1 MUNICIPALITY OF RHINELAND POLICY NO. 2023- 64 ADOPTED BY: Resolution No. / 23 Last Updated: August 2023 DATE: August 9th, 2023 Page: 1 of 1 TITLE: LUD of Plum Coulee & Rosenfeld Garbage & Recycling Policy Department: Public Works PURPOSE: To provide guidelines for the pickup and disposal of recycling and garbage collection within the LUD of Plum Coulee and the LUD of Rosenfeld. The objectives of this policy are to: a) Establish the responsibilities of the LUD' s with respect to the provision and care of recycling and garbage collection. b) Establish the responsibility of property owners/ occupants with respect to the recycling and garbage collection. c) Establish the responsibility of Municipality with respect to the recycling and garbage collection. RATIONALE: To establish a structured system for the removal of refuse and recycling of materials within the LUD of Plum Coulee and the LUD of Rosenfeld in the Municipality of Rhineland. POLICY STATEMENT: The Municipality will work to ensure that the removal of refuse and disposal as well as the recycling of materials is done in a manner that is most economically feasible to residents and work towards environmentally friendly efforts. DEFINITIONS: For the Purpose of this policy " LUD Property" is defined as all civic lots, boulevards, parks, arenas, offices, shops, and rights- of-way that are owned by the LUD of Plum Coulee and the LUD of Rosenfeld. ADMINISTRATION AND PROCEDURES: Garbage Pick up 1. The Municipality is responsible for the ongoing garbage collection and maintenance of all garbage weekly. 1. Garbage pickup is weekly every Tuesday morning. On a holiday Garbage pickup may change and will be posted ahead of time on our website and or face- book page. 2. A maximum of two garbage bags per household will be picked- up. 3. Additional tags can be purchased at the Municipal officesforextra garbage bags. Tags will be sold for $2. 00. 4. Solid waste should be out at curb side by 7:00 am on pick up day. 5. Garbage is to be put on main roads only (not back lanes). Garbage must be properly bagged, bundled or tied securely. 6. No recycling materials should be in the garbage. 7. Compost material is not included in the solid waste pick up; it can be taken to the drop-offand put into the compost pile at no cost during drop-off hours. 8. Compost will be picked up 2 times per year in Plum Coulee. There are 2 pickup times in the months of April and October. These dates will be posted on the website and or face-book page. 9. Branches must be broken into 3 footlengths and bundled. 10. Christmas trees are to be deposited at the drop-offsite on days the drop off site is open in the compost pile at no cost or deposited at curb side for pickup during the 2nd week of January. 11. Solid waste not to exceed 35 lbs. each. 12. For larger items you are responsible to have them taken to the drop off site or contact PVC to arrange fordisposal at your cost. 13. Bin rentals are available fromPVC at a fee fordelivery and disposal. 14. No steel, metal, wood, furniture, appliances, tires, compressed air cylinders, propane tanks or automobile batteries will be picked up. 15. Steel and metal can be brought to the drop offsite and deposited into the metal bin at no cost during drop-offhours. 17. Tires may be disposed of at the drop-offsite. Recycling Pick up 2. The Municipality is responsible forthe ongoing recycling collection and maintenance of all recycling weekly. 3. Recycling must be out by 7 am on pick up day, which is Tuesday. On a holiday Recycling pick up may change and will be posted ahead of time on our website and or face- bookpage. 4. Please clean all plastic, metal and tin containers. 5. Flatten/ crunch/ fold all items to save space. 6. To help reduce escaping on windy days, you can put your paper items in a clear or blue bag - not grocery bags. You can also pack the paper tightly in your blue box. Put shredded paper in a full size see- through, tied plastic bag is the best. 7. Make sure your address is clearly marked on your box. 8. If you have missed your pick up day and wish to dispose of your recycling products, the recycling bins are located at the drop offsite at most times except during drop offtimes. 9. All recycling must absolutely contain no garbage. Property has surveillance and violators will be subject to a fine. 2 WHAT CAN BE RECYCLED? Your Blue Box or Blue/ Clear bags may contain the followingitems - sorting is required. BIN# 2 Tin Cans, Aluminum Cans and Plastic If you are using Bags: BAGS 3 4 Paper Cardboard Tin Cans, Aluminum Cans and Plastic Where revisions and judgment are required in applying this policy, the Municipality' s Council decision shall be final.
