## Rossburn Municipality By-Law 2025-004 financial plan and setting the rates and levies for the year 2025. Being a by-law of the Rossburn Municipality providing for the adoption of the (b) a capital budget; WHEREAS Subsection 162 (1) of "The Municipal Act" in requires that every Municipal Corporation adopt a Financial Plan in a form approved by the Minister and consisting of: (a) an operating budget; (c) an estimate of operating revenue and expenditures for the following fiscal year; and (d) a five-year capital expenditure program. financial plan in accordance with subsection (4) it may in writing request an extension of AND WHEREAS under Subsection 162(5) if a council is unable for any reason to file its time, and the minister may extend the time subject to any condition the minister considers necessary or advisable; AND WHEREAS the Rossburn Municipality has submitted such a request to the Minister and must submit the Financial Plan no later than June 30th, 2025; AND WHEREAS it is required that a by-law to set an impose a tax or taxes on each dollar of the assessed value of the property and through Special Service Levies and Local Improvement Levies on certain properties in the Municipality, that Council deems it sufficient to raise the revenue required in the operating budget to be raised by imposing such taxes be set each year; AND WHEREAS the Rossburn Municipality has made provisional estimates of all sums required by the Corporation for year 2025 which estimates are attached hereto as Schedule "A- The Financial Plan" and form part of this By-Law, which were adopted by Resolution #2025-363 dated the 26th day of June 2025. AND WHEREAS the portioned assessed value of the whole ratable real and personal property within the Rossburn Municipality, according to the latest revised assessment roll is $98,098,500 on At Large properties; $85,563,370 on properties located within Rural Area and $12,535,130 on properties located within Urban Area; AND WHEREAS it is necessary to fix the rates of taxation for the purposes aforesaid: THEREFORE BE IT RESOLVED THAT the Council of the Rossburn Municipality in open council assembled enacts as follows: ## set out here in: 1. THAT the following respective rates of so much on the dollar be and hereby are levied for the year 2025 upon the portioned assessed value of all ratable real and personal property in the municipality respectively liable therefore according to the revised assessment roll of real and personal property thereof, to raise the sums required for the purpose of the corporation which said rates, assessed values and the sums required are (a) Education Support Levy of 7.117 mills on the dollar on upon the assessed value of all the ratable property in the Municipality (Park West School Division) and 7.933 mills on the dollar on other assessment, levied under Sections 182 and 183 of the Public Schools Act. (b) A rate of 12.296 mills on the dollar on all ratable property in the Municipality to pay for the general expenditures of the Municipality. (c) A rate of 0.372 mills on the dollar on all ratable property in the Municipality to invest in the Infrastructure Reserve of the Municipality. (d) A rate of 0.101 mills on the dollar on all ratable property in the Municipality to invest in the Fire Reserve of the Municipality. ## Rossburn Municipality By-Law 2025-004 (e) A rate of 0.035 mills on the dollar on all ratable property in the Municipality to invest in the Building Reserve of the Municipality. in the Equipment Reserve of the Municipality. (i) A per parcel rate of $630.71 on all taxable, grant in lieu and otherwise exempt property within the urban community of Rossburn to provide for highway construction and maintenance, snow removal, grass and weed cutting and control, and street lighting as a special service levy and authorized by By-Law 2019-005. urban community of Rossburn, and cottage area within the Municipality to provide () A variable parcel rate of $86.52 to 2,076.40 on all benefitting properties within the service levy and authorized by By-Law 2019-006. for collection and transportation of waste and recyclable materials as a (k) A per parcel rate of $383.07 on all taxable, grant in lieu and otherwise exempt property within the rural area of Rossburn Municipality to provide for highway construction and maintenance, snow removal, grass and weed cutting and control, and drainage construction and maintenance as a special service levy and authorized by By-Law 2019-007. (1) A per parcel rate of $306.53 on all on all residential properties with a dwelling as well as all commercial properties with habitable buildings in Rossburn Municipality to provide for recreation support services as a special service and authorized by By- Law 2019-008. (m) A per parcel rate of $30.68 on all taxable, grant-in-lieu and otherwise exempt properties within Rossburn Municipality to provide for the provision of fire protection services as a special service and authorized by By-Law 2019-009. 2. THAT all taxes and rates imposed and levied in the Rossburn Municipality for the year 2025 shall be deemed to have been imposed and to be due and payable not later than the 31st day of October 2025.
