MUNICIPALITY OF RITCHOT BY-LAW NO. 1-2023 WHEREAS: A. Section 98.1 of the Highway Traffic Act and the Reduced-Speed School Zones Regulation No. 136/2013 authorize a council to pass by-laws establishing the reduced maximum permitted speed for vehicles being driven on a highway within a school zone within the geographic boundaries of a municipality; and B. The Municipality of Ritchot deems it advisable and in the best interests of the Municipality to establish school zones with a reduced maximum speed for vehicles. NOW THEREFORE the Council of the Municipality of Ritchot enacts as a by-law the following: 1. This By-law may be called the "Reduced-Speed School Zone By-law". Interpretation 2. For the purposes of this By-law, "highway", "reduced-speed school zone", "school", "school property", "traffic control device", and "vehicle" have the same meanings as set out in the Highway Traffic Act and the Reduced- Speed School Zones Regulation No. 136/2013. Establishment of reduced-speed school zones 3. The following portions of highways are designated as reduced-speed school zones with reduced maximum permitted speed: a. Name of school: École Ste. Agathe, 302 Pembina Trail, Ste. Agathe Highways included in the reduced-speed school zone: i. That portion of PR305, for a distance of 250 meters beginning where PTH75 meets PR305 continuing in an easterly direction and ending where Pembina Trail meets PR305. b. Name of School: École Ile des Chenes School, 455 D'Auteuil St, Ile des Chenes Highways included in the reduced-speed school zone: i. That portion of Dumaine Road, for a distance of 180 meters beginning where D'Auteuil Street meets Dumaine Road continuing in a westerly direction and ending where Main Street meets Dumaine Road, and ii. That portion of D'Auteuil Street beginning 30 meters from the north boundary of the school property and continuing in a southernly direction to 30 meters from the south boundary of the school property. c. Name of School: École Gabrielle-Roy, 310 Lamoureux Road, Ile des Chenes Highways included in the reduced-speed school zone: i. That portion of Lamoureux Road beginning 30 meters from the north boundary of the school property and continuing in a southerly direction to 30 meters from the south boundary of the school property. ii. That portion of Hamilton Road beginning 30 meters north of the school property and continuing in a southerly direction to 40 meters from the south boundary of the school. d. Name of School: École St. Adolphe School, 444 La Seine St, St. Adolphe Highways included in the reduced-speed school zone: i. That portion of Main Street beginning 150 meters from the north boundary of the school property and continuing in a southerly direction to 150 meters from the south boundary of the school property. Maximum permitted speed within reduced-speed school zones 4. The maximum permitted speed for vehicles being driven in a reduced-speed school zone on a highway is: a. 30km/h; or b. 50 km/h if the maximum permitted speed for that portion of highway within the reduced-speed school zone is 80km/h or more. Times when the reduced-speed school zones apply 5. The reduced maximum permitted speeds established under section 4 apply within a reduced-speed school zone from 7:00 a.m. to 6:00 p.m., Monday to Friday from September 1 through to and including June 30. Traffic control devices 6. The Municipality shall identify a reduced-speed school zone with traffic control devices that comply with the Reduced-Speed School Zones Regulation No. 136/2013. FURTHER BE IT RESOLVED that By-Law 11-2020 and 13-2020 are hereby repealed.
