### By-laws are regulatory pieces of municipal legislation which apply to a certain area of the municipality such as traffic, taxes, fees, zoning, the environment and much more.
By-laws have to go through a strategic process before they are passed.
1. Drafting
2. Readings
3. Passing (third reading)
In some cases, the authority to pass by-laws is limited by requiring Provincial approval before it can be passed (zoning, for example). In other cases, by-laws must be advertised before taking effect.
Municipal by-laws cannot conflict with or contradict legislation or regulations enacted by the provincial or federal government; however they can further restrict provincial and federal laws (e.g. traffic speed limits).
