R.M. of St. Andrews Policy and Procedures Manual Transportation Services SNOW REMOVAL POLICY TRA-07-1 SNOW REMOVAL POLICY Purpose To govern the standards in which the Rural Municipality of St. Andrews will be responsible for snow removal, as well as the distribution of ice removal compounds upon municipal roadways. Policy 1) Following a major snowfall, primary and designated secondary roads will be ploughed. Additional requests will be considered by the Director of Operations. 2) Ice control will be done once snow clearing is completed. Sand and salt mixture is applied on all intersections and curves. Whole roads and straight sections of roads are not normally completed unless extremely icy conditions exist and all other routine spots are completed. 3) Sidewalks will be cleared to a compacted snow surface following an eight (8) cm accumulation. 4) Windrows caused by snow clearing operations on roads or sidewalks will not be removed from private approaches and/or walkways. 5) Culverts, designated by the Public Works Superintendent, are cleared of snow/ice to prevent flooding in the spring. 6) Ditches and drains are cleared of snow as per Appendix A. Others may be completed as deemed necessary by the Director of Operations. 7) Ditches and culverts in the municipality will be cleared of snow as required. 8) Field ridging will take place to keep snow off municipal roads as required. 9) No property owner shall deposit snow and/or ice from driveways, sidewalks, parking lots, or any other property under their ownership onto municipal property. 10) Any additional cost incurred by the municipality for the removal of snow from any right-of-way, which cannot be cleared of snow by the road patrol as a result of snow placed or caused by snow placed in or near the municipal right-of-way, will be charged to the individual or landowner responsible for the additional expense.
