1 MUNICIPALITY OF OAKLAND-WAWANESA POLICY & PROCEDURE MANUAL Reference: Transportation Classification: Policy Subject: Dust Control Policy Pages: 1 of 2 Authority: Resolution of Council Effective Date: June 25, 2019 Approved: June 25, 2019 Revised: TITLE: Dust Control Policy PURPOSE: To clarify and prioritize within budget limitations the areas in which dust control suppressants may be applied on Municipal controlled roadways in ongoing efforts to ensure public safety, quality of life, and to realize road maintenance cost reductions as well as to establish user fees for residents applying for dust suppressant application SCOPE: The Municipality of Oakland-Wawanesa budgets annual for a limited amount of dust control to be applied at its own expense for various locations including but not limited to sports grounds, campgrounds and yard sites with a dwelling within 150m of a designated municipal gravel haul route as determined by the Public Works Manager. The Municipality of Oakland-Wawanesa also offers a user pay dust control program. The Dust Control product that is applied to the roads is used to control the dust not to eliminate it completely. When dust control products are applied, the substance will adhere to the gravel surface. These products retain moisture (from rain, humidity), which weighs down the dust particles, making them less likely to become airborne after a vehicle has passed over the area. Residents may apply for additional dust control. The cost of the dust control to residents varies slightly from year to year depending on the cost of the product from the distributor and the cost of application. POLICY: Dust control will only be applied after spring road restrictions have been lifted in Manitoba and roads have been graded and shaped. It is the ratepayer's responsibility to arrange for dust control application with the municipal office when applications are being accepted during the month of May of each year. For convenience, information on dust control will be posted on the Municipal website. It's the ratepayer's responsibility to mark the length of the area for application with wooden stakes. Policy # TRANS011 2 A dust control application must be filled out and payment received in order to be considered part of the dust control program for the year. One dust control application per year will be coordinated by the municipality. Any subsequent dust control applications required is the responsibility of the ratepayer to make arrangements with an approved contractor at their own expense. Only magnesium chloride or calcium chloride will be acceptable dust control products. Any other dust control products not listed above must be approved by council before application takes place. The Municipality will continue to perform regular road maintenance regardless of whether a dust suppression product is applied to the roadway if safety/condition of roadway becomes a concern. This will be at the discretion of the Public Works Manager. The Municipality will not provide compensation for grading over dust suppression sites in any situation.
