Policy 31-23 - Page 1 of 3 P:\CAO\2015 Municipality of North Norfolk\Policies\31-23- Water Connection Fees.doc Municipality of North Norfolk REFERENCE: Utility POLICY NO: 31-23 TITLE: Water & Sewer Connection Fees PAGES: 3 ADOPTED BY: Resolution No. 297/2023 DATE: September 13, 2023 PURPOSE: The purpose of this policy is to establish standard water and/or sewer connection fees in the municipality. POLICY: The homeowner must receive municipal permission to connect to the main water/sewer line. Category 1 Connections within the town limits of MacGregor and Austin. The connection fee will be $1,000.00 with the said fee to include a 5/8 inch water meter package. All costs and supplies required to extend the main line and/or service lines from the main line into the building and any requirements such as septic tank, pumps, etc. shall be the property owner's expense. The municipality will hire the contractor, and the plumber for meter installation, and the homeowner will be billed by the municipality. Multi-Family dwellings: The connection fee will be $1,000.00 with the said fee to include one 5/8 inch water meter package. If additional water meters are required, the property owner will pay the municipality for the actual cost of the additional water meters. The municipality will hire the contractor, and the plumber for meter installation, and the homeowner will be billed by the municipality. Category 2 Connections to properties located outside town limits of MacGregor and Austin, or in urban areas where the installation of a new water and/or sewer main is required. The connection fee will be $2,000.00 with the said fee to include a 5/8 inch water meter package. All contractor costs, including the supplies required to extend the main line and/or service lines from the main line into the building and any requirements such as septic tank, pumps, etc. shall be the property owner's expense. The municipality will hire the contractor, and the plumber for meter installation, and the homeowner will be billed by the municipality. Multi-Family dwellings: The connection fee will be $2,000.00 with the said fee to include one 5/8 inch water meter package. If additional water meters are required, the property owner will pay the municipality for the actual cost of the additional water meters. Garden Suites A garden suite is to be serviced only from the principal dwelling. If an additional water meter is required, the property owner will pay the municipality for the actual cost of the water meter. The cost to extend the service line from the principal service line shall be the property owner's responsibility. When the meter is installed, the municipal utility operator is required to inspect the meter installations. Oversize Meters Where a residence or commercial building requires a meter larger than the standard 5/8 inch size, the property owner will pay the municipality for the actual cost of the water meter and related supplies. Policy 31-23 - Page 3 of 3 P:\CAO\2015 Municipality of North Norfolk\Policies\31-23- Water Connection Fees.doc Meter Relocation In the event that a water meter service relocation is required on a property where a new home or water service is already located, the cost for any plumbing work to move the water meter from one location to another and/or the cost of installing a new meter will be the homeowner's responsibility. When the meter is installed or relocated, the municipal utility operator is required to inspect the meter installations. Payments A $500 deposit is required at the time of application and the final balance is due upon completion of the connection and upon billing by the municipality. Policy 15-15 and 20-18 are hereby rescinded.
