PURPOSE:
The purpose of this policy is to establish practices and procedures to follow when dealing with
the distribution of flood protection materials.
POLICY STATEMENT:
There is no statutory requirement for the municipality to provide sandbags or aqua dams, nor
to prevent a property from flooding.
Property owners are responsible for protecting their own property and therefore should make
their own arrangements to protect their properties, making plans (where possible) in advance
of a flooding event.
The municipality will assist property owners, when possible and practical.
If the municipality has access to provincial aqua dam supplies, they will be used on a priority
basis as they are available. As this is a provincial resource, the municipality cannot guarantee
that the aqua dam will be available and it should not be relied upon.
The municipality has a stock of unfilled sandbags. Should a situation arise where a property
owner believes there is a probable flood situation where a resident requires sandbags, they
should contact the municipal office 8am - 4pm Monday to Friday or any ward councilor of the
municipality. Property owners are responsible for acquiring material to fill sandbags.
POLICY:
The following priority criteria will form the basis for decision making when faced with the
prioritization of the installation of aqua dams (when available) or sandbags (when volunteers
are available).
1) Loss of life;
2) Harm or damage to the safety, health or welfare of people
3) Damage to property or other economic impact
4) Damage to the environment
5) An interruption of a critical service.
The following factors will be considered during prioritization
1) Imminent flood concern
2) Adequate time to install flood protection
3) Priority will be given to permanent primary residences
