A BYLAW TO IMPOSE WATER, SANITARY SEWER AND STORM SEWER CONNECTION
CHARGES.
Council may, by bylaw pursuant to section 194 of the Community Charter, impose a fee for all or part of a
service of the municipality.
The Council of the Town of Sidney, in open meeting assembled, enacts as follows:
1.
This bylaw may be cited as "Service Connection Fees and Charges Bylaw No. 2158".
2.
In this bylaw:
"Director of Engineering & Works" means the person appointed by the municipality with
responsibility for oversight of the engineering and public works functions, including the
administration of this bylaw.
"Irrigation Connection" means the connection of a potable water system between the real
property and Municipal Water Distribution system for the sole purpose of irrigation, but excludes
the mandatory water meter.
"Sanitary Sewer Connection" means the connection of a sewer pipe between real property and
the Municipal Sewage System.
"Storm Drain Connection" means the connection of a storm pipe between real property and the
Municipal Storm Drain System.
"Water Connection" means the connection of a potable water system between real property and
the Municipal Water Distribution System, but excludes the mandatory water meter.
"Water Meter" means a municipally-supplied water meter that reads the consumption of water
by the real property.
3.
An application for connection to the Municipal Water Distribution System, the Municipal Sanitary
Sewer System, or the Municipal Storm Drain System shall be made to the Director of
Engineering and Works or his/her designate, on a form provided by the Town of Sidney.
4.
An application under this bylaw shall be accompanied by the service connection charge, as
prescribed in Schedule "A" of this bylaw.

The "Service Connection Fees and Charges Bylaw No. 1807" and any amendments thereto are
hereby repealed.

SCHEDULE 'A'
1.
SANITARY SEWER CONNECTION CHARGES:
i.
Standard Connection: 100mm (4") with no unusual subsurface conditions:
$4,100 flat fee.
ii.
Non-standard Connection: over 100mm (4") in size of connecting pipe; connection
deeper than 2m; connection in an area with extraordinary subsurface conditions, or
known or potential archaeological site:
Actual cost of connection, with minimum charge as indicated in i above.
2.
STORM SEWER CONNECTION CHARGES:
i.
Standard Connection: 150mm (6") with no unusual subsurface conditions:
$4,250 flat fee.
ii.
Non-standard Connection: over 150mm (6") in size of connecting pipe; connection
deeper than 2m; connection in an area with extraordinary subsurface conditions, or
known or potential archaeological site:
Actual cost of connection, with minimum charge as indicated in i above.
3.
WATER CONNECTION CHARGES:

Over 25mm (1") water meter: a charge based on the actual cost to purchase and install
the meter by the Town of Sidney.
iv.
Irrigation Connection: Actual cost of connection.
4.
PAYMENTS AND DEPOSITS:
i.
For Standard connections, payment is required with building permit.
ii.
For Non-standard connections, a deposit will be required, prior to commencement of the
works, based on an estimate prepared by the Town of Sidney Engineering Department.
Actual costs above or below the deposit will be charged or refunded accordingly.
