## THE CITY OF FLIN FLON BY-LAW NO. 37/77 Being a By-Law to regulate and control weapons setting off of fire- PASSED: June 7, 1977 WHEREAS by Section 291 (1) of The Municipal Act R.S.M. 1970 Cap. M225, the Council may pass By-Laws for regulating or preventing the use of firearms, guns, weapons, and fireworks within the Municipality; AND WHEREAS the Council of The City of Flin Flon deems it to be both in the best interest and for the protection of the citizens to pass such a By-Law; NOW THEREFORE BE IT AND IT IS HEREBY PASSED AND ENACTED AS A BY-LAW OF THE CITY OF FLIN FLON IN COUNCIL DULY ASSEMBLED AS FOLLOWS: 1. Except for the case of the R.C.M.P., it shall be unlawful within the boundaries of the City, to discharge a gun, including air guns and spring guns, or any other firearm of any description, or to be in possession of any of the aforementioned firearms with live ammunition in the firing chamber or magazine, OI to fire or set off any fireball, squibbs, fire crackers oI fireworks of any description whatsoever. 2. It shall be further unlawful within the boundaries of the City to use any catapult, sling, bow and arrow or other like weapons or devices. 3. Providing always, that, when any responsible public body desires, for the purpose a celebration of a public holiday or outstanding event, to have a display of fireworks within the City of Flin Flon, permission of the Mayor in that behalf shall excuse the said public body from the provisions of this By-Law and allow such fireworks under such terms and conditions as are prescribed by the Mayor in the permit therefor. i 4. Notwithstanding any of the provisions of this By-Law the official Poundkeeper, appointed by the City of Flin Flon, shall be permitted to fire, carry and use the tranquilizer gun supplied by the City for the purpose of carrying out his duties, in conformance with By-Law No. 49/75 and amendments thereto. 5. Notwithstanding any of the provisions herein, the Flin Fion Skeet Club and the Flin Flon Junior Rifle Club shall be, and are hereby, permitted to pursue the purposes for which each was formed and to discharge, fire and use firearms in such areas within the City as may from time to time be publicly designated by the respective organizations as its shooting range. 2. б. Any person violating any of the provisions of this By-Law shall be liable for a penalty or a fine not exceeding One Hundred Dollars ($100.00) and costs in default of fine and costs, distress on the goods and chattels of the violator and in default of distress, imprisonment for not more than ten days. 7. By-Law No. 2629 is hereby repealed. 8. This By-Law shall come into full force and effect upon the day of the passing thereof.
