PW-01-2015 TITLE: ROAD DEVELOPMENT PAGES: 2 RESOLUTION NO: 493-2015 DATE: June 9, 2015 REVIEW DATE: Purpose: The purpose of this policy is to establish guidelines and conditions under which the Rural Municipality of Taché to construct or supervise the construction of roads on existing or new road allowances and to set a standard for the allocation of construction costs associated with the road construction. Priorities For the purpose of road construction initiated by a property owner, requirements have been classified into three categories, Newly Constructed Roadways, Newly Constructed Roadways on Undeveloped Municipal Rights-of-Way, and Roadway Construction on Existing Partially Developed Rights-of-Way. Policy: 1.) Newly Constructed Roadways Newly established rights-of-way for the purpose of constructing new roadways to service future development are to be constructed as follows and under the following provisions or conditions:  Construction standards are to meet the existing prevailing Municipal Roads Standards as set out by the Municipality and as required in a Development Agreement entered into between the Municipality and the Developer.  Construction costs are to be the sole responsibility of the proponent. - 2 - 2.) Newly Constructed Roadways on Undeveloped Municipal Rights-of-Way Road construction on existing undeveloped Municipal rights-of-way for the purpose of servicing an existing parcel of land is to be constructed as follows and under the following provisions or conditions:  Construction standards are to meet the existing prevailing Municipal Roads Standards as set out by the Municipality.  Construction costs are to be the sole responsibility of the proponent. 3.) Roadway Construction on Existing Partially Developed Rights-of- Way Road construction on existing partially developed rights-of-way with an established road-base and that is connected to a developed roadway for the purpose of servicing an existing parcel of land is to be constructed as follows and under the following provisions or conditions:  Roadways shall be constructed to the same standard as the connecting developed roadway or as may be required by the R.M. of Taché's, Public Works Committee.  The road development under this provision within the Road Development Policy shall be restricted to a maximum of 650 feet collectively of all development requests. In the event that the development extends beyond the maximum 650 feet, the developer must construct the roadway to meet the prevailing Municipal Road Standards.  Gravel application shall be applied at to a maximum possible depth as allowed by the established road base to achieve the prevailing Municipal Roads Standards as set out by the Municipality.  All construction costs are the sole responsibility of the proponent. Note Approval for all road construction as outlined in this policy is at the sole discretion of the Rural Municipality of Taché on a case by case basis and is outlining construction requirements at a minimum, but maybe enhanced as required by Council.
