Grandview Municipality Mailboxes Effective Date: August 10, 2016 Resolution No 2016-237 Purpose: This policy is intended to implement regulations for the placement of rural mailboxes within the Grandview Municipality. Policy: General: Rural mailboxes serve to provide mail service to people living in rural areas and wanting mail delivered to their residence. Rural mailbox placement immediately adjacent to the roadway, while efficient and convenient for mail delivery, can be a safety hazard for motorists and therefore the municipality wishes to implement guidelines for use and placement. Guidelines for Use: In general, single mailboxes are permitted to exist within the municipal right-of-way provided that they do not interfere with the traveling public or the function, maintenance, or operation of the roadway system. Guidelines for Placement: Mailboxes should be placed for maximum convenience to the patron and the carrier, while still being consistent with safety considerations for traffic. The following guidelines and provisions should be used when locating mailboxes along the municipal road:  To receive mail deliver, rural residents must locate their mailboxes on the right right side of the municipal road, along the delivery route.  The mailbox location should allow the mail delivery personnel to place the mail In the box without leaving their vehicle.  Vehicles at the mailbox should have enough space to stop completely out of the flow of traffic.  The lateral placement of mailboxes must offer the mail carrier easy access to the box from the delivery vehicle, as well as the necessary clearance from the traveled way.  The box must be securely attached to a fixed post. The unobstructed clearance should be 117 cm (46 inches) above the roadway and should not obscure or obstruct access to any boxes near it.  The roadside face of a mailbox should normally be located a distance of 0.3 meters from the edge of the road. Placing a mail box closer to the edge may result in the mailbox being damaged during snowplowing operations.  Alternatively, mailboxes may be installed within a widened portion of a roadway. The widened area should be large enough to accommodate the mail delivery vehicle and allow the vehicle to park well clear of the normal shoulder line.  For details on mailbox placement, please refer to the attached schedule. Damage by Municipal Equipment: Mailboxes knocked down by snowplows or other maintenance equipment, regardless as to whether they are installed to the policy guidelines, will NOT be replaced by the Grandview Municipality. The Municipality is providing the authority to install mailboxes on Municipal Property, but it is solely at the owner's risk, and therefore the Grandview Municipality cannot guarantee that they will not be damaged by snowplows or other maintenance equipment. Non-Compliance: In situations where a mailbox is considered to not be non-compliant with the guidelines of this policy, the Grandview Municipality will notify the owner of non- compliance and provide the owner with documentation of proper standards of installation, and 15 days to remedy the contravention. If the owner fails to be compliant, the Grandview Municipality will remove the mailbox at the owner's expense and charge custom work rates. An invoice will be issued and if the owner fails to submit payment, the Grandview Municipality will add the said outstanding invoice to a property tax roll of the owner and collect penalties thereon, in accordance with The Municipal Act.
