## Purpose
The purpose of this Dust Control Policy is to outline guidelines and conditions for dust control application being placed on various municipal roads or properties.
## Scope
The municipality grades and/or gravels roads as part of ongoing road maintenance which may also include the application of dust control (suppressants) to be applied by the Municipality as necessary in locations such as major railway crossings, municipally owned parks, community grounds and recreation facilities, major intersections where dusty conditions may be considered hazardous, waste and transfer sites, and any other sites or routes as determined a priority for dust control by the municipality.
Property owners may also want to control the dust from gravel roads adjacent to personal property, the municipality provides a user pay opportunity for its residents & ratepayers to secure the application of dust control from the municipality. The municipality will establish an annual fee structure for the application of this dust control adjacent to private property.
## Policy Statement
This policy is to provide guidelines and regulations for:
- Offering dust control suppressant application to roads adjacent to private property within the RM of Sifton.
## Provincial Roads
Property owners located adjacent to provincial gravel roadways will pay the designated rate to cover the costs associated with the application of dust control on provincial roads. Due to the roads being three (3) times the width, more dust control will be required, and costs may vary.
## Guidelines and Procedure
The RM of Sifton will supply and apply the dust control (suppressant) to property owners, subject to the following terms and conditions:

Resolution # 2025-114.
1. The RM of Sifton will cover the full costs of dust control application for the following roads in residential areas:
- a. Oak Lake Beach Resort,
- b. Cherry Point Resort,
- c. Oak Lake,
- d. Deleau (1St Ave from Hwy 2 to 1st St. Only)
2. The first 1,500 Litres the RM of Sifton will cover 60% of the dust control costs for residents who live in the rural areas, rural property owners will cover 40% of the dust control costs. Additional litres may be obtained provided the property owner pays 100% of the dust control costs.
3. Council will establish an annual fee structure for the application of dust control to residents and ratepayers.
4. All residents and ratepayers must apply for the application of dust control using the RM of Sifton Dust Control Application Form and Waiver Form. The form can be downloaded from the municipal website or can be picked up at the Municipal office.
5. Applications and waiver form must be received and paid in full before application.
6. The type of dust control suppressant to be used will be determined by the municipality in its sole discretion, considering cost, durability, and environmental safety issues.
7. The municipality reserves the right to perform such maintenance procedures as it deems necessary on the treated portion of the roadway. Although the municipality will attempt to minimize any adverse effect of these operations on the treated portion of the roadway, the municipality will not accept liability for any restoration required.
8. To ensure that applications are completed accurately, residents and ratepayers requesting dust suppression should install stakes at the beginning and end points where they would like the applications to be completed.
9. The municipality will resume regular maintenance of the road way as early as September 315t in order to prepare for fall. This will be at the discretion of the Shop Foreman.
10. The Municipality will not guarantee the effectiveness of the dust control suppressant. Once the dust control has been applied, no refunds will be made. The use of suppressants is meant to control dust not to eliminate it completely, the Municipality is not responsible
