LDMK-01 TITLE: SNOW REMOVAL POLICY PAGES: 3 RESOLUTION NO: 2016-10, 2022-0111, 2024-0066 DATE: January 12, 2016, amended Feb 22, 2022, amended February 13, 2024 REVIEW DATE: February 22, 2022, February 13, 2024 Purpose: The purpose of this policy is to establish responsibility, service levels and priority levels for winter snow clearing, ice control and snow removal operations for the street network within the Local Urban District of Landmark. Priorities This policy will set standards to inform ratepayers and provide direction to employees for clearing snow from streets, sidewalks/pathways and other sites, and establish priorities within the LUD of Landmark. Policy: 1.) General a.) In the event of a snowfall the Public Works Manager will consult with the LUD of Landmark Public Works staff on the commencement of snow clearing activity. b.) Snow clearing operations shall be completed within 72 hours following the end of an average winter snow event. c.) Severe Weather and excessively cold temperatures may determine whether or not equipment will be engaged for snow clearing. Reduced visibilities may result in equipment being called off the streets during unsafe conditions. Mechanical failure is also more prone in extreme temperature conditions. Safety considerations and Mechanical Breakdown may interrupt snow clearing activities. - 2 - d.) Equipment will be operated in a safe and responsible manner and to the conditions present; at no time should equipment engaged in snow removal exceed a speed of 20 km/hr. e.) The LUD of Landmark will not be responsible for damage to property within the municipal right of way limits (i.e. against or near the edge of streets or roads) that are placed by homeowners. Examples of such properties are - curbing, landscape ties, mail boxes, newspaper boxes, sports equipment, sprinklers trees/shrubs, lighting, reflective markers etc. f.) Damage to grass on municipal right of way shall be repaired with topsoil and/or grass seed as soon as practical in the spring season. Any grass killed by salt cast with snow into piles will not be repaired. 2.) Snow Clearing - Roadways a.) Street clearing will be given first priority after a normal winter snow fall event not withstanding emergency situations (medical) or situations which may immediately jeopardize life and property which will take precedence with immediate action. b.) Snow clearing priority routes will be comprised of the streets leading into the Landmark school loop with areas most impacted being addressed next. c.) During major snow events and dependent upon public and operator safety only one pass to open roadways will done on snow blocked streets for emergency vehicle access only, until such a time as weather permits additional snow clearing. d.) Alternated starting patterns for regular street clearing will be utilized to the greatest extent possible to ensure that property owners experience equal service level over the course of the season. e.) Snow removal (i.e. hydrant clearances, snow pile dispersal) will be evaluated on a regular basis and effected by Public Works based upon the Public Works Managers assessment. f.) Special clearances such as pushing back windrows, clearing to pavement prior to spring thaw with significant snow pack on streets or snow pile removal will be assessed by the Public Works Manager and implemented as required. g.) Operators shall take care not to blow snow onto private property and particularly not onto recently snow cleared private property. Windrow placement is to be maintained on public right of way. h.) Residents should respect the need for unimpeded access to clear streets during - 3 - snow clearing operations and make every effort to park off street while snow clearing equipment is operational. i.) In the event operators experience parked vehicles during snow clearing, snow is to be plowed away from the vehicle leaving a minimum two foot buffer. 3.) Snow Clearing - Driveways a.) Windrows placed across driveways on municipal right-of-way during street clearing will only be removed in the event of the windrow being more than 6 inches deep, or at the discretion of the Public Works Manager, at which time the public works department will remove the snow. b.) Windrows placed across single family residential driveways adjacent to roadways within the jurisdiction of Manitoba Transportation and Infrastructure will only be removed in the event of the windrow being more than 6 inches deep, or at the discretion of the Public Works Manager c.) Once street clearing is complete driveway clearing shall take place where necessary. d.) In the event that street clearing occurs on the same day as garbage and recycling collection, driveway clearing will be delayed until the following day. 4.) Street Sanding a.) Street sanding will commence within 24 hours after completion of street clearing when warranted and at the discretion of the public works manager. . b.) Intersections and significantly icy locations will receive a salted sand application. 5.) Sidewalk Clearing Sidewalk and pathway clearances will commence upon the completion of roadway clearing or at the discretion of the Public Works Manager.
