## Executive Summary
The Accessibility for Manitobans Act (AMA) was passed December 5, 2013 to provide a clear, proactive method to identify, prevent and remove barriers to accessibility. Its goal is to enable the implementation of the measures, policies, practices and other requirements necessary to make significant progress towards achieving accessibility in Manitoba by 2023. This legislation requires accessibility standards to be developed over the next several years.
The standards will address barriers and set out requirements in five key areas of daily living. These standards are:
1. Customer Service Standard
2. Information and communication
3. Transportation
4. Employment
5. Design of Public Spaces
## Statement of Commitment
The Rural Municipality of Rosedale is pleased to submit our updated Accessibility Plan for 2020 and 2021. We are dedicated to providing its services in a way that respects the dignity and independence of all people. We are also committed to providing equal opportunity to access municipal services for all.
We will attempt to identify barriers to equal accessibility and, as funding permits, remove these barriers. We plan to identify and prevent accessibility barriers in our future policies and planning. We will continue to attempt to meet the requirement of the AMA and will review and update our current plan in December 2021.
## Overview
The Rural Municipality of Rosedale, situated in midwestern Manitoba just north of the #16 highway, consists 7 communities:
Kelwood, Riding Mountain, Birnie, Eden, Mountain Road, Polonia and Franklin.
With approximately 1,600 residents, the municipality is governed by a Reeve, 6 councillors and 3 LUD committee members. The municipality provides funding for a variety of services such as fire protection, public works, water services, parks and recreation and other general government services such as planning, economic development and tourism.

For public use:
Municipal Office - Neepawa, MB: Public meetings, finances (AP, AR, Utilities, Taxes), Council meetings held once per month, open to public for general business

Public Works Department- Eden, MB: Garage and workshop are used to house and maintain equipment for general road maintenance, clearing snow, mowing grass and utility infrastructure
Eden Water Treatment Plant - Eden, MB: Treatment of quality standard water and distribution to residents
Eden Fire Hall - Eden, MB: Houses fire trucks and equipment to aid in extinguishing of fires by Eden Volunteer Fire Fighters.
Kelwood Water Treatment Plant - Kelwood, MB: Treatment of quality standard water and distribution to residents
Kelwood Fire Hall - Kelwood, MB: Houses fire trucks and equipment to aid in extinguishing of fires by Kelwood Volunteer Fire Fighters.
## Accessibility Achievements
- The Municipal office provides alternate formats of informational materials (large print, and electronic formats)
- Include Accessibility Plan on the municipal website
- Provide training to employees and volunteers to increase their awareness of accessibility and ability to identify barriers
- Continue to inform residents and businesses about the AMA, mandated standards and compliance dates, and seek feedback to adapt the plan to meet the needs of the municipality
- Continually evaluate and modify current policies to ensure compliance with accessibility standards
- Bilingual services available in the Municipal Office
- Post municipal updates and meeting minutes in office, newspaper and online
- Kelwood Skating Rink is being constructed to meet Accessibility standards
## Accessibility Barriers
The following areas are a concern for the general public within the municipality;

- No ramps (or poor ramps)
- No elevators or lifts in multi-story building
- No auto door opener
- No accessible washrooms
- Indoor door handles not converted to levers
## 2. Technology

- Print too small or too high to read
- When preparing information for public, an assumption is made that anyone visually impaired can read it
- Advertisement is not clear or easily understood
## 4. Attitudinal Barriers
- Avoiding a person with a disability for fear of saying the wrong word or offending them
- Assuming that a person with different ethnic background cannot understand

The Rural Municipality of Rosedale will review all programs, services and new initiatives to ensure accessibility.
The Rural Municipality of Rosedale will make information available in an accessible format or provide communication supports to people with disabilities in a way that considers their disability.
