## Animal Control
No animal within the Town of Souris shall:
* Disturb the peace
* Chase pedestrians, vehicles, horses, or any other animal
* Bite or threaten to attack
* Be off private properly unless on a leash or under the complete control of a guardian
* Be at large
* Be without a maintained regime of Rabies Vaccinations
**Stoop and Scoop!**When off private property with your dog, the dogs guardian must always be in possession of a suitable device for gathering excrement. Excrement must be immediately removed by the care-giver.
This is only an overview of the most commonly enforced bylaws. ## Loitering and Vandalism
Loiter or Loitering means to stand idly or to remain in any area with no obvious reason or purpose.
* No person shall loiter in a public place or on any street after the hour of 11:00pm on any day and before the hour of 7:00am on the following day.
* No person shall be any manner or conduct commit any public nuisance by collecting, loitering, or standing as idlers, in any of the parks, or on any of the streets or sidewalks of the Town of Souris, or on the steps of, or approach to, a house or other premises open to the public street, whereby the public are liable to be subjected to disturbances or annoyance.
No person shall deface, damage or destroy municipal property in a public place

## Open Air Fires / Burning By-Law
**WARNING:** Any person who sets a fire or burns in the open air (excluding enclosed firepits) within the Town of Souris in a manner contrary to this By-law is guilty of an offence and is liable to a fine not less than $50.00 and not exceeding $500.00 except as permitted in this Bylaw.
No person shall set a fire or burn in the open air within the Town of Souris, unless the person is in possession of a valid permit from the Town of Souris, unless;
1. The burning of leaves in the spring and fall, provided the burning does not interfere with the use and enjoyment of other premises and further provided that an adult person tends the fire until completely extinguished.
2. The burning of refuse in an incinerator that complies with the provisions of The Manitoba Fire Code and the location of which complies with all application rules and regulations.
3. The use of outdoor fire pits or fireplaces for camping or cooking provided they are utilized under adult supervision.
4. The controlled burning of vacant lots, river banks, and other private or public property by employees of the Town of Souris or the Fire Department, for the purpose of reducing the hazard of fire.
Except as provided in above, any person intending to set a fire or burn in the open air shall apply to the Town of Souris for a permit, prior to burning

## Snow Machines / Off Road Vehicles
No person shall operate an off-road vehicle within the limits of the Town of Souris except as permitted in this By-law or under the Act.
It shall be lawful to operate a snowmobile or snow vehicle within the Town of Souris while the designated routes are snow covered between the hours of 7:00 am and 12:00 midnight on the prescribed routes coloured yellow and set out on the map hereto attached marked "A". Residents of the Town of Souris requiring access to the prescribed routes from their residence by snowmobile or snow vehicle must use the most direct back streets and alleys where possible.
Where a snowmobile or snow vehicle is being operated on a roadway or shoulder as permitted in this By-law the operator shall:
1. drive the vehicle as close to the right-hand edge of the roadway and shoulder as possible; and
2. drive in a single line with other snowmobiles or snow vehicles except when passing another vehicle.
The speed limit for the operation of snowmobiles and snow vehicles on the prescribed routes and within the Town of Souris shall be 25 kilometers per hour (15 mph).
