By-law # 76-2023 Financial Assistance ProgramFinancial Assistance Program for 2023 Being a by-law to establish a financial assistance program to provide eligible properties with a Infrastructure Reserve CREDIT for 2023
WHEREAS Cartwright-Roblin Municipality will be required to maintain, upgrade and expand infrastructure that services the urban community of Cartwright to meet current provincial regulations;
AND WHEREAS CRM wishes to ensure adequate funds are available in the Infrastructure Reserve fund to support capital projects once they commence;
AND WHEREAS CRM will raise, through the general municipal mill rate levy, an allocation in an amount up to $285,000.00 to the Infrastructure Reserve fund as set out in its 2023 Financial Plan;
AND WHEREAS subsection 261.2(1) of The Municipal Act provides municipalities with the authority to establish a financial assistance program;
AND WHEREAS urban infrastructure will primarily service the urban community of Cartwright, therefore, properties located outside of the urban community of Cartwright which are not anticipated to benefit directly from urban infrastructure will receive a tax credit on their municipal property tax statement related to the levy imposed to fund the Infrastructure Reserve;
NOW THEREFORE the Council of Cartwright-Roblin Municipality, in session duly assembled, enacts as follows:
- 1) THAT a financial assistance program for the year 2023 is created;
- 2) THAT CRM General Municipal mill tax rate will include a Infrastructure Reserve levy in the amount of $284,998.85 at a mill rate of 29.422 mills and a corresponding tax credit to eligible properties equivalent to the amount raised by of 29.422 mills;
- 3) THAT the financial assistance program shall be applied as an automatic credit and identified as "Infrastructure Reserve Tax Credit" on municipal property tax statements for eligible properties in the amounts shown in Schedule "A" attached.
DONE AND PASSED by the Council of Cartwright-Roblin Municipality duly assembled at Cartwright, in the Province of Manitoba this 14th day of June, A.D. 2023.
