## CARTWRIGHT-ROBLIN MUNICIPALITY ## 7-2015 Reduced School Speed Zones ## Being a By-Law of the Cartwright-Roblin Municipality to create a reduced speed zones adjacent to schools and/ or daycares WHEREAS Section 232(1) of The Municipal Act, L.M. 1996, c. 58 - Chap. M225, provides as follows: ## Spheres of jurisdiction - the safety, health, protection and well-being of people, and the safety and protection of property; 232(1) A council may pass by-laws for municipal purposes respecting the following matters: WHEREAS Section 98.1 of The Highway Traffic Act and the Reduced-Speed School Zones Regulation No. 136/2013 authorize a council to pass by-laws establishing the reduced maximum permitted speed for vehicles being driven on a highway within a school zone within the geographic boundaries of a municipality; and WHEREAS the Council of Cartwright-Roblin Municipality deems it advisable and in the best interests to establish school zones with a reduced maximum speed for vehicles. NOW THEREFORE the Council of Cartwright-Roblin Municipality in open Council assembled enacts as follows: 1. This By-Law may be called the "Reduced-Speed School Zone By-Law". ## Interpretation - For the purposes of this By-Law, "highway", "reduced-speed school zone", "school", "school property, "traffic control device" and "vehicle" shall have the same meanings as set out in the Highway Traffic Act and the Reduced-Speed School Zones Regulation No. 136/2013. ## Established of reduced-speed school zones 3. The following portion of highway is designated as a reduced-speed school zones with reduced maximum permitted speed: Name of School: ## Cartwright School, 810 Broadway St, Cartwright, MB ROK OLO Location of the reduced-speed school zone: That portion of Broadway beginning at the intersection of Bond Street and Broadway and ending at the Northern limit of School Property land. ## Cartwright and District Early Learning Centre, 555 Bond St, Cartwright, MB ROK OLO Location of the reduced-speed school zone: That portion of Bond Street beginning at the intersection of Bond Street and Broadway and ending at the intersection of Wallace Street and Bond Street. ## Rock Lake School, Part of SW 12-2-15w1, Cartwright, MB ROK OLO ## Location of the reduced-speed school zone: That portion of Mile Road 7N beginning one quarter mile west of PTH #5, continuing one half mile and ending three quarters of one mile west of PTH #5. ## Willow Creek Colony School, Part of NW 17-1-15, Cartwright, MB, ROK OLO Location of the reduced-speed school zone: That portion of Mile Road 3N beginning mile 89W, continuing one quarter mile east. ## Maximum permitted speed within reduced-speed school zones 4. The maximum speed must not be lower than 30 km/h on roadways where the posted speed limit is less than 80 km/h. The maximum speed must not be lower than 50 km/h on roadways where the posted speed limit is 80 km/h or more. The maximum permitted speed for vehicles being driven in a reduced-speed school zone on a highway is 30 km/h. ## Times when reduced-speed school zones apply 5. The reduced maximum permitted speeds established under section 4 apply at all times within a reduced-speed school zone. 6. The Municipality shall identify a reduced-speed school zone with traffic control devices that comply with the Reduced-Speed School Zones Regulation No. 136/13.
