THE CORPORATION OF THE CITY OF ROSSLAND
BYLAW NO. 2863
A bylaw to establish fees and charges for City services and Information.
WHEREAS the Community Charter authorizes Council to enact bylaws imposing fees and charges for the
provision of various services and/or information;
AND WHEREAS Council deems it necessary and desirable to exercise the authority provided by the
Community Charter to cover costs of providing various services and information;
NOW THEREFORE, the Council of the City of Rossland, in open meeting assembled enacts as follows:
PART 1 - TITLE
1.
This Bylaw may be cited as
II The City of Rossland Fees and Charges Bylaw No. 2863, 2025".
PART 2 - SCHEDULES

The City of Rossland hereby impose fees for the provision of services and information as specified
in the following Schedules attached to and forming part of this bylaw:
i.
Fees and Charges related to Administration and Finance are contained in "Schedule A";
ii. Fees and Charges related to Planning and Development are contained in "Schedule B";
iii. Fees and Charges related to Building Inspection and Building Permits are contained in
"Schedule C"; and
iv.
Fees and Charges related to Public Works and Operations are contained in "Schedule D";
v.
Fees and Charges related to Animal Control Licences are contained in "Schedule E".
PART 3 - SEVERABILITY
3.
If any portion of this bylaw is held to be invalid by a court of competent jurisdiction, such invalidity
shall not affect the validity of the remaining portions of this bylaw.
PART 4 - ENACTMENT AND REPEAL
4.1 Whenever this bylaw sets out fees and charges with respect to other City bylaws and such other
bylaws contain similar fees and charges, this bylaw is deemed to prevail.
4.2 This bylaw shall come into full force and effect on the final adoption thereof.
4.3 City for Rossland Fees and Charges Bylaw No. 2655, 2018 and any of its amendments are hereby
repealed.

Subdivision and development engineering and inspection fees for
On-Site and Off-site Works shall be payable in the case of either
subdivision applications or issuance of building permits, in addition
to the application fee. The estimated costs shall be approved by
the City Engineer.
Such cost s are derived as follows:
a. Full cost of construction for 'on-site' (new roads) and 'off-
site' (existing fronting roads), including clearing, grubbing,
3% on the first $500,000 of the cost
blasting, cuts and fills, gravel, compaction, pavement,
of works and services;
concrete work, traffic signals, traffic signage, ditches,

pedestrian underpasses, boulevard restoration and

1. All costs expended as part of the City's review of development applications will be invoiced to
the applicant. The review may include but is not limited to legal opinions, engineering review,
architectural design review and independent environmental review.
2. Any costs associated with the postponement of a Public Hearing, either at the request of the
applicant, or due to the failure of the applicant to comply with the requirements of this Bylaw,
shall be paid by the applicant.
3.
Where a public information meeting is required by Council, the applicant shall pay all costs
associated with the public information meeting.
4. The fees prescribed at Section 1 of this Schedule apply to each parcel of land for which the
application is made, as follows:
a)
if an application involves two or more contiguous parcels of land, they shall be treated as
one proposal;
b) if an application involves two or more parcels of land that are not contiguous, they will be
t reat ed as separate applications and the fee prescribed in the Fees and Charges Bylaw
applies to each parcel of land for which the application is made.

Refund of Application Fees
1. If an application is withdrawn by the applicant or rejected by Council before a public hearing or
notification is given in respect to a public hearing or development variance or temporary use
permit consideration by Council; the City of Rossland shall pay to the applicant a refund in the
amount of 50% of the application fee.
2.
Where Council proceeds with a public hearing or a notification for a Development Application
pursuant to the Local Government Act, the City of Rossland shall not provide a refund of any
portion of the application fee to the applicant.

Water, Sewer and Storm Utility Connections:
The deposit for connections will be paid to the Municipality in advance by the applicant before the work
is begun. Any deficiency due to extra costs shall be charged against the person for whom such
installation was made and is due upon receipt of invoice.
Any fee imposed pursuant to the Bylaw, remaining unpaid as of December 31 of that year shall be added
to, and form part of, the taxes payable on the property or premise where the inspection occurred, and
shall be considered taxes in arrears.
