Gilbert Plains Municipality roads and streets maintenance and gravel policy. The Council of the Gilbert Plains Municipality recognize that all municipal roads and streets within the municipality require a level of maintenance that maintains a road or street to a standard that serves the classification type and or traffic use for that particular road, The goal of Council to keep roads safe and traffic mobile as efficiently as possible. The standard of maintenance may vary dependent on road usage and classification. All rural residences have the right to a properly maintained all weather road. Priority will be given to all class A or B Roads. The municipality is responsible for maintaining 506 miles of roadway. As a result it is impossible to know the condition of all road ways at all times. Therefore the public is encouraged to alert our Public Works dept. of roadway deficiencies by calling 204-548-2370 or emailing [email protected]. Road and street maintenance is one of the municipality's key responsibilities. Graveling, grading, paving and snow removal make up a large part of our budget. Significant resources are dedicated to maintaining, repairing and upgrading the road and street system. What is grading? Road grading is the process of restoring the driving service of a road to a desired smoothness and shape by removing irregularities such as corrugations and pot holes and redistributing gravel. The grader operator will typically remove these irregularities by cutting the surface of the road or filling them with material moved back and forth across the road with the grader. General policy is that we do not grade roads after freeze up. Criteria: Class A roads are considered main hall routes where due to traffic type by weight, size and quantity requires a higher level of service and may not necessarily be equal to the total miles of the specific road. Class B will be the remaining graveled miles of the designated haul routes (Class A )all other main connecting graveled roads as well as any or part of a C classified road from a rural resident to a main A or B classified road or provincial road. The closest realistic distance. Class C connecting routes where basic traffic is farm use only. Class D is maintained dirt roads. Class E grass roads. Business section back lanes are to be graded bi-weekly during the summer months. All other back lanes including those that have been treated for dust control and or are grassed will be as required and at the discretion of public works. Spring grading: All maintained roads are graded again to shape, crowned and clean up edges to ensure the road sheds water properly. Roads must be damp or dry to be graded. They cannot be graded when wet as that will do damage to the roadway. Summer gravelling: Road preparation will be completed by graders, cat and scrapers where necessary, the graders will pull up the gravel down to the subgrade to correct the following; pull in the sides of the roads, potholes, washboard, windrows and sloping. Traffic gravel at a 200 yards per mile of gravel is the standard for A classified roads 160 yards per mile for B classified roads after the road preparation is completed. All other methods of preparation and materials are at the discretion of council. Every effort will be made to apply a four year gravelling rotation as per the public works gravelling schedule. Gravel application will be followed by grading to assure proper distribution of applied gravel. The municipality will make every effort to have gravel applied within 30 days from started to finish. Spot gravelling may take place during summer months but prior to freeze up. Snow removal: Goal is to have all Class A and B roads cleared within three days of a snowfall. Snow plowing will commence once accumulation has exceeded about 7 cm (3 in.). Urban area priority will be as per the following order EMS services, community services, sidewalks, streets and back lanes. Rural routes will be given priority as per the following order Class A roads, school bus routes, Class B roads (at the discretion of public works some routes may not always fall into this order.) At the discretion of the CAO and Public Works Mgr. emergency week end snow clearing will be considered when the accumulation exceeds 10cm (6 in.) and the storm has subsided. Frost boils: Every effort will be made to maximize driving safety and road stability for local traffic on selected routes as per public works recommendations. Roads with severe frost boil issues may be temporarily weight restricted and restricted to local traffic only .The municipality will endeavor to minimize the number of frost boils by improved drainage and by rebuilding those areas of road. Procedures: Grader operators and or contractors shall perform municipal road maintenance in accordance with the following requirements: 1.1 A crown of approximately 3.5- 5% on grade (one half inch per foot) on the roadway must be maintained to allow proper drainage from roadway surface; 1.2 A ridge shall not be allowed to build along the edge of the roadway; 1.3 All shoulders to be maintained to the maximum width of road classification eliminating a heel cut and allowing all surface water to drain off roadway surface. 1.4 The grader operator will remove all irregularities by grading in stone holes, pot holes and ruts. 1.5 The grader operator shall stop and remove any rocks or other hazardous debris pulled up by the grader blade which are large enough to present a problem to vehicular traffic; 1.6 Special care must be taken at railway crossings to ensure that gravel is not carried onto the railway track and deposited in the flange ways. The grader blade must be raised well clear of the railway tracks to avoid damage to the railway tracks and or the grader. In the event of damage to the railway tracks that occur due to the grader operator`s actions, the grader operator must immediately inform the Public Works Mgr. who will intern inform the CAO and the railway company. 1.7 All damage to roadsides and/or public signs or located along roadsides or any circumstances which could result in danger to vehicular traffic shall be reported immediately to the P W Mgr. and/or CAO; 1.8 Any damage cause or sustained as a result of the operation of municipal equipment, whether to personal, public or private property, shall be reported immediately to the PW Mgr. and/or the CAO. 1.9 Any scrubbing in municipal ROW shall be to the full width of the road allowance. Safety: The municipality is not responsible for damage to items that are too close to the road or placed within the municipal right of way (mailboxes are the exception). All road maintenance equipment is to be maintained on a regular basis. All lights must be working and appropriate safeties completed on an annual basis. All inquiries regarding road maintenance should be directed to the Municipal office and operators should not be approached while operating municipal equipment.
