LOCAL GOVERNMENT DISTRICT OF PINAWA
BY-LAW NO. 807-15
Being a by-law of The Local Government District of Pinawa to reduce the speed limit
within a school zone on certain municipal highways.
WHEREAS Section 98.1 of The Highway Traffic Act (C.C.S.M. c. H60) and the
Reduced-Speed School Zones Regulation No. 136/2013 authorize a council to pass ..
by-laws establishing the reduced maximum permitted speed for vehicles being
driven on a highway within a school zone within the geographic boundaries of a
municipality; and
WHEREAS the Local Government District of Pinawa deems it advisable and in the
best interests of the Local Government District of Pinawa to establish school zones
with a reduced maximum speed for vehicles.
NOW THEREFORE the Council of The Local Government District of Pinawa enacts
as a by-law the following:
1. This By-law may be called the "Reduced-Speed School Zone By-law".
Interpretation
2. For the purpose of this By-law,
"highway",
"reduced-speed school zone",
"school", "school property", "traffic control device", and "vehicle" have the same
meanings as set out in the Highway Traffic Act and the Reduced-Speed School
Zones Regulation No. 136/2013.
Establishment of reduced-speed school zones
3. The following portions of highway are designated as reduced-speed school
zones with reduced maximum permitted speed:
a) Name of Schools: F. W. Gilbert, 33 Massey Avenue,
Pinawa Secondary School, 20 Vanier Avenue
Highways included in the reduced-speed school zone:
1. That portion of Massey Avenue beginning 10 metres from Burrows
Road and continuing in a Northwesterly direction and ending at
McDiarmid Road.
2. That portion of McDiarmid Road beginning from Vanier Avenue and
continuing in a Northeasterly direction and ending at 21 McDiarmid
Road.
3. That portion of Vanier Avenue beginning where the Northwestern
boundary of Vanier Avenue meets Arena Road and continuing in a
Southeasterly
direction
and
ending
at
the
point
where
the
Southeastern boundary of Vanier Avenue meets Burrows Road.
4. That portion of Burrows Road beginning at the intersection of
Alexander Avenue at Burrows Road Southeasterly to 23 Burrows
Road.
Maximum permitted speed within reduced-speed school zones
4. The maximum permitted speed for vehicles being driven in a reduced-speed
school zone on a highway is:
a) 30 km/h
Times when reduced-speed school zones apply
5. The reduced maximum permitted speeds established under section 4 apply at all
times within a reduced-speed school zone.

6. The municipality shall identify a reduced-speed school zone with traffic control
devices that comply with the Reduced-Speed School Zones Regulation No.
136/2013.
Rescind
1. That By-law 778-14 be hereby rescinded.
DONE, PASSED and ENACTED by Council duly assembled in the Council
Chambers of the Local Government District of Pinawa, in the Province of Manitoba
