## THE MUNICIPALITY OF RHINELAND
## By-law No. 2024-07
Being a bylaw to establish the maximum speed limit on a highway or portion of a highway under the responsible traffic authority's jurisdiction.
WHEREAS The Highway Traffic Act C.C.S.M., c. H60 gives a traffic authority the ability to establish a speed limit up to 90 km/h for any geographic area, highway, or portion of a highway for which it is the responsible traffic authority;
AND WHEREAS section 6 of the Traffic Authority Speed Limits Regulation provides that a bylaw of a traffic authority must:
- (a) Describe any portions of highway to which the speed limit applies, either by reference to a specific highway and the points on the highway at which the speed limit begins and ends or by reference to the boundaries of a geographic area.
- (b) Indicate whether the speed limit always applies or applies seasonally.
- (c) If the speed limit applies seasonally, indicate the day that the speed limit starts and the day that it ends in each year.
- (d) Be accessible to the public.
ND WHEREAS Council for the Municipalitv of Rhineland deems it advisable and in th ublic interest to fix a speed limit for the highways or portions of highways, for which th Municipality of Rhineland has jurisdiction;
NOW THEREFORE the Council of the Municipality of Rhineland enacts as follows:
## Maximum Speed Limits on Highways within the Municipality of Rhineland.
At all times of the year, the maximum speed limit on highways under the Municipality of Rhineland's jurisdiction is as prescribed in the Schedule A that is attached and forms part of this bylaw.

## 50 km per hour speed limit
On all streets within the local urban district of Rosenfeld, as defined in Regulation No. 174/99 under the Act, and the local urban districts of Gretna and Plum Coulee, as defined in Regulation No. 135/2014 under the Municipal Amalgamations Act, (excepting school zones 30km/hr).

That portion of Ninth Street N. W. situated in The Municipality of Rhineland lying adjacent to the western boundary of the Town of Altona lying between the point where the northern boundary of P.R. No 201 crosses the highway and the point where the northern boundary of Tenth Avenue NW crosses the highway.

That portion of Fourteenth Avenue North situated in the Municipality of Rhineland lying adjacent to the northern boundary of the Town of Altona beginning at the point where the western boundary of P.T.H. No. 30 crosses the highway and continuing in a westerly direction for 800 meters.
## Blumengart
That portion of Municipal Road situated in Rhineland in the community of Blumengart beginning at the point 400 meters south of the point where the southern boundaries of section 21-2-3WPM and section 22-2-3 WPM cross the highway and continuing in a northerly direction for 800 meters.

That portion of PTH No. 30 situated in the Municipality of Rhineland in the vicinity of the Canada Customs Port of Entry beginning at the point where the southern boundary of the Province of Manitoba crosses the highway and continuing in a northerly direction for 200 meters.
## Gnadenfeld
That portion of Municipal Road situated in the Municipality of Rhineland in the community of Gnadenfeld lying between NE¼ 28 and NW¼ 27-1-1 W beginning at the point where the southern boundary of PR 421 crosses the highway and continuing in a southerly direction for 400 meters

That portion of Municipal Road situated in the Municipality of Rhineland in the Community of Gnadenthal lying adjacent to the western boundary of section 3-2-3W beginning at the point where the southern boundary of the Gnadenthal Avenue crosses the highway and continuing in a southerly direction for 400 meters.
## Gnadenthal
That portion of the Gnadenthal Access Road and Municipal Road situated in the Municipality of Rhineland in the community of Gnadenthal beginning at the point 300 meters south of the point where the southern boundary of PR No. 201 crosses the highway and continuing in a southerly direction to the point where the southern boundary of Gnadenthal Avenue crosses the highway NW¼ 4-2-3 W crosses the highway.
## Horndean
That portion of former PR No. 336 situated in the Municipality of Rhineland in the community of Horndean beginning at the point where the northern boundary of PTH No. 14 crosses the highway and continuing in a northerly direction for 450 meters is designated as a restricted speed area.

All those highways and portions of highways situated in the Municipality of Rhineland in the community of Horndean excluding PTH No. 14 and former PR No. 336 but including PTH No. 14 Service Road on the north side of PTH No. 14 that are within the following described boundaries:
- a) Bounded on the north by a line parallel to and perpendicularly distant northerly 300 meters from the northern boundary of PTH No. 14;
- b) Bounded on the south by the southern boundary of PTH No. 14;
- c) Bounded on the west by a line parallel to and perpendicularly distant westerly 300 meters from the western boundary of former PR No. 336; and
- d) Bounded on the east by a line parallel to and perpendicularly distant easterly 900 meters form the western boundary of former PR No. 336

That portion of PR No. 524 situated in the Municipality of Rhineland in the community of Blumenort beginning at the point where the western boundary of section 3-1-2W crosses the highway and continuing in an easterly direction for 1.35 kms.

That portion of PTH No. 30 situated in the LUD of Gretna and the Municipality of Rhineland lying between the point where the eastern boundary of Seventh Street or the production thereof crosses the highway and the point where the eastern boundary of the LUD of Gretna crosses the highway.
## Rhineland in the Vicinity of Gretna
That portion of Municipal Road situated in the Municipality of Rhineland lying adjacent to the northern boundary of section 5-1-1W beginning at the point where the western boundary of PTH No. 30 crosses the highway and continuing in a westerly direction for 800 meters.
## Rhineland and the Town of Altona, Ninth Street NW
That portion of Ninth Street NW situated in the Municipality of Rhineland lying adjacent to the western boundary of the Town of Altona lying between the point where the northern boundary of Tenth Avenue NW crosses the highway and the point where the southern boundary of Fourteenth Avenue North crosses the highway is designated as a modified speed zone and the maximum speed for vehicles being driven in that zone is fixed at 70 km/h.
