 2303".
2.
THAT the following Schedules be repealed in their entirety and replaced with the
new Schedules attached hereto:

Land title search
This fee does not cover any other documents such as Covenants, Rights of
Ways, etc. The cost of retrieving these from the LTSA shall be borne by the
applicant. Land title searches are only completed as part of an application
submission.
This will form the application account. Staff will maintain an accounting
of charges to the application will be provided to the payee semi-annually
and completion or termination of the project. Funds remaining in the
account after completion of the project will be returned to the payee.
Application fee shall include Title Searches, but do not cover any other
documents such as Covenants, Rights of Ways, etc. The cost of retrieving
these from LTSA shall be borne by the applicant.

The value of construction for multiple dwellings, commercial, industrial, institutional and all other
categories shall be determined by the declared contract price, together with the Valuation Schedule and
the current edition of the Marshall Swift Valuation service to determine the value of the completed
project for the purpose of assessing permit fees. Where the declared contract price, together with the
Valuation Schedule is lower than the value determined by using the current edition of the Marshall
Swift Valuation service, the higher value will be uses.
For building permit applications for multi-family dwellings (three or more units), mixed-use,
commercial, industrial, institutional, and all other categories not addressed above, at the discretion of
the City, the value of construction shall be based on the contract price together with a reasonable
allowance for extras or, where there is no contract price, the cost estimated by a Building Official of
construction of the building according to the plans submitted in support of the permit application. The
City reserves the right to use the Marshall Swift or other industry databases such as Altus or
Butterfield Consultants to calculate the total construction cost, at its discretion.

Cancellation Policy
The City reserves the right to retain the deposit (if applicable) if this cancellation requirement is
not followed.

In order to receive a full deposit refund, a minimum of 14 days (2 weeks) notice must be
provided for cancellation of any meeting room or multi-purpose room booking.

For cancellations received more than 1 week before booking date but less than 2 weeks
prior to the booking date, one-half of the deposit is forfeited.
-
Cancellations with less than one week notice will forfeit the full deposit.
-
In-kind bookings who forfeit their meeting room booking will be subject to a $15.00
administration fee.
-
A $15 administration charge will also be applied to any cancellation where less than two
weeks notice is given.
PROGRAM AND PROGRAM FEES FOR FACILITIES
The Revelstoke Parks, Recreation and Culture Department wants you to enjoy your recreation
experience. If you find the class is not what you expected and you want to cancel, please make
sure you call BEFORE the second class and we will refund you the remaining sessions less a
$15 administration fee. No refunds given after the second session except where circumstances
are beyond the individual's control. Full refunds are given if the Parks, Recreation & Culture
Department cancels the program.
PROGRAMMER
The Recreation Facility Program Coordinator (RFPC) networks with community organizations,
citizens, and other agencies in the development of programs and activities benefiting the
residents of Revelstoke. The RFPC may implement specialized programs, under the authority
of the Director of Parks, Recreation and Culture, as offered in the seasonal Leisure Guides.

Every person proposing to carry on or carrying on any trade, business, profession, occupation
or calling enumerated hereunder shall, unless otherwise provided, pay at the time of application
for a license and thereafter annually by the first day of January in each year the license fee set
opposite thereto.
No license fee paid pursuant to this Schedule shall be refundable.
INITIAL LICENSE FEE - PRORATED
The license fee prescribed in this Bylaw shall be reduced in the first year that a business entity
applies for a license, the license fee prescribed for that business shall be prorated, depending on
the date that the business commences:

FAILURE TO RENEW THE LICENSE PRIOR TO THE BEGINNING OF THE

A person who has failed to renew the License prior to the beginning of a licensing period shall

(a) in respect of any license fee paid within thirty days from the due date of payment,
5% of the license fee;
(b) in respect of any license fee paid from thirty-one days or later after the date fixed for
payment of the license fee, 10% of the amount of the license fee.

conveyance and sells food items. Mobile Food Vendors shall not
remain at any one location for more than two (2) days in each
week of operation.

Mobile Food Vendors in this classification either push or
pedal their goods.
