1 Road Signs and Road Names Policy - Administration MUNICIPALITY OF RHINELAND POLICY NO. 2024- 77 ADOPTED BY: Resolution No. 171/ 24 Last Updated: October 2015 DATE: May 8, 2024 Page: 1 of 3 TITLE: Road Signs and Road Names Policy Department: Public Works PURPOSE: The purpose of this policy shall be to establish the regulations for the naming of the Municipal streets and roads within the boundaries of the Municipality of Rhineland. RATIONALE: To establish a structured system for the creation, maintenance and naming of streets and roads within the Municipality of Rhineland. POLICY STATEMENT: The Municipality receives numerous requests each year from residents requesting road signs, and re-naming of streets and roads. This policy will ensure consistency and fairness when handling sign requests. 1. ADMINISTRATION AND PROCEDURES: a. Regulatory Signs ( stop signs, yield signs, reduced speed signs) Appropriate signs will be installed at the locations as deemed necessary by the Municipality. The Municipality will endeavor to ensure the necessary signage is in place to ensure motorists are informed of possible dangerous situations. Resident requests for regulatory signs will be forwarded to Council for review and consideration. b. Warning Signs ( dead-end road, narrow road, no thru road, T-intersection, rail tracks) Appropriate signs will be installed at the locations as deemed necessary by the Municipality. The Municipality will endeavour to ensure the necessary signage is in place to ensure motorists are informed of possibly dangerous situations. Resident requests for warning signs will be forwarded to Council for review & consideration. c. Construction Signs ( Municipal Public Works construction only) Appropriate signs will be installed at the locations as deemed necessary by the Municipality. The Municipality will endeavour to ensure the necessary signage is in place to ensure motorists are informed of possibly dangerous situations. This relates to the Municipality of Rhineland Public Works 2 Road Signs and Road Names Policy - Administration construction only. Private contractor signage is the responsibility of the contractor. d. Road Number Signs Road number signs will be installed at key intersections throughout the Municipality. The standard for the assignment of names for streets and roads shall be as outlined in the Province of Manitoba Civic Addressing Standard. e. Personalized Road Names Existing personalized road names are permitted to remain posted, however will not be replaced/ repaired by the Municipality. New personalized road names that request to change civic addressing will not be permitted. Road names proposed by developers may be considered by Council, which will then decide on the name(s) to be used. i. The Municipality of Rhineland Council may consider changing a street name or adding a sign to a rural road number by the request of a resident(s). The applicant shall state the reason for the name change/ addition and provide to the Council of the Municipality with written justification the use of the name. The applicant will be responsible to undertake any research and prepare any historical or other justification with the request. The applicant must complete the Name Change/ Addition Request form (appendix A). The Council retains the right to make changes. f. Civic Address Signs Each rural residential/ commercial property will be provided with a civic address sign posted at the end of their approach. g. Replacement signage ( fading, vandalism, breakage, theft) i. In situations where a previously authorized sign existed and requires replacement, the Municipal Public Works department is authorized to take the necessary action to replace the sign in a timely manner. ii. Signs will be replaced at the cost of the Municipality for damages incurred by the Municipality. Any other replacement reasons will be at the cost of the property owner. iii. Council will review sign requests with the following factors taken into consideration (not limited to): topography, speed of traffic, type of traffic, volume of traffic, blind spots, visibility, concentration of residences, type of road, previous incidents and any other factors that Council may determine applicable. iv. All signage is to be installed by The Municipality. 2. REVISIONS Council may, in consultation with the Policy Committee and by resolution, amend this policy. 3 Road Signs and Road Names Policy - Administration APPENDIX A: MUNICIPALITY OF RHINELAND POLICY NO. 2024- 77 UPDATED: May 8, 2024 Page: 1 TITLE: Road Signs and Road Names Policy Name Change/ Addition Request Department: Public Works The Municipality of Rhineland assignment of Road Signs and Street Names Policy has been developed by Council to establish a structured system for the creation, maintenance, and naming of streets and roads within the Municipality of Rhineland. PROCEDURE: 1) A name is proposed by the completion of the Municipality of Rhineland Street Names Policy Change/ Addition Request Form. 2) The completed form is submitted to the CAO of the Municipality of Rhineland. 3) The name is reviewed by the Council of the Municipality of Rhineland, taking into consideration already available street names (so as not to duplicate a name) and application merit. 4) The Council of the Municipality of Rhineland shall be responsible for the assignment, by resolution, of names for all streets and roads within the Municipality of Rhineland.
