SNOW REMOVAL POLICY

SNOW REMOVAL POLICY
Purpose
To govern the standards in which the Rural Municipality of St. Andrews will be responsible for snow
removal, as well as the distribution of ice removal compounds upon municipal roadways.
Policy
1)
Following a major snowfall, primary and designated secondary roads will be ploughed.
Additional requests will be considered by the Director of Operations.
2)
Ice control will be done once snow clearing is completed. Sand and salt mixture is applied on
all intersections and curves. Whole roads and straight sections of roads are not normally
completed unless extremely icy conditions exist and all other routine spots are completed.
3)
Sidewalks will be cleared to a compacted snow surface following an eight (8) cm
accumulation.
4)
Windrows caused by snow clearing operations on roads or sidewalks will not be removed from
private approaches and/or walkways.
5)
Culverts, designated by the Public Works Superintendent, are cleared of snow/ice to prevent
flooding in the spring.
6)
Ditches and drains are cleared of snow as per Appendix A. Others may be completed as
deemed necessary by the Director of Operations.
7)
Ditches and culverts in the municipality will be cleared of snow as required.
8)
Field ridging will take place to keep snow off municipal roads as required.
9)
No property owner shall deposit snow and/or ice from driveways, sidewalks, parking lots, or
any other property under their ownership onto municipal property.
10) Any additional cost incurred by the municipality for the removal of snow from any right-of-way,
which cannot be cleared of snow by the road patrol as a result of snow placed or caused by
snow placed in or near the municipal right-of-way, will be charged to the individual or
landowner responsible for the additional expense.

- Off takes to drain along tracks, Matrona Bay, Schreyer Crescent and Mitchell Bay.
➢ Scott Drain - from Hwy 9 to River Road.
➢ Liss Road to Parish Bay along the tracks.
➢ Corner of Fulsher Road & Rushman Road - Start at Fulsher Road and go east to Parks Creek on North
Side.
➢ Parks Creek.
➢ Bruneau Drain to Salvage Lake and North to Peel Road in Long Lake Drain. Keep going North in Long
Lake Drain to Clandeboye Road (6 Miles).

➢ From Little Britain Road on East side along PR #230, #67 to Fort Garry Road.
➢ Cloverdale Road from Pigeon Bluff Road East to Greenwood Drain & Greenwood Drain to Hwy 9 &
Hwy 9 to Hwy 4 *Hoe ends.
➢ Bracken Road from Cloverdale Road to Peel Road on the West side *Hoe.
➢ Cloverdale Road 2nd mile West of Hwy 8 South side *Hoe.
➢ Phelan Road from the cross pipe ½ mile off Hwy 9 and back to Greenwood (open Harriot Road from
Meadowdale Road South 1/2 mile).
➢ Cloverdale Road from the drain East ½ mile on South side *Hoe AG H20.
➢ McRae Road from address #884 to Hwy#9 on the West side.

Road. Then East on Strileski Road on South side to Drain ½ mile.
➢ From Strileski Drain go West 2 ½ miles on the North side.
➢ From Domino Road South to first yard on the West side.
➢ From Ponemah Road going South on McKenzie Road to Hwy 9 on South side, then down the West side
to the first yard.
➢ Ponemah Road from McKenzie Road to Hwy 9 on South side, then down on the West side to the Tekula
Drain 1 ½ miles South. Then down Tekula Drain East of Hwy 9 to the end.
➢ Kingsway Drain - Hwy 9 to Gimli Road.
➢ Kernstead Road from Beach boundary West on North side ½ mile West of McKenzie Road.
➢ Kernstead Road North side across from Concrete Plant from trailer east to McKenzie and South side
from McKenzie going west just past cement plant.
➢ Prout Road from Hwy 229 South on West side to Kernstead Road and down Kernstead Road West to
hill.
➢ Open ditch along Huminicki Road from Kernstead North ½ mile. Check yearly.
