PURPOSE:
The Rural Municipality of Riding Mountain West strives to maintain a high level of public trust and
confidence in the RM to establish a quality standard for snow clearing, removal, and sanding of Municipal
roads, urban streets, and priority access to emergency and transportation services within our RM.
As our most valuable and significant resource, our employees are expected to maintain high standards of
personal and professional conduct with removal of snow and ice in the most efficient mode possible.
Employees to perform their duties and responsibilities in a manner that recognizes a commitment to the
well-being of the community.
PREAMBLE:
This policy operates in addition to other policies, regulations and administrative directives for employees,
as may be determined from time to time by Council or the Chief Administrative Officer (CAO).

PROVINCIAL ROADS(PR)
Manitoba Transportation & Infrastructure (MTI) responsible for snow and
ice removal
SCOPE:
This policy applies to all designated winter roads, streets, bus routes, and emergency service building
accesses within the RM of RMW.
POLICY STATEMENT:
The RM of RMW, within the RM resources available, will clear and / or remove snow and ice as
necessary in accordance with sections 1.0 and 2.0.
1.0 Priority Based on Level of Snowfall:
Level 1:
snowfall amounts of less the 5cm does not require a full snow clearing operation. Minor
clearing, ice control and sanding may be designated by the PWM, Council, or CAO.
Level 2:
accumulation of 5-15cm of snowfall will require cleanup to be done according to the order
of priority under section 2.0. Operations will only begin once snowfall has ceased or is
expected to shortly, and visibility is greater than 300 meters. When snowfall ends later in
the day, snow clearing will begin the following morning.
Level 3:
accumulation of 15cm or more cleanup to be initiated after snowfall has ceased and
visibility greater than 300 meters, whereas, when snowfall ends late in the day or
evening, clearing operations shall commence the following morning.
2.0 Priority Road Clearing:
The following details the order of priority of road clearing after significant snow falls.
Priority 1

Fire Station, Angusville

Fire Station, Inglis
Priority 2

Municipal Winter Roads

Bus Routes to be done in conjunction with Municipal Winter Roads

All urban areas including Inglis, Angusville, Villages, and Developments
>Angusville to be cleared with tractor, MTI maintains Main St and Railway Ave
>Inglis snow to be moved to areas designated by PWM. MTI responsible for Main St.,
Anzac Ave., and Blighty St.

Lanes/driveways for those residing in rural areas who have requested, based on
availability of operators, as to be in conjunction with clearing Municipal Winter Roads. All
residents to be invoiced cost of service as stated in most current Fees & Charges By-Law

Churches, Recreational centers, and parking lots

Special requests. (Such as plowing to bales or animals or providing access on summer
roads)
3.0 Removing Snow from Private Property
As it is not always possible to prevent pushing snow into driveway/lane entrances, it will be the
responsibility of the resident to clear the windrow of snow and ice ensuring that vehicular and
pedestrian traffic is not comprised.
The RM is dedicated to provided snow and ice clearing in the most efficient mode possible and
asks our residents to assist us in keeping our roadways clear and safe by following these best
practices:

Residents are asked to remove snow, slush or ice from their private property to an area within
their property they find most suitable.

It is a violation of this policy to move snow, slush or ice from private properties onto or across
municipal roadways in order to prevent unsafe driving and walking conditions. Increases in the
cost of providing winter road maintenance will occur if cleanup is required after a violation.

If ridges, drifts or flooding is the result a ratepayer moving snow onto or across municipal roads
then any remediation work the RM of RMW is required to do will be invoiced back to the offending
ratepayer.
Roles and Responsibilities
The PWM is charged with the primary responsibility for executing snow and ice clearing, maintenance,
and removal operations in compliance with this policy; or his/her designate.
The RM of RMW Council is responsible for approving the Snow & Ice Clearing Policy.
The CAO ensures that priority designation is being followed and may provide advice to support areas with
administering this policy and related procedures.
Employees of the RM of RMW must comply with this policy and related procedures and processes.
All employees have the responsibility to report non-compliance of this policy to the PWM and/or CAO.
