P:\Municipality of Louise\Policies\Trap, neuter and release program.doc MUNICIPALITY OF LOUISE POLICY & PROCEDURES MANUAL Reference Classification Administration Policy & Procedure Subject Pages Trap, neuter and release program 1 Authority Effective Date Council 12 April 2022 Approved Index Resolution 2022.04.15 PURPOSE To establish a procedure for residents to transport a feral or stray cat to a designated veterinary clinic for spay or neutering and for the municipality to be responsible for the veterinary costs. POLICY STATEMENT The Municipality of Louise has initiated a trap, neuter and release (TNR) program to control the feral and stray cat population within the LUDs of Clearwater, Crystal City and Pilot Mound. While stray cats may be socialized and able to be rehomed, feral cats are, by their nature, wild and must be returned to their territory of origin. This policy intends to control the at-large cat population in a humane, responsible manner. PROCEDURE 1. Only residents of the LUD of Clearwater, LUD of Crystal City and LUD of Pilot Mound are eligible to participate in this program. 2. Residents must provide their name and civic address 3. The description of the feral or stray cat must be disclosed as well as the location it habitually occupies. 4. Those residents accepted for the program will receive a document (attached as Schedule A) for submission to the approved veterinarian. 5. Residents participating in this program will be responsible for trapping and transporting and releasing of the feral or stray cat. The Municipality of Louise will cover only the necessary veterinary expenses. 6. The Veterinarian will be asked to check if the feral or stray cat has any identification as to ownership (tattoo or chip) and if none is found the Municipality of Louise take full responsibility for the spaying or neutering of the animal should the owner of the cat dispute the process. 7. The approved veterinary practice will submit an invoice for costs to the Municipality of Louise. 8. The LUD will set a specific value for this program within their annual Service Plan and once that amount is spent no further approvals for the TNR program will be approved within the calendar year.
