policies/district-bylaws/89-2438---building-numbering.pdf?sfvrsn=3d66c6fb_2" municipality_ids: - gx-000136 content_type: "application/pdf" captured_at: "2026-06-08T05:38:58+00:00" normalize_method: "pdf-pymupdf" normalize_version: "0.2" needs_ocr: false char_count: 4257 --- THE CORPORATION OF THE DISTRICT OF SUMMERLAND BYLAW NUMBER 2438 A BYLAW TO ASSIGN NUMBERS TO BUILDINGS AND STRUCTURES AND TO REGULATE THE PLACING OF SUCH NUMBERS WHEREAS Section 579 of the Municipal Act, Revised Statutues of British Columbia 1979, Chapter 290, and amendments thereto, provides Municipal Council with the authority to assign building or structures numbers to be placed in a conspicuous place; AND WHEREAS Section 294 of the Municipal Act, Revised Statutues of British Columbia 1979, Chapter 290, and amendments thereto, provides Municipal Council with the authority to enforce bylaws by imposing fines; NOW THEREFORE the Council of The Corporation of the District of Summerland lin open meeting assembled, ENACTS AS FOLLOWS: 1. This Bylaw may be cited for all purposes as the "Summerland Building Numbering Bylaw, 1989". 2. Definitions for the purpose of this bylaw: BUILDING AND/OR STRUCTURE shall mean the principal building or structure located on a parcel of land that a number shall be assigned to and shall not include accessory buildings. BUILDING INSPECTOR shall mean the person so designated by the Muni ci pal Council as the Building Inspector and shall include any person so designated as an assistant to the Building Inspector. BYLAW ENFORCEMENT OFFICER shall mean the person so appointed by Municipal Council. COUNCIL means the Municipal Council of The Corporation of the District of Summerland. DEVELOPMENT SERVICES OFFICER shall mean the person so designated by the Municipal Council as the Development Services Officers and shall include any person so designated as an assistant to the Development Services Officer. MUNICIPALITY shall mean the municipal area comprised within the boundaries of The Corporation of the District of Summerland. 3. It shall be the responsibility of every registered owner of property on which a building is constructed to place the number, so assigned by the Development Services Officer, in a conspicuous place. 4. The Development Services Officer shall, at the time of issuance of a Building Permit for a residential dwelling, commercial or industrial building, assign a number which shall be placed on the said building upon final inspection. 5. Every owner upon receipt of the notice assigning a number to his structure, shall place the number so assigned, upon completion of the said structure in accordance with the terms of this Bylaw. 6. All numbers so placed on a building shall be visible from the road allowance immediately in front of the said building and in cases where buildings are so situated that the numbers would not be visible from the roadway, the numbers shall be placed at the entrance to the said property. 7. All numbers placed directly on the building shall be a minimum of 12.7 centimetres (5 inches) in height. 8. All numbers placed at the entrance to a parcel of land shall be a minimum of 7.6 centimetres (3 inches) in height. 9. The Building Inspector is empowered to administer and enforce this bylaw prior to occupancy of newly constructed buildings within the municipality. The Bylaw Enforcement Officer is empowered to administer and enforce this bylaw for all existing structures within the municipality. The Building Inspector or the Bylaw Enforcement Officer may at all reasonable times enter upon any real property in the Municipality in order to ascertain whether the regulations contained in this bylaw are being obeyed. 10. Every person who violates any of the provisions of this bylaw shall be deemed to be guilty upon summary conviction of a violation of this bylaw and shall be liable to the penalties hereby imposed. 11. Any person found guilty of an infraction of this bylaw, shall be liable, upon summary conviction, to a penalty not exceeding Two Hundred Dollars ($200.00) for each offense. 2438.2 12. Bylaw Number 1656 is hereby repealed. READ A FIRST, SECOND AND THIRD TIME this 12th day of June, 1989.
