Purpose:
The purpose of this policy is to establish guidelines and conditions for the installation of tile
drainage on land in the Municipality.
Definitions:
Municipality means the Rural Municipality of Portage la Prairie.
Proponent means the property owner of the land where the tile drainage project is to be
installed.
¼" 24 Hours Coefficient means that the piping is sized so that it can remove a maximum of
a1/4" of water (the water has to first get through the soil to be removed) from the drained area
over a one-day period (1/4"/day is approximately 0.01 cfs/acre pr 4.71 gpm/acre). For example,
a 160-acre system, designed with a ¼"/day drainage coefficient, would remove approximately
1.6 cfs or 753.6 gpm.
Application - the form prescribed in this policy in Schedule "A".
Policy:
All proponents of a tile drainage project must submit an application to the Municipality
prior to September 1 for work to be completed during the following year and/or within the
3 years thereafter (total 4 year completion period). The application will include start and
end dates of the project. In the event these dates cannot be met a onetime extension for
up to one additional year may be applied for. Applications must be received prior to
September 1 of the current year. Fees for the application and extension are set in the

fees and charges by-law.
1. The application for tile drainage must be submitted to the Municipality prior to submitting
an application for licence to construct water control works to Manitoba Conservation and
Water Stewardship.
2. All tile drainage projects may include the installation of an approved control device to
restrict or shut off the discharge of water into a municipal or natural drain. It is council's
discretion to exempt a tile drainage project from the requirement for an approved control
device.
3. No discharge of water from tile drainage will be permitted into municipal drains after
October 1 unless written authorization from the Municipality is obtained to extend this
date.
4. The Municipality may require proponents to obtain written consent from adjacent property
owners that may be affected by the water run-off.
5. Any tile drainage projects must be installed with a ¼" 24 hours coefficient.
6. Any tile drainage being installed in the Municipality must be installed by a certified
installer.
7. There is no obligation on the Municipality to improve the existing municipal drainage
system to accommodate a tile drainage project.
8. The Municipality may authorize the proponent to perform private works in a municipal
drain to accommodate a tile drainage project, however the Municipality would establish
the elevation levels and the hiring of a contractor to perform the work and the proponent
would be responsible for all costs associated with the work. This may require the
proponent to address a steep drop or loose soil conditions.
9. The proponent may be responsible for any future drain maintenance costs such as
mowing, the removal of siltation and/or blocks in the drain.
10. If the proponent proposes to install any infrastructure under or through a municipal right-
of-way the proponent must receive approval from the Municipality prior to the installation
of the pipe and the method of the installation must be by boring (directional drilling). This
would require the proponent to obtain a Public Works Licence from the Municipality.
11. The proponent will be required to enter into a development agreement with the
Municipality if the tile drainage project will be discharging water into a municipal drainage
system.
